SIST I-ETS 300 404 E1:2003 is a SIST publication of the European Interim Telecommunication Standard I-ETS 300 404 from ETSI. It specifies B-ISDN Operation And Maintenance (OAM) principles and functions for the physical layer and ATM layer of the Broadband Integrated Services Digital Network (B-ISDN), with focus on the B-ISDN User-Network Interface (UNI) and on individual Virtual Path (VP) and Virtual Channel (VC) connections.

What does SIST I-ETS 300 404 E1:2003 specify?

SIST I-ETS 300 404 E1:2003 defines the minimum OAM functions needed to operate and maintain the B-ISDN UNI, the Physical Layer, the Asynchronous Transfer Mode (ATM) layer, and VP and VC connections routed through B-ISDN. It is limited to those layers and connections, so it is the right document for B-ISDN OAM at the access and transport levels.

The document is organized into:

  • Scope
  • Normative references
  • Definitions, symbols and abbreviations
  • B-ISDN operation and maintenance principles and functions
  • Requirements for applying ITU-T Recommendation I.610 (1993) as an European Telecommunication Standard

In practice, that structure means the standard first sets the boundary of use, then points to the vocabulary and base recommendation, and then states how I.610 is to be interpreted for this European standard.

What are the key requirements of SIST I-ETS 300 404 E1:2003?

SIST I-ETS 300 404 E1:2003 mainly applies ITU-T Recommendation I.610 to B-ISDN access and ATM-layer OAM, and it adds several specific interpretations for European use. These points matter because they determine which OAM functions are in scope, which cells carry alarms or performance data, and how implementers handle open issues in I.610.

Scope and layer boundaries

Clause 1 limits the standard to the Physical Layer and ATM layer aspects of B-ISDN UNI and to individual VP and VC connections. Functions above the ATM layer are outside the scope. For a reader, that means the document is not a general OAM standard for all B-ISDN layers.

System management and SDH-related monitoring

Clause 5 states that when a regenerator is used for a section crossing a TB reference point in an Synchronous Digital Hierarchy (SDH)-based UNI, the regenerator shall have regenerator section error monitoring by System Management. This is a concrete implementation requirement for access networks using SDH elements.

Fault management and alarm cell handling

Clause 5 specifies how certain alarm cells are to be handled:

  • VP-AIS and VP-FERF cells use the VCI for end-to-end OAM cells.
  • VC-AIS and VC-FERF cells use the PTI for end-to-end OAM cells.

This tells implementers which identifiers to use when generating or interpreting OAM alarm cells.

Performance management behavior

Clause 5 permits forced insertion of performance monitoring cells at segment level for both the VP and VC levels. It also defines the Performance Management function type field for Forward Monitoring, Backward Reporting, and Monitoring & Reporting. For readers, this means the standard supports performance observation at defined points, but only in the ways described here.

Forward Monitoring Cell fields

Clause 5.2.1.1 defines the specific fields of the Forward Monitoring Cell:

  • Monitoring cell Sequence Number (MSN)
  • Total User Cell Number (TUC)
  • Block Error Detection Code
  • optional Time Stamp

The clause also points to the location of these fields in figure 10/I.610 and states that the other octets are unused and coded as 6AH. In practice, this is the bit-level format implementers need for cell generation and parsing.

Interpretations and limits

Clause 5 also records items that are not considered in this version, such as additional functions for testing, fault localization, performance measurement, and failure type/location fields in the fault management cell. For a buyer or integrator, that means the standard is specific about the OAM subset it covers and should not be assumed to cover every maintenance feature.

What terms does SIST I-ETS 300 404 E1:2003 define?

SIST I-ETS 300 404 E1:2003 uses the definitions from CCITT Recommendation I.113 and a set of OAM abbreviations that are central to the text.

  • Broadband Integrated Services Digital Network (B-ISDN) - The broadband ISDN environment for which the OAM principles and functions are defined.
  • Operation And Maintenance (OAM) - The functions used to operate, supervise, and maintain the network.
  • Asynchronous Transfer Mode (ATM) - The transfer layer whose OAM functions are covered by the standard.
  • User-Network Interface (UNI) - The interface between the user and the B-ISDN network.
  • Virtual Path (VP) - A routed connection grouping in B-ISDN that can carry multiple virtual channels.
  • Virtual Channel (VC) - An individual connection carried within a virtual path.
  • Fault Management (FM) - The OAM area concerned with detecting and reporting failures.
  • Performance Management (PM) - The OAM area concerned with monitoring network performance.

Who uses SIST I-ETS 300 404 E1:2003?

SIST I-ETS 300 404 E1:2003 is used by telecom network operators, network designers, equipment manufacturers, and system management teams working with B-ISDN and ATM-based access networks. It is also relevant to maintenance engineers and test engineers who need to implement or verify OAM behavior for VP and VC connections.

In practice, it helps teams decide how alarms are encoded, how monitoring cells are inserted, and how SDH-based UNI elements are handled. It is therefore a working standard for implementation, integration, and maintenance of B-ISDN OAM functions.

What changed in SIST I-ETS 300 404 E1:2003 from the previous edition?

SIST I-ETS 300 404 E1:2003 is identical to I-ETS 300 404 Edition 1.

Which standards are used with SIST I-ETS 300 404 E1:2003?

SIST I-ETS 300 404 E1:2003 uses two normative references:

  • ITU-T Recommendation I.610 (1993) - the base text for B-ISDN OAM principles and functions, which this standard applies and interprets.
  • CCITT Recommendation I.113 (1992) - the vocabulary source for terms used in the standard.

These references matter because I.610 provides the core OAM framework, while I.113 supplies the agreed definitions.

What does the SIST I-ETS 300 404 E1:2003 document contain?

The document contains a foreword describing its ETSI origin and I-ETS status, followed by the scope, references, definitions, and the main OAM clause. It also includes a clause that lists the sections of ITU-T Recommendation I.610 for information and then states the European interpretations to be applied.

It refers to specific figures and tables in I.610, including Figure 4/I.610, Table 1/I.610, Table 2/I.610, Table 3/I.610, and Figure 10/I.610. These references support implementation by pointing to the cell formats, field locations, and note changes used in fault and performance management.

The text also describes the Forward Monitoring Cell fields and states how certain alarm and performance monitoring functions are to be treated. For implementers, this makes the document useful for design checks, protocol mapping, and equipment behavior verification.

Foreword
This Interim European Telecommunication Standard (I-ETS) has been prepared by the Network Aspects
(NA) Technical Committee of the European Telecommunications Standards Institute (ETSI).
NOTE: This I-ETS was submitted to the Public Enquiry phase of the ETSI standards approval
procedure as a draft ETS. Following resolution of the comments received, the
document was converted into an I-ETS.
An ETSI standard may be given I-ETS status either because it is regarded as a provisional solution ahead
of a more advanced standard, or because it is immature and requires a "trial period". The life of an I-ETS
is limited to three years after which it can be converted into an ETS, have it's life extended for a further
two years, be replaced by a new version, or be withdrawn.
This I-ETS describes the Operation And Maintenance (OAM) principles and functions for the
Asynchronous Transfer Mode (ATM) based Broadband Integrated Digital Network (B-ISDN).
Announcement date
Date of latest announcement of this I-ETS (doa): 31 July 1995
