Agricultural machinery - Sugar beet and fodder beet harvesting equipment - Safety

This standard specifies specific safety requirements and their verification for the design and construction of all sugar beet and fodder beet harvesting machines trailed, mounted or self-propelled which carry out one or more of the following operations: leaf stripping, topping, lifting, picking-up, cleaning, conveying and unloading of beet. This standard is not applicable to cleaner-loaders which operate from a heap of beet. In addition, it specifies the type of information on safe working practices to be provided by the manufacturer. The list of significant hazards dealt with in this standard is given in Annex A. Annex A also indicates the hazards which have not been dealt with. Environmental aspects have not been considered in this standard. This standard applies primarily to machines which are manufactured after the date of issue of the standard.

Diese Norm enthält besondere sicherheitstechnische Anforderungen und deren Überprüfung für die
Gestaltung und Konstruktion von gezogenen, angebauten oder selbstfahrenden Zuckerrüben- und
Futterrüben- Erntemaschinen, die eine oder mehrere der folgenden Arbeiten ausführen: Blattentfernen,
Köpfen, Roden, Aufsammeln, Reinigen, Fördern und Entladen von Rüben.
Diese Norm gilt nicht für Reinigungslader, die an einer Rübenmiete betrieben werden.
Außerdem gibt sie Informationen über sicheres Arbeiten, die vom Hersteller zur Verfügung zu stellen sind.
Die Liste der signifikanten Gefährdungen, die in dieser Norm angesprochen werden, ist in Anhang A
aufgeführt. Anhang A weist auch auf die Gefährdungen hin, die nicht behandelt wurden.
Die Umweltaspekte wurden in dieser Norm nicht in Betracht gezogen.
Diese Norm gilt in erster Linie für Maschinen, die nach dem Ausgabedatum der Norm hergestellt worden sind.

The machinery concerned and the extent to which hazards, hazardous situations and hazardous events are covered are indicated in the scope of this document. 3 Terms and definitions For the purposes of this standard, the terms and definitions given in EN 292-1:1991 and EN 292-2:1991 apply together with the following. NOTE Examples of machine and components, illustrating the following definitions, are given in Annex B. 3.1 leaf stripper device intended to cut and to remove the leaves NOTE It is generally composed of the following types of parts: one or more rotors, a conveyor, a leaf spreader. 3.1.1 rotor rotating device intended to remove the leaves of beet and/or to clean the top part of the beet still in the ground 3.1.2 conveyor device for transport of leaves to leaf spreader or to the loading device, if any, or to the outside of the machine 3.1.3 leaf spreader device which distributes leaves evenly on the soil surface 3.2 leaf loading device device which transports leaves collected at the conveyor outlet 3.3 beet lifting device device which extracts beets from the ground 3.4 cleaning device device mainly intended to separate the beets from the soil adhering to them 3.5 conveying device device which transports the beets from one part of the machine to another 3.6 unloading device device which transfers the beets out of the machine 3.7 high-tip hopper hopper equipped with a system to raise the tipping axis in relation to the chassis 4 Safety requirements and/or measures 4.1 General The machinery shall comply as appropriate with EN 292 for hazards which are not dealt with and especially with Annex A of EN 292-2:1991/A.1:1995 when EN 292 does not give precise requirements. Unless otherwise specified in this standard, the machine shall comply with the requirements of EN 1553:1999 and to Tables 1, 3, 4 and 6 of EN 294:1992. SIST EN 13140:2001+A1:2010

4.2 Controls On self-propelled machines, the starting and the stopping of the moving parts shall be controlled only from the driver's station. On trailed and mounted machines, the starting and the stopping of moving parts shall be controllable only from the driver's station of the towing machine. Tipping and/or high-tip controls shall be of the hold-to-run type and shall be operated from the driver's station. 4.3 Rear-view Self-propelled machines shall be fitted with an audible warning alarm complying with ISO 9533. This alarm shall be automatically engaged during reversing manoeuvres. This alarm is not required if the machine is equipped with a closed circuit television (CCTV) which permits the driver to have a clear view on the rear of the machine. 4.4 Leaf stripper 4.4.1 Protection against unintentional contact with the rotor(s) Machines shall be designed or guarded in such a way that any unintentional contact with the tools at the front, at the rear and at the sides and on the top is avoided. On the top, an imperforate guard shall cover the tools at least up to the outer points of their path. At the front, at the rear and at the sides of the accessible zones, the protective devices shall be:  a barrier, located at a maximum height of 400 mm from the lowest point of the tools path and at a minimum horizontal distance of 200 mm from the tools path (see Figure 1a). It shall be possible to fold the lateral barriers for transport. They shall remain attached to the machine and be secured in position; or  an imperforate guard located near the tools and in such a way that its lower edge extends by a minimum of 3 mm below the tools path (see Figure 1b); or  a combination of these two previous devices. The projection on a horizontal plane of these protective devices shall be continuous. SIST EN 13140:2001+A1:2010

4.4.2 Conveyor The leaf loading device shall meet 4.1. Any other mobile elements of the conveyor located less than 850 mm from the outer contour of the machine shall be guarded except the ejection outlet. This ejection outlet shall be fitted with:  a protective device composed of: a) on the top, an imperforate guard which extends beyond the outer part of the conveyor by a minimum of 150 mm (see Figure 2). When a conveyor belt is used, the lower edge of the top guard shall be placed at 200 mm maximum above the upper plane of the conveyor belt (see Figure 3); b) at the outer point of the conveyor:  when an auger is used, a fixed guard, the lower end of which shall extend at least 50 mm below the axis of the screw (see Figure 2);  when a conveyor belt is used, a barrier located in the horizontal plane at 150 mm minimum from any mobile part of the conveyor and in the vertical plane at 200 mm maximum above the upper plane of the conveyor belt (see Figure 4). The lateral part of the conveying belt shall be guarded against unintentional contact in accordance with 5.1.of prEN 620:1998. or  a mobile guard which completely seals the ejection outlet and automatically returns to the closed position when no more material is ejected (see Figure 5). 4.4.3 Leaf spreader The protection against unintentional contact with any of the accessible moving parts at the front and at the sides of the leaf spreader shall be ensured by protective devices the projection of which on an horizontal plane shall be continuous. 4.4.3.1 Leaf spreaders with a vertical axle (see Figure 6) This protection shall be ensured with:  a barrier located in the horizontal plane at a minimum distance of 150 mm from mobile parts and in the vertical plane at a maximum distance of 50 mm below the lower plane of the leaf spreader; or  an imperforate guard which extends below the lower plane of the leaf spreader by 50 mm minimum; or  a combination of the two previous protective devices.
4.4.3.2 Leaf spreaders with an horizontal axle (see Figure 7) This protection shall be ensured with:  in the front part, a barrier located in the vertical plane at 150 mm maximum below its rotating axle and in the horizontal plane at 150 mm minimum from the path;  on the other sides, an imperforate guard which extends beyond the outer path by 150 mm minimum upwards, forwards and by 50 mm minimum downwards. The leaf spreaders with folding elements shall be fitted with a device to lock them in the transport position. The change from the working position to the transport position and vice versa shall occur without causing a crushing or pinching hazard. The movement of the folding elements shall be powered if the manual force needed for the manoeuvre exceeds 250 N. NOTE Additional requirements and/or test method on locking devices will be added in a future revision of the standard.
In the case of powered operation, it shall be controlled from the driver's station of self-propelled machines, or it shall be controllable from the driver's station of the towing machine for trailed and mounted machines. The control shall be of the hold-to-run type. SIST EN 13140:2001+A1:2010

4.5 Beet lifting devices The rotating parts of the powered beet lifting devices shall stop when the lifting devices are in a raised position. 4.6 Cleaning devices To ensure protection against unintentional contact with the tools, cleaning devices shall be guarded by:  a lateral guard (see Figures 8a and 8b) so that:  the lower edge of the guard is located at a maximum of 400 mm above the ground or at the tool path height if it is greater than 400 mm from the ground;  the distance between the upper edge of the guard and the highest mobile part is at least 800 mm;  the horizontal distance between the guard and the tool path is at least 200 mm; or  any fixed parts of machines which fulfil these safety distances. If the protective device is a grille, it shall conform to EN 294. If the height of the lateral guard is less than 1,20 m from the ground, then an imperforate guard on the top shall be provided. Any cleaning device which can be stopped by a blockage shall be fitted with:  for self propelled machines, a reversing device controlled from the driver's station;  for trailed and mounted machines:  a reversing device which shall be controllable from the driver's station of towing machine; or  a device preventing these cleaning devices from being restarted after blockage without an intentional action of the operator (for example shear bolt, a restart torque limiter). NOTE Further requirements for removing blockages will be added in a future revision. Some suggestions for the prevention of hazards related to blockages and removal of blockages are given in Annex C for information.
4.7 Conveying device To ensure protection against unintentional contact with the accessible mobile elements, the conveying devices shall be fitted with fixed guards (according to 3.22.1 of EN 292-1:1991) if they do not need to be opened for cleaning and clearing blockages. When frequent access is foreseen, the conveying devices shall be fitted with guards needing a tool to open them. These guards shall remain attached to the machine when open (for example by means of hinges) and automatically lock in the closed position without the use of a tool. SIST EN 13140:2001+A1:2010

If this type of guards is not used, the conveying devices shall be fitted with:  interlocking movable guards (according to 3.22.4 of EN 292-1:1991); or  movable guards fitted with a device which prevents their opening so long as the parts are moving. For the elements of these devices located less than 550 mm from the ground, guarding from below is not required when the side guard extends downwards for a distance of at least 130 mm below their path. 4.8 Tipping and/or high-tip hopper Within accessible zones, between moving parts of the hopper and the frame, a distance of at least 25 mm shall be provided throughout. Mechanical supports complying with 4.1.7.3 of EN 1553:1999 shall be provided in order to enable maintenance and service operations to be carried out by the operator under the hopper in raised position. The distribution auger shall be guarded to prevent any contact from the driver's station, from the ground or from any platform. Machines fitted with a tipping hopper shall be stable when emptying. This requirement is checked in the following conditions:  the machine is placed on a slope of 5°, with its longitudinal axis positioned across the slope;  in the case of lateral tipping, the tipping shall be directed down slope;  in the case of rear tipping, the machine shall be placed successively up the slope and across the slope;  when the hopper is lifted and tilted at its maximum position, a vertical force equal to half of the load capacity of the hopper is applied downwards at the centre of the hopper. In the case of high-tip hopper machines, when the hopper is lifted at its highest position and not tilted, a vertical force equal to the load capacity of the hopper is applied at the centre of the hopper. 4.9 Unloading device The machine shall be so designed that the operator can supervise the unloading process from the driver's station. Mechanical supports complying with 4.1.7.3 of EN 1553:1999 shall be provided in order to enable maintenance and service operations to be carried out by the operator under unloading devices in raised position. It shall be possible for the operator to fit and to remove the mechanical supports from outside the hazard zone. The unloading devices shall be supplied with a device to lock them in the transport position if the risk exists that the unloading device moves from its transport position. NOTE Additional requirements and/or test method on locking devices will be added in a future revision of the standard.
4.10 Protection of the operator in the driving position When seated in the driving position of the self-propelled machine, the operator shall be protected from the dangerous parts of the machine according to 4.1. 5 Verification of the safety requirements and/or measures Values, where required, shall be verified by measurements. Controls shall be verified by a functional test and positional measurements; guards by functional test. 6 Information for use 6.1 Instruction handbook Comprehensive instructions and information on all aspects of maintenance and the safe use of the machine shall be provided in the instruction handbook. In particular the following points shall be emphasized: a) the hazard of stones being ejected from the front of the leaf stripper under the effect of the rotor with its knife blades, and on the side from the leaf spreading system; b) residual hazards caused by operating mobile elements; c) the hazards related to lack of stability when working due to conditions of soil; d) that the machine travel and powered parts shall be stopped before any intervention; e) the tools (provided with the machine) to be used and the instructions to be followed for clearing blockages (including a reminder that the engine shall be turned off first before any manual clearing of blockages);
f) the need to apply mechanical locking devices to support raised parts before carrying out maintenance underneath; g) the need to close the guards before restarting the machine; h) the precautions to be taken when connecting the mounted and trailed machines to the electric and hydraulic circuits of the towing machine; i) the precautions to be taken for the fitting and the use of the machine controls which are to be operated from the driver's station of the towing machine; j) that the leaf spreader shall not be operated when it is in the transport position; k) that when
tipping is controlled from a hydraulic valve of the towing vehicle, the control of this valve shall be of the hold-to-run type where possible; ! l) safety instruction for the transport of the machine and/or equipment; m) the instruction handbook and the technical documentation describing the machine prepared by the manufacturer for the information of potential users shall:  regarding noise:  give the declared noise emission values of the machinery as follows:  the A-weighted emission sound pressure level at workstations, where this exceeds 70 dB. Should the sound pressure level not exceed 70 dB, this fact shall be indicated;  the peak C-weighted emission sound pressure level at workstations, where this exceeds 63 Pa (130 dB in relation to 20 µPa);  the A-weighted sound power level emitted by the machinery as determined, where the A-weighted emission sound pressure level at workstations/the operator position exceeds 80 dB(A);  give reference to the noise test code specified in Annex D of EN 1553:1999;  specify the uncertainty of measurement;  recommend the use of low-noise operating modes, and/or limited time of operation, if necessary;  recommend the use of ear protection, if necessary;  regarding vibration:  give the vibration total value to which the hand-arm system, if it exceeds 2,5 m/s². All machines shall be marked legibly and indelibly with at least the following information: !  the business name and full address of the manufacturer and, where applicable, his authorised representative;"  year of construction; !  the designation of the machinery;"  designation of series or type;  serial number, if any;  nominal rotation frequency and direction of rotation of the power input connection (marked by an arrow), when applicable;  service mass empty, in kilograms;  nominal power, in kilowatts (for self-propelled machine). In addition, warnings shall be affixed on the machine drawing attention to hazards arising from:  hazards caused by moving parts: a warning shall be placed on the leaf stripping device immediately next to the discharge outlet for leaves and to the spreading system. If no suitable pictogram is available, a mark "WARNING, MOVING PARTS" shall be affixed;  hazards caused by ejection: a warning shall be placed on the leaf stripping device. If no suitable pictogram is available, a mark "WARNING, DANGER OF EJECTION" shall be affixed;  the need to apply the mechanical supports in case of maintenance and servicing works. List of hazards Table A.1 gives the list of hazards based on EN 292-1:1991 and EN 292-2:1991 and Annex A of EN 292-2:1991/A1:1995. Table A.2 gives the list of hazards due to the mobility of the machine. The meaning of the different statements given in the last column (solutions given by this standard) of these Tables are:  "not relevant": the hazard is not significant for the machine.  "dealt with": the hazard is significant. The measures given in the indicated clauses provide guidance for dealing with the hazard in accordance with the principles of safety integration of EN 292; that means:  elimination or reduction of the risk by design, as far as possible;  protection measures;  information for the residual risks.  "partly dealt with": the hazard is significant for several parts of the machine. The measures given in the indicated clauses dealt with this hazard for some of these parts. In the other parts where the hazard is significant, other measures, not included in this standard, will have to be applied in order to deal with this hazard;  "not dealt with": the hazard is significant for the machine but has not been taken into account during the preparation of this standard. For a number of hazards which are indicated as "not dealt with" or "partly dealt with" requirements are given in EN 1553:1999. These hazards are identified by an asterisk (*) in the last column of Tables A.1 and A.2. The hazards arising from the clearance of blockages are not dealt with. However, indications as for the prevention of hazards related to blockages and removal the blockages are given in Annex C for information.
