Thermal insulation products for building equipment and industrial installations - Factory made polyethylene foam (PEF) products - Specification

This amendment modifies EN 14313:2015 identifying those clauses of the standard which are needed for the compliance of this
European Standard with the Construction Products Regulation (CPR).
This amendment introduces:
a) an update for the normative references;
b) delete 4.3.10 Continuous glowing combustion;
c) the reaction to fire classes "A1", "A2" and "F" in Annex A;
d) the new Annex ZA;
e) editorial changes.

This draft amendment is submitted to CEN members for enquiry. It has been drawn up by the Technical Committee CEN/TC 88.

This draft amendment A1, if approved, will modify the European Standard EN 14313:2015. If this draft becomes an amendment,
CEN members are bound to comply with the CEN/CENELEC Internal Regulations which stipulate the conditions for inclusion of
this amendment into the relevant national standard without any alteration.

This document (EN 14313:2015/prA1:2018) has been prepared by Technical Committee CEN/TC 88
“Thermal insulating materials and products”, the secretariat of which is held by DIN.
This document is currently submitted to the CEN Enquiry.
This amendment modifies EN 14313:2015 identifying those clauses of the standard which are needed
for the compliance of this European Standard with the Construction Products Regulation (CPR).
This amendment introduces:
a) an update for the normative references;
b) an update for 4.3.9 Release of dangerous substances by referencing EN 16516 and corresponding
adaptions in the document;
c) the deletion of 4.3.10 Continuous glowing combustion;
d) the reaction to fire classes "A1", "A2" and "F" in Annex A;
e) the new Annex ZA;
f) editorial changes.
This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association.

Add the following NOTE 3 and paragraph at the end of the clause:
"
NOTE 3 Although according to new research the water vapour diffusion process is a function of temperature
and follows the law of Arrhenius, it is still common practise to measure and declare the water vapour diffusion
resistance at 23 °C (set A EN 13469). Thus, the above MU levels refer to measurements at 23 °C. The effective
diffusion resistance under end-use conditions is a function of the mean temperature and therefore depends on the
application temperatures, i.e. line- and ambient temperatures. German VDI 2055 Blatt 1 – 3, September 2008,
Part 1, Chapter 5.3.3 et seq. considers the above findings already. As a next step experts plan to revise European
Standards accordingly. This will regard EN ISO 15758 and EN ISO 23993.
In order to be able to determine water absorption by diffusion data, if required, the water vapour
transmission property and/or the water vapour diffusion resistance factor should be determined as a
function of temperature.".

Replace the paragraphs and the NOTE with the following:

"If declared, the release of dangerous substances into indoor air shall be tested according to
EN 16516.

7.1 General
In accordance with EN 13172, the compliance of the factory made polyethylene foam (PEF) products
with the requirements of this standard and with the performances declared by the manufacturer in the
DoP shall be demonstrated by:
— Determination of the product type (Type testing);
— Factory Production Control (FPC) by the manufacturer, including product assessment;
— Initial inspection of manufacturing plant and of Factory Production Control (FPC);
— Continuing surveillance, assessment and evaluation of Factory Production Control (FPC)
The manufacturer shall always retain the overall control and shall have the necessary means to take
responsibility for the conformity of the product with its declared performance(s).
If a manufacturer decides to group his products, it shall be done in accordance with EN 13172.
7.2 Type testing
All performances related to characteristics included in this standard shall be determined when the
manufacturer intends to declare the respective performances unless the standard gives provisions for
declaring them without performing tests (e.g. use of previously existing data, CWFT and conventionally
accepted performance).
Type testing for the thermal conductivity curve shall be carried out in accordance with EN ISO 13787.
