Food processing machinery - Beam mixers - Safety and hygiene requirements

This European standard specifies the safety and hygiene requirements for the design and manufacture of beam mixers. Beam mixers are used in the catering industry for the preparation of mixture or emulsion, directly in the cooking pan, such as for: puree, mayonnaise, sauces, soups, compotes. This European Standard deals with the hazards which can arise during commissioning, operation, cleaning, removal of food blockages, feeding, changing the tools, maintenance and decommissioning of the machine. This European Standard deals with all significant hazards, hazardous situations and events relevant to beam mixers, when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer (see Clause 4).

Diese Norm legt die Sicherheits- und Hygieneanforderungen an die Konstruktion und Herstellung von
Rüsselmixern fest.
Rüsselmixer sind solche Geräte, die in der Gastronomie (Großküchen) für die Zubereitung von Mischungen
und Emulsionen, wie z. B. von Püree, Mayonnaise, Soßen, Suppen, Kompott und verschiedene Mischungen,
direkt in den Kochbottichen eingesetzt werden.
!Diese Norm behandelt die Gefährdungen, die bei Inbetriebnahme, Betrieb, Reinigung, Behebung von
Nahrungsmittel-Blockierungen, Beschickung, Werkzeugwechsel, Instandhaltung und Außerbetriebnahme der
Maschine entstehen können."
1.2 Diese Europäische Norm gilt nicht für
⎯ Haushaltsgeräte;
⎯ tragbare Handmixer und Handrührer, die einer spezifischen Norm unterliegen !(siehe EN 12853)".

Gefährdungsereignisse, die auf Rüsselmixer zutreffen, wenn sie bestimmungsgemäß und unter Bedingungen

1.1 La présente Norme européenne spécifie les prescriptions de sécurité et d'hygiène relatives à la conception
et la fabrication des broyeurs verticaux à moteur montés sur chariot.
Les broyeurs verticaux à moteur montés sur chariot sont utilisés en cuisine industrielle (grande cuisines) pour la
préparation, directement dans des marmites, de : purées, mayonnaises, sauces, soupes, compotes.
!La présente Norme européenne traite des phénomènes dangereux susceptibles de se produire lors de la mise en
service, du fonctionnement, du nettoyage, de l’élimination de blocages d’aliments, de l’alimentation, du changement
des outils, de la maintenance et de la mise hors service de la machine."
1.2 La présente Norme européenne ne s'applique pas :
- aux machines à usage domestique ;
- aux batteurs et fouets portatifs qui sont couverts par une norme particulière !(voir EN 12853)".

EN 12854:2003+A1:2010 (E) 9 4 List of significant hazards 4.1 General !This clause contains all the significant hazards, hazardous situations and events, as far as they are dealt with in this European Standard, identified by risk assessment as significant to this type of machinery, and which require action to eliminate or reduce the risk." 4.2 Mechanical hazards 4.2.1 Access to the danger zones Mechanical hazards arise from contact with the rotating tool (see Figure 1, item 9 and 3.1.7). The hazards may arise in (Figure 2):  Zone 1: working zone Hazard of cutting fingers  Zone 2: motor and drive mechanism Hazard of crushing or trapping hands.  Zone 3: hinge area of the beam Hazards of crushing and entanglement of hands and fingers.  Zone 4: ejection of the tool in the event of breakage Hazard of cutting or penetration to body

EN 12854:2003+A1:2010 (E) 10 4.2.2 Loss of stability Hazards of crushing and impact to the body. 4.2.3 Incorrect assembly and fitting of tool Hazards of cutting and impact to fingers and hands. 4.3 Electrical hazards Hazards of shock by direct or indirect contact with live parts and unexpected start up from restoration of energy supply after interruption. Emission of EMC disturbances interfering with safety arrangements of other machines. 4.4 Hazards generated by neglecting hygiene in machine design 4.4.1 Hazards to the operator Hazards from the food being processed, e.g. inhalation of flour, sugar, … and from the cleaning agents used to disinfect the machine. 4.4.2 Hazards to the consumer Inability to clean food and splash areas effectively and thoroughly. Contamination of the food by undesirable materials including residues of food, microbiological organisms as well as residues of cleaning and disinfecting fluids. 4.5 Hazards generated by neglecting ergonomic principles in machine design Neglecting ergonomic principles can cause mistake in operation of controls and physical injury to the operator due to over-reaching, heavy loads, akward posture, etc. 4.6 Noise Noise can be a hazard resulting in:  permanent loss of hearing;  tinnitus;  tiredness, stress, etc. 5 Safety and hygiene requirements and/or measures 5.1 General !Machinery shall comply with the safety requirements and/or protective measures of this clause. In addition, the machine shall be designed according to the principles of EN ISO 12100-2 for relevant but not significant hazards, which are not dealt with by this European Standard. For hazards which are to be reduced by the application of the type B-standards such as EN 614-1, EN 1088, EN 60204-1, EN 60529, EN ISO 12100 and EN ISO 13849-1, the manufacturer shall carry out a risk assessment to establish the requirements of the type B-standard. This specific risk assessment shall be part of the general risk assessment of the machine." SIST EN 12854:2004+A1:2010



EN 12854:2003+A1:2010 (E) 11 5.2 Mechanical hazards 5.2.1 !General All the interlocking devices associated with guards shall comply with EN 1088. The safety related parts of the control systems shall meet at least performance level c and at least category 1 in accordance with EN ISO 13849-1:2008." 5.2.2 Access to the danger zones 5.2.2.1 Zone 1 Access to the lower part of the work head shall be prevented by complying with the following measures specified in !5.2.2.1.1" and !5.2.2.1.2" depending on the operating stage. 5.2.2.1.1 During the work The lower part of the work head shall be configured in such a manner that the distance between the head protecting device and the point nearest to the rotating part is over 90 mm, measured in accordance with Figure 3. The vertical height (x), between the rotating part and the head protecting device shall be greater than 50 mm. !Dimensions in millimetres"
Figure 3 — Safety dimensions of the head protecting device 5.2.2.1.2 During transport or removal of the tool One of the following two measures shall be adopted:  an interlocking device which prohibits the operation of the work head outside the working zone between 300 mm and 900 mm inclusive (see Figure 4a) from the level of access (ground for example). Out of this zone, operation by means of a hold-to-run control is permitted in order e.g. to finish a process;  a hold-to-run control device located on the control panel in such a manner that the operator has a clear view of the work head in all positions, see Figure 4a !(see 3.26.3 of EN ISO 12100-1:2003)". In the instruction handbook there shall be an explicit requirement for instructions to be given on tool change. For transport, the instructions shall state that the machine shall be locked in a safe position outside the operational area (see Figure 4b).

Figure 4a −−−− Working position Figure 4b −−−− Transport position Figure 4 −−−− Working and transport positions and direction 5.2.2.2 Zone 2 Protection shall be by fixed guards covering the full length of the head carrier (removable only with the aid of tools). 5.2.2.3 Zone 3 Distance between moving and fixed parts shall be ≥ 50 mm. 5.2.2.4 Zone 4 Shape and fixing of the tool. 5.2.3 Stability Machines shall not roll or topple over when used in accordance with the manufacturer's intended use. Machines fitted with three castors shall have a locking device on at least one wheel to prevent it rolling. Machines fitted with four castors shall have at least two locking devices. Machines shall meet the test specified in, clause 6, Table 1. 5.2.4 Incorrect assembly and fitting of the tool The design of the machine shall ensure that detachable tools cannot be put in a wrong way. EN 12854:2003+A1:2010 (E) 13 5.2.5 Handling, cleaning and storage of cutting devices The manufacturer shall provide suitable instructions for the safe handling, cleaning and storage of the cutting devices. 5.3 Electrical hazards 5.3.1 !General Electrical equipment, for example switches, that may be exposed to water, e.g. during cleaning, shall be protected to an appropriate IP rating according to EN 60529 and EN 60204-1. Electrical equipment shall comply with EN 60204-1, with the following precision. 5.3.2 Safety requirements related to electromagnetic phenomena The machines shall have sufficient immunity to electromagnetic disturbances to enable them to operate safely as intended and not fail to danger when exposed to the levels and types of disturbances foreseeable in use. The manufacturer of the machines shall design, install and wire the equipment and sub-assemblies taking into account the recommendations of the suppliers of these sub-assemblies. 5.3.3 Protection against electric shock The electrical equipment shall comply with Clause 6 of EN 60204-1:2006. 5.3.4 Power circuits Devices for detection and interruption of over-current shall be applied to each live conductor in compliance with EN 60204-1:2006, 7.2.3. In case of single phase machines, no such device is required for the earthed neutral conductor. 5.3.5 Protection against earth faults in control circuits For machinery supplied from a single-phase conductor and an earthed neutral conductor, there is no requirement for double pole interruption of the control circuit. The single pole interruption shall be in the phase conductor (see 9.4.3.1 of EN 60204-1:2006). 5.3.6 Emergency stop Machines shall be fitted with at least one emergency stop (see 10.7 of EN 60204-1:2006), as far as the risk assessment carried out by the manufacturer doesn't allow to establish that such a device would not reduce the stopping time, or would not enable the special measures, required to deal with the risk, to be taken. In general no emergency stop is required for beam mixers. In this case particular attention shall be given to the accessibility of the normal OFF switch from the operator position. 5.3.7 Motor enclosures Where a motor has a degree of protection lower than IP23 it shall be mounted inside an enclosure (see 14.2 of
EN 60204-1:2006) that guarantees a minimum degree of protection of IP23." 5.4 Hygiene 5.4.1 General The machine shall be designed in accordance with EN 1672-2 and the requirements given below. It shall be designed in accordance with annex B. SIST EN 12854:2004+A1:2010

EN 12854:2003+A1:2010 (E) 15 However some parts of the food area, for example cutting devices, fixed plates and the components are not easy to clean and special instructions shall be provided for cleaning !(see 7.2)". 5.4.3 Splash area The upper parts of the head carrier including ON/OFF controls shall be considered in the splash area as defined in EN 1672-2. 5.4.4 Non food area The non food area includes any other areas other than splash areas and food areas outlined above. 5.4.5 Surface finish The maximum roughness values shall comply with the requirements of EN 1672-2 and annex B. 5.4.6 Cleanability All food and splash areas shall be easily cleanable and where necessary capable of being disinfected. In food contact and splash areas, fixings such as screws, bolts and rivets shall be avoided unless technically necessary. Where technically necessary they shall be chosen from those of Figure B.17 of annex B. The manufacturer shall give in the instruction handbook detailed information regarding the cleaning procedures, intervals and products recommended to be used. NOTE Because of the problem of contamination the machines are not intended to be cleaned with water jet
!(see 7.2 e))". 5.5 Ergonomics Regard shall be given to the safeguards set out !in 4.8 of EN ISO 12100-2:2003 and EN 614-1:2006". Any information necessary to achieve the ergonomic objectives which the user shall follow shall be included in the instruction handbook. 5.6 Noise The machines shall be so designed and constructed that risks from airborne noise emission are reduced to low levels by particularly applying measures at source to control noise, see for example EN ISO 11688-1. The success of the applied noise reduction measures is assessed on the basis of the actual noise emission values (see annex A) in relation to other machines of the same family. EN 12854:2003+A1:2010 (E) 16 6 Verification of the safety and hygiene requirements and/or measures This clause contains the methods of testing for the presence and adequacy of the safety requirements stated in clause 5. All safety measures contain self-evident criteria of acceptance.
Verification of the requirements can be made by means of inspection, calculation, or testing.
These shall be applied to a machine in a fully commissioned condition but partial dismantling may be necessary for the purpose of some checks.
Such partial dismantling shall not invalidate the result of the verification. EN 12854:2003+A1:2010 (E) 17 7 Information for use 7.1 General Information for use shall meet the requirements of !Clause 6 of EN ISO 12100-2:2003". An instruction handbook shall be provided. 7.2 Instruction handbook !The instruction handbook shall meet the requirements of 6.5 of EN ISO 12100-2:2003." It shall indicate to the user the conditions of installation, use and maintenance to be met in order to achieve the electromagnetic compatibility. It shall include at least the following information: a) information relating to transport, handling and storage:
 of the machine;  of the tools; !  the limits that shall be respected and the measures to be taken for ensuring stability during use, transportation, assembly, dismantling when out of service, testing or foreseeable breakdowns." b) information relating to commissioning, in particular:
 assembly and mounting conditions;  information about prevention measures which have to be taken by the user including warning to use suitable flooring to prevent slipping;  indication of how to connect the beam mixer to the power supply (particularly about protection against electrical overloading);  indication on how to connect the power supply cord in order to avoid tripping over and falling. c) information relating to the equipment itself, in particular:
 detailed description of the equipment, its fittings, its guards and/or safety devices;  comprehensive range of applications for which the beam mixers are intended, and prohibited usages if any;  machine weight and component weights if the machine is supplied in parts;  declared noise emission values, following the requirements of annex A;  data about electrical equipment (see 3.2 of EN 60204-1:1992) and electrical wiring diagram;  value of the overcurrent protective device in the case of machines concerned by 5.3.4. d) information relating to the intended operating conditions:

EN 12854:2003+A1:2010 (E) 18  description of controls;  modes and means for stopping the power drive unit;  all normal operations indicating how to use the safeguards provided and any residual safeguards or safe systems of work which the user has to follow, and the appropriate training requirements including requirements of the pan;  particular risks which may be generated by handling, cleaning and storing certain tools, and about specific safeguards which are necessary for such applications;  prohibited applications;  arrangements which the user has to take to ensure the machine is stable as required in 5.2.2;  any limitation on hosing the machine;  any ergonomic considerations which the user may take account of (see 5.4);  dismantling of the tool (with regard to safety considerations);  method of cleaning food areas, splash areas and non-food areas;  dismantling of guards and their components including the fasteners and the correct method of cleaning (with regard to safety considerations); !  if need be: the description of the adjustment and maintenance operations to be carried out by the user and the preventive maintenance measures to be observed;  if need be: instructions designed to enable adjustment and maintenance to be carried out safely, including the protective measures to be taken during these operations;  for hand-guided parts of beam mixers the instruction handbook (and any sales literature describing the performances of the machine) shall in principle inform about the vibration total value to which the hand-arm system is subjected, if it exceeds 2,5 m/s². However, experience has shown that for these machines the magnitude of hand-arm vibration is significantly below 2,5 m/s². In this case it is sufficient to mention that the emission value is below 2,5 m/s²;  the instruction handbook (and any sales literature describing the performances of the machine) shall contain the following information on airborne noise emissions, determined and declared in accordance with Annex A:  the A-weighted emission sound pressure level at workstations, where this exceeds 70 dB(A); where this level does not exceed 70 dB(A), this fact shall be indicated;  the peak C-weighted instantaneous sound pressure value at workstations, where this exceeds 63 Pa (130 dB in relation to 20 µPa);  the A-weighted sound power level emitted by the machinery, where the A-weighted emission sound pressure level at workstations exceeds 80 dB(A). Whenever sound emission values are indicated the uncertainties "K" surrounding these values shall be specified. The operating conditions of the machinery during measurement and the measuring methods used shall be described." e) information for maintenance
