SIST EN 300 195-1 V1.4.3:2003 is the Slovenian version of ETSI EN 300 195-1 V1.4.3, a DSS1 protocol specification for supplementary service interactions in ISDN. Published by SIST, it tells ISDN equipment and networks how pairs of supplementary services behave at the T reference point or coincident S and T reference point, including private ISDN interworking. The scope includes SCF and CCNR among the service combinations covered.

What does SIST EN 300 195-1 V1.4.3:2003 specify?

SIST EN 300 195-1 V1.4.3:2003 specifies stage three protocol behavior for supplementary service interactions in pan-European ISDN using the Digital Subscriber Signalling System No. one (DSS1) protocol. In practice, it gives the signalling rules that let different supplementary services work together without ambiguity.

The document covers interactions between many ISDN supplementary services, and it also addresses the case where those services are provided through a private ISDN at the T reference point. It does not cover extra protocol requirements for services delivered through a telecommunications network that is not an ISDN.

The document is organized into scope, normative references, definitions, abbreviations, a service-interaction description, general procedures, and informative annexes.

AnnexWhat it covers
ASignalling flows
BExample of the interaction between the AOC-E and CONF supplementary services

What are the key requirements of SIST EN 300 195-1 V1.4.3:2003?

Clause 5 is the core of SIST EN 300 195-1 V1.4.3:2003. It sets out, pair by pair, when an interaction has no special protocol impact, when it is outside scope, and when extra DSS1 procedures are needed.

  • Figure 1 classifies interactions as NA or NI, or points to the relevant clause. For an implementer, this is the first check: if the pair is NI, the individual service specs are enough; if it is handled here, the pair needs special signalling logic.
  • AOC with transfer and rerouting services is tightly controlled. For AOC-E with ECT, the user may send an IdentificationOfCharge invoke component with a ChargingAssociation in the same FACILITY message as the transfer request, and the network returns it with the charge information when the transferred call ends. This lets billing data stay attached to the right call.
  • AOC-D and AOC-S are not used in combination with some rerouting cases. For CD and CFB, and in several related forwarding cases, the document excludes AOC-S and AOC-D and uses AOC-E rules instead. In practice, charging records must follow the final routed call, not the original path.
  • The document assigns billing labels to rerouting outcomes. For AOC-E, the network uses specific AOCEBillingId values for call transfer, call deflection, call forwarding busy, call forwarding no reply, and call forwarding unconditional. That gives billing systems a clear reason code for the charge.
  • CCBS and AOC interact by preserving the request across the original call and the callback call. The network stores an accepted AOC request for the original call and applies it to the CCBS call, then releases it when that CCBS instance ends. This matters when charging must continue across the callback process.
  • Conference and hold-related interactions depend on the correct call reference. For CONF, HOLD, 3PTY, ECT, UUS and related combinations, the clauses specify whether charging follows the conference call, a private communication, or the leg used to carry a service request. Implementers need to track the right call reference to avoid misbilling.
  • Call suspension has special AOC-D handling. During suspension, the network may place subtotal charging information in the SUSPEND ACKNOWLEDGE message, or indicate that charge information is not available and continue the suspension procedure. That affects how a user sees charge data during a paused call.
  • Clause 6 defines common charging procedures. It covers identification of charge and the ordering of checks, so implementations apply the same decision logic consistently across different interactions.

What terms does SIST EN 300 195-1 V1.4.3:2003 define?

  • Advice of Charge (AOC) - The charging-related supplementary service family used to send charging information during a call, at set-up, or at release.
  • Completion of Calls to Busy Subscriber (CCBS) - A supplementary service that controls a callback to a busy destination.
  • Completion of Calls on No Reply (CCNR) - A supplementary service that controls completion of a call when the called user did not answer.
  • Call Deflection (CD) - A supplementary service that redirects a call to another destination before it is answered.
  • served user - The DSS1 protocol entity on the user side that requests and controls the identified supplementary service.
  • remote user - The DSS1 protocol entity involved in the supplementary service instance but without control over it.
  • local interaction - An interaction where the same served user is involved in more than one supplementary service on the same access or call.
  • private network - The DSS1 protocol entity on the user side of the interface when a T reference point applies.

Who uses SIST EN 300 195-1 V1.4.3:2003?

SIST EN 300 195-1 V1.4.3:2003 is used by manufacturers, protocol engineers, network operators, and test laboratories working on ISDN supplementary services. It matters when equipment must support several services on the same access, especially where charging, forwarding, transfer, conference, hold, or callback functions can overlap.

It is relevant for:

  • public ISDN access equipment and switching systems
  • private ISDNs and PBX-type implementations
  • interoperability testing at the T reference point or coincident S and T reference point
  • conformance analysis and protocol validation for supplementary services

What changed in SIST EN 300 195-1 V1.4.3:2003 from the previous edition?

SIST EN 300 195-1 V1.4.3:2003 is described as an extended and updated version of ETS 300 195-1 (1995). The foreword says the update adds coverage for Message Waiting Indication (MWI), Outgoing Call Barring (OCB), Completion of Calls on No Reply (CCNR), and Selective Call Forwarding (SCF).

Which standards are used with SIST EN 300 195-1 V1.4.3:2003?

The same standard family also includes Parts 2 to 6 for PICS, TSS&TP, ATS and PIXIT material for user and network conformance work.

ReferenceWhat it contributes
EN 300 196-1Generic functional protocol for supplementary services, including common component handling and encoding support

What does the SIST EN 300 195-1 V1.4.3:2003 document contain?

SIST EN 300 195-1 V1.4.3:2003 contains a large interaction matrix in Figure 1, then detailed clauses for each service pair with coding requirements, normal procedures, and exceptional procedures. It also includes rules for interworking with private ISDNs where that is relevant.

The document gives ASN.1 operation and error definitions where charging interactions need them, especially for IdentificationOfCharge and related facility handling. It uses FACILITY messages, invoke components, return result components, and return error components as the practical signalling tools.

Annex A provides signalling flows, and Annex B gives an example of the interaction between AOC-E and CONF. These parts support design review, implementation, and conformance testing.
