Household and similar electrical appliances - Safety - Part 2-17: Particular requirements for blankets, pads, clothing and similar flexible heating appliances
This International Standard deals with the safety of electric blankets, pads, clothing and other flexible appliances that heat the bed or human body, for household and similar purposes, their rated voltage being not more than 250 V. This standard also applies to control units supplied with the appliance. Appliances not intended for normal household use but which nevertheless may be a source of danger to the public, such as appliances intended to be used in beauty parlours or by persons in cold ambient temperatures, are within the scope of this standard. Requirements and tests for clothing are given in Annex CC. As far as is practicable, this standard deals with the common hazards presented by appliances that are encountered by all persons in and around the home. However, in general, it does not take into account
– persons (including children) whose
• physical, sensory or mental capabilities; or
• lack of experience and knowledge prevents them from using the appliance safely without supervision or instruction;
– children playing with the appliance.

La CEI 60335-2-17:2012 traite de la sécurité des couvertures, coussins, vêtements et autres appareils électriques souples, destinés à chauffer un lit ou le corps humain, pour usages domestiques et analogues et dont la tension assignée n'est pas supérieure à 250 V. Cette norme s'applique également aux unités de commande fournies avec l'appareil. Les appareils non destinés à un usage domestique normal mais qui peuvent néanmoins constituer une source de danger pour le public, tels que les appareils destinés à être utilisés dans les instituts de beauté ou par des personnes à des températures ambiantes froides, sont compris dans le domaine d'application de la présente norme. Dans la mesure du possible, la présente norme traite des risques ordinaires présentés par les appareils, encourus par tous les individus à l'intérieur et autour de l'habitation. Cependant, cette norme ne tient pas compte en general, des personnes (y compris des enfants) dont les capacités physiques, sensorielles ou mentales; ou le manque d'expérience et de connaissance les empêchent d'utiliser l'appareil en toute sécurité sans surveillance ou instruction; de l'utilisation de l'appareil comme jouet par des enfants. Cette troisième édition annule et remplace la deuxième édition publiée en 2002, y compris son Amendement 1 (2006) et son Amendement 2 (2008). Elle constitue une révision technique. Les principales modifications apportées à cette édition par rapport à la deuxième édition sont les suivantes (les modifications mineures ne sont pas répertoriées): - La définition de l'élément chauffant CTP a été supprimée et la définition figurant dans la Partie 1 s'applique désormais. La définition d'un élément chauffant à caractéristiques CTP a été introduite en remplacement (3.117), ce qui a engendré des modifications en 5.7, 5.8.2, 7.1, 10.101, 11.2, 21.105, 21.111.1 et 21.112. - La tolérance applicable aux appareils de classe I a été supprimée et des exigences relatives aux appareils comportant une mise à la terre fonctionnelle ont été intégrées (6.1, 7.1, 22.115). - La tension locale des parties de construction de la classe III est limitée à 24 V (22.26). - Certaines notes ont été supprimées ou converties en texte normatif (3.107, 3.111, 3.113, 5.2, 5.3, 5.8.2, 11.8, 11.101, 11.102, 15.1, 15.101, 19.1, 19.13, 19.102, 19.103, 19.105, 19.106, 19.108, 19.109, 19.110, 19.111, 19.112, 21.1, 21.102, 21.103, 21.109, 21.110.3, 21.111.1, 21.111.2, 21.111.3, 21.112, 22.103, 22.114, 25.23, Annexe AA, Annexe CC 3.1.9, 19.201, 19.203). - Modification des exigences de marquage (7.1, 7.14, 7.15). - Modification des instructions (7.12). - Clarification de l'essai de coup de chaleur (11.101). - Les numéros des figures ont été mis à jour afin de prendre en compte la suppression de la Figure 103 dans l'édition précédente. L'attention des Comités Nationaux est attirée sur le fait que les fabricants d'appareils et les organismes d'essai peuvent avoir besoin d'une période transitoire après la publication d'une nouvelle publication CEI, ou d'une publication amendée ou révisée, pour fabriquer des produits conformes aux nouvelles exigences et pour adapter leurs équipements aux nouveaux essais ou aux essais révisés. Le comité recommande que le contenu de la présente publication soit entériné au niveau national au plus tôt 12 mois et au plus tard 36 mois après la date de publication. Ta mednarodni standard obravnava varnost električnih grelnih odej, blazin, oblačil in podobnih zvijavih grelnih aparatov, ki segrevajo posteljo ali telo, za gospodinjsko ali podobno rabo, pri čemer njihova nazivna napetost ni višja od 250 V. Ta standard se uporablja tudi za krmilne enote, ki so priložene aparatu. Področje uporabe tega standarda zajema aparate, ki niso namenjeni za običajno gospodinjsko uporabo, vendar so lahko vir nevarnosti za javnost, kot so aparati, namenjeni za uporabo v kozmetičnih salonih ali s strani oseb pri nizkih okoljskih temperaturah. Foreword The text of document 61/4336/FDIS, future edition 3 of IEC 60335-2-17, prepared by IEC/TC 61 "Safety of household and similar electrical appliances" was submitted to the IEC-CENELEC parallel vote and approved by CENELEC as EN 60335-2-17:2013.
The following dates are fixed: • latest date by which the document has to be implemented at national level by publication of an identical national standard or by endorsement (dop) 2013-08-22 • latest date by which the national standards conflicting with the document have to be withdrawn (dow) 2015-04-30
This document supersedes EN 60335-2-17:2002 + A1:2006 + A2:2009. EN 60335-2-17:2013 includes the following significant technical changes with respect to EN 60335-2-17:2002: – The definition of PTC heating element has been deleted and the definition in Part 1 now applies. A definition of a heating element with PTC characteristics has been introduced instead (3.117). FOREWORD 1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international co-operation on all questions concerning standardization in the electrical and electronic fields. 60335-2-17 © IEC:2012 – 7 – INTRODUCTION It has been assumed in the drafting of this International Standard that the execution of its provisions is entrusted to appropriately qualified and experienced persons.
This standard recognizes the internationally accepted level of protection against hazards such as electrical, mechanical, thermal, fire and radiation of appliances when operated as in normal use taking into account the manufacturer's instructions. It also covers abnormal situations that can be expected in practice and takes into account the way in which electromagnetic phenomena can affect the safe operation of appliances.
This standard takes into account the requirements of IEC 60364 as far as possible so that there is compatibility with the wiring rules when the appliance is connected to the supply mains. However, national wiring rules may differ. If an appliance within the scope of this standard also incorporates functions that are covered by another part 2 of IEC 60335, the relevant part 2 is applied to each function separately, as far as is reasonable. If applicable, the influence of one function on the other is taken into account.
When a part 2 standard does not include additional requirements to cover hazards dealt with in Part 1, Part 1 applies.
NOTE 1 This means that the technical committees responsible for the part 2 standards have determined that it is not necessary to specify particular requirements for the appliance in question over and above the general requirements.
This standard is a product family standard dealing with the safety of appliances and takes precedence over horizontal and generic standards covering the same subject. NOTE 2 Horizontal and generic standards covering a hazard are not applicable, since they have been taken into consideration when developing the general and particular requirements for the IEC 60335 series of standards. For example, in the case of temperature requirements for surfaces on many appliances, generic standards, such as ISO 13732-1 for hot surfaces, are not applicable in addition to Part 1 or part 2 standards. An appliance that complies with the text of this standard will not necessarily be considered to comply with the safety principles of the standard if, when examined and tested, it is found to have other features that impair the level of safety covered by these requirements. An appliance employing materials or having forms of construction differing from those detailed in the requirements of this standard may be examined and tested according to the intent of the requirements and, if found to be substantially equivalent, may be considered to comply with the standard. Part 2-17: Particular requirements for blankets, pads,
clothing and similar flexible heating appliances
1 Scope This clause of Part 1 is replaced by the following. This International Standard deals with the safety of electric blankets, pads, clothing and other flexible appliances that heat the bed or human body, for household and similar purposes, their rated voltage being not more than 250 V.
This standard also applies to control units supplied with the appliance. Appliances not intended for normal household use but which nevertheless may be a source of danger to the public, such as appliances intended to be used in beauty parlours or by persons in cold ambient temperatures, are within the scope of this standard. Requirements and tests for clothing are given in Annex CC. As far as is practicable, this standard deals with the common hazards presented by appliances that are encountered by all persons in and around the home. However, in general, it does not take into account – persons (including children) whose
• physical, sensory or mental capabilities; or
• lack of experience and knowledge prevents them from using the appliance safely without supervision or instruction; – children playing with the appliance. NOTE 101 Children are considered to be old enough to use an appliance without supervision when they have been adequately instructed by a parent or guardian and are deemed competent to use the appliance safely. NOTE 102 Attention is drawn to the fact that – for appliances intended to be used in vehicles or on board ships or aircraft, additional requirements may be necessary; – in many countries, additional requirements are specified by the national health authorities, the national authorities responsible for the protection of labour and similar authorities.
