SIST ETS 300 455-2 E1:2003 describes BVPS-R as a point-to-point reserved communication service between two users. In practice, that means the service is not a general packet service or a best-effort connection - it is a reserved virtual path service with controlled traffic parameters.
Service basis and transfer characteristics
Clause 4 says BVPS-R is based on Asynchronous Transfer Mode (ATM) Virtual Path (VP) connections in a B-ISDN. User information is transferred as unrestricted digital information in ATM cells, and the user information is sent in blocks of 48 octets during a time slot. For implementers, this means the service is framed around VP resources, not around circuit voice channels or higher-layer application data.
Clause 4 also says the network allocates resources using the Peak Cell Rate (PCR) for each VP, and statistical multiplexing cannot be used. The service can carry Constant Bit Rate (CBR) or Variable Bit Rate (VBR) source traffic, but the source bit rate must stay at or below the PCR. In practice, operators have to reserve enough bandwidth for the negotiated PCR instead of counting on excess capacity.
Subscription, provision and withdrawal
Clause 5.1 says the service is provided after prior arrangement with the Service Provider (SP), and it is withdrawn on request of the subscriber or for SP reasons. The subscriber identifies one manager and one or more users, and the service can coexist with BVPS-P on the same UNI. The subscription also sets the maximum number of VPs per UNI and the maximum bandwidth available at each UNI.
This matters because the subscription is not just a generic account - it fixes who may control the service, how many VPs can be used, and the limits that apply at access. The SP also sets the timing values for notification, availability and subscription duration.
Reservation, activation and deactivation
Clause 5.2.1 defines two reservation types: non-periodic and periodic. Non-periodic reservation is used for a single reserved interval, while periodic reservation repeats the activation and deactivation pattern over time slots. The service becomes effectively available when the requested PCR becomes greater than zero, and deactivation returns the PCR to zero.
For periodic VPs, the SP may allow deactivation and the next activation to happen at the same time so that the PCR changes without going to zero. In practice, this supports recurring booked capacity without breaking continuity between periods.
Registration and negotiation with the SME
Clause 5.2.2 says registration is made through the SME. If both users belong to the same manager, the manager sends the request and the SME returns a positive or negative notification, including the negotiated values when the request is accepted. If the VP spans users related to different managers, the SME also involves the other manager before establishment.
This is important operationally because BVPS-R is not just provisioned automatically. It is negotiated, confirmed, and sometimes adjusted through manager-to-SME exchanges before the VP exists.
Required registration data
Clause 5.2.2 distinguishes the parameters that must be supplied for non-periodic and periodic reservations. For non-periodic reservation, the manager provides the reservation type, the user ISDN numbers, activation and deactivation times, symmetry, and PCR. For periodic reservation, the manager provides the period, the first and last period times, the activation and deactivation times for each time slot, symmetry, and PCR for each slot.
Optional values can include VPI per user and QoS values. In practice, implementers need to support both simple and repeating booking patterns, and they need to handle asymmetric directions when required.
Modification, erasure and invocation
Clause 5.2.3 allows a manager to modify parameters of a registered VP, or to cancel the whole VP or a specific time slot in a periodic reservation. Clause 5.2.4 says erasure deletes the VP data from the SME when the VP is released. Clause 5.2.5 says BVPS-R is automatically invoked when the user provides user information in blocks of 48 octets during a time slot.

Foreword
This European Telecommunication Standard (ETS) has been produced by the Network Aspects (NA)
Technical Committee of the European Telecommunications Standards Institute (ETSI).
This ETS defines stage one of the Broadband Virtual Path Service (BVPS) for a Broadband Integrated
Services Digital Network (B-ISDN), as provided by European public telecommunication operators.
This ETS consists of 2 parts as follows:
Part 1: "BVPS for Permanent communications (BVPS-P)".
Part 2: "BVPS for Reserved communications (BVPS-R)".

1 Scope
This European Telecommunication Standard (ETS) defines the stage 1 of the Broadband Virtual Path
Service for Reserved communications (BVPS-R) for a Broadband Integrated Services Digital Network
(B-ISDN), as provided by European public telecommunication operators.
Part 1 of this ETS (ETS 300 455-1 [13]) defines the stage 1 of the Broadband Virtual Path Service for
Permanent communications (BVPS-P) for a B-ISDN, as provided by European public telecommunication
operators.
This ETS does not specify the additional requirements where the service is provided to the user via a
telecommunication network that is not a B-ISDN, but it does include requirements for interworking of other
networks with a B-ISDN.
This ETS is applicable to stage two and stage three standards for the BVPS-R. The terms "stage two" and
"stage three" are also defined in CCITT Recommendation I.130 [4]. Where the text indicates the status of
a requirement (i.e. as strict command or prohibition, as authorisation leaving freedom, or as a capability or
possibility), this shall be reflected in the text of the relevant stage two and stage three standards.
Furthermore, conformance to this ETS is met by conforming to the stage three standards with the field of
application appropriate to the equipment being implemented. Therefore, no method of testing is provided
for this ETS.
Charging principles and management operations are outside the scope of this ETS.
The BVPS-R provides the transfer of unrestricted digital information between T or S T reference
B B/ B
points. It does not preclude the applicability of the BVPS-R to S .

The provision of the BVPS-R is based on the use of Asynchronous Transfer Mode (ATM) Virtual Path
(VP) connections in a B-ISDN.

3 Definitions, symbols and abbreviations
3.1 Definitions
For the purposes of this ETS, the following definitions apply:
Asynchronous Transfer Mode (ATM): See ITU-T Recommendation I.113 [3], definition 204.
broadband: See ITU-T Recommendation I.113 [3], definition 101.
Cell Delay Variation (CDV) tolerance: The CDV tolerance τ corresponds to the maximum anticipated
time variation with respect to the Theoretical Arrival Time, see ITU-T Recommendation I.371 [9],
subclause 2.4.1.1.
Global Virtual Path Identifier (GVPI): The GVPI identifies a specific Virtual Path (VP). It is used by the
Service Management Entity (SME) for the management of the complete VP.
initiating manager: The manager issuing a request to the SME.
Integrated Services Digital Network (ISDN): See ITU-T Recommendation I.112 [2], definition 308.
involved manager: The manager receiving a request issued by another initiating manager.
ISDN number: A number conforming to the numbering plan and structure specified in CCITT
Recommendation E.164 [1].
manager: The functional entity authorised to send through x reference point (as defined in ITU-T
Recommendation M.3010 [10]) the VP registration requests, VP modification requests and interrogation
requests, on behalf of the users to which it is related at the subscription time (see figure A.1).
non-periodic VP: A non-periodic VP is a VP whose values of PBR and Quality of Service (QoS) are
constant for the reservation duration.
Peak Cell Rate (PCR): See ITU-T Recommendation I.371 [9], subclause 2.4.1.1. The PCR is expressed
as an integer number of cells per second.
Peak Emission Interval (PEI): See ITU-T Recommendation I.371 [9], subclause 2.4.1.1.
periodic VP: A periodic VP is a VP whose same scheme of the values of PBR and QoS repeats within
each period for the reservation duration.

Virtual Channel Identifier (VCI): A logical number that locally identifies a specific VC at the
User-Network Interface (UNI).
Virtual Path (VP): From the user's point of view, a virtual end-to-end connection that ensures
unidirectional or bi-directional transport of ATM cells belonging to VCs that are associated by a common
VPI at each UNI.
Virtual Path Identifier (VPI): A logical number that locally identifies a specific VP at the UNI.
