SIST EN 301 929-2 V1.2.1:2007 is the Slovenian adoption of ETSI EN 301 929-2 V1.2.1. It covers VHF transmitters, receivers and transceivers used as coast stations in the maritime mobile service, including GMDSS applications, and it sets the technical requirements used to demonstrate efficient use of spectrum under Article 3.2 of the R&TTE Directive.

What does SIST EN 301 929-2 V1.2.1:2007 specify?

SIST EN 301 929-2 V1.2.1:2007 specifies the harmonized radio spectrum requirements for VHF coast-station equipment in the maritime mobile service. It is aimed at equipment with external antenna connectors and covers both analogue speech and Digital Selective Calling (DSC) use, in simplex, semi-duplex and duplex operation.

The scope includes equipment under local or remote control, with 12.5 kHz or 25 kHz channel spacing, and equipment that may be single-channel, multi-channel, single-unit or multi-unit. The standard also covers equipment on shared radio sites and equipment operating in isolation.

The document is organized into these main parts: scope, references, definitions and abbreviations, technical requirements, testing for compliance, and annexes. Annex A is the normative HS Requirements and conformance Test specifications Table (HS-RTT), while Annexes B and C are informative.

What are the key requirements of SIST EN 301 929-2 V1.2.1:2007?

The core of SIST EN 301 929-2 V1.2.1:2007 is a set of transmitter and receiver performance requirements, with matching test methods and conformance rules. Clause 4 states what must be checked, and Clause 5 explains how to test it.

Equipment profile and test environment

Clause 4.1 says tests shall be performed at representative points within the declared operational environmental profile, at least within the conditions defined in the document. In practice, a supplier needs to declare the operating environment and then test the equipment across conditions that are realistic for that profile.

Clause 5.1 ties the test conditions, power supply and ambient temperatures to EN 301 929-1. This matters because the measurements are only meaningful if the equipment is powered and stressed in the same way the standard expects.

Transmitter performance

Clauses 4.2.1 to 4.2.9 cover transmitter frequency error, carrier power, frequency deviation, adjacent channel power, conducted spurious emissions to the antenna, cabinet radiation and other conducted spurious emissions, DSC transmitter modulation index, transient frequency behaviour, and intermodulation attenuation.

In practice, these clauses check that the transmitter stays on frequency, radiates the intended power, modulates correctly, and does not create unwanted emissions that could interfere with other radio users. The limits and detailed definitions are taken from EN 301 929-1, and Clause 5.3 links each item to a test method.

Receiver performance

Clauses 4.2.10 to 4.2.17 cover receiver maximum usable sensitivity, co-channel rejection, adjacent channel selectivity, spurious response, intermodulation response, blocking or desensitization, and spurious emissions at the antenna and cabinet. Clause 4.2.21 adds receiver desensitization during simultaneous transmission and reception in duplex operation.

These requirements matter because a coast station must still receive a wanted signal when other signals, interference or its own transmitter are present. Clause 5.4 assigns the corresponding test methods, so a lab can prove whether the receiver remains usable in realistic interference conditions.

DSC receiver performance

Clauses 4.2.18 to 4.2.20 cover DSC receiver maximum usable sensitivity, co-channel rejection and adjacent channel selectivity. In practice, these are the checks that matter when the equipment is used for Digital Selective Calling, where the receiver has to detect and separate signaling traffic reliably.

Measurement uncertainty and reporting

Clause 5.2 requires the measurement uncertainty for each parameter to be stated in the test report, and it says the recorded uncertainty shall be equal to or lower than the figures in Table 1. The table covers RF frequency, RF power, frequency deviation, adjacent channel power, spurious emissions, sensitivity, radiated emissions, transient behavior, intermodulation and duplex desensitization.

This is important for test laboratories and compliance teams because a result is only useful if the uncertainty is known and within the permitted range. Clause 5.2 also points to TR 100 028-1 for calculating uncertainty.

Presumption of conformity

Annex A is the practical compliance tool. It lists each technical requirement, shows whether it is unconditional or conditional, and identifies whether the related test is part of the Essential Radio Test Suite or the Other Test Suite.

For a supplier, Annex A is the section used to complete the HS-RTT and record test outcomes. That completed table is the part that supports a presumption of conformity under Article 3.2 of the R&TTE Directive.

What terms does SIST EN 301 929-2 V1.2.1:2007 define?

Environmental profile - The range of environmental conditions under which equipment in scope is required to comply.

G3E - Phase modulation with a 6 dB/octave pre-emphasis for analogue speech.

G2B - Phase modulation with digital information and a sub-carrier for Digital Selective Calling (DSC) operation.

Digital Selective Calling (DSC) - A signaling method used in maritime radio to place and receive calls by digital signaling rather than only voice.

Very High Frequency (VHF) - The radio frequency range used by the coast-station equipment covered by the standard.

Signal + Noise + Distortion/Noise + Distortion (SINAD) - A receiver performance measure used when sensitivity is expressed at a stated quality level.

Who uses SIST EN 301 929-2 V1.2.1:2007?

SIST EN 301 929-2 V1.2.1:2007 is used by radio equipment manufacturers, test laboratories, conformity assessors, and engineering teams designing maritime VHF coast stations. It is also used by quality managers and compliance staff who need to prepare technical files, test reports and HS-RTT documentation.

In practice, the standard helps with product design, laboratory verification, acceptance testing and regulatory assessment for coast stations used in GMDSS and other maritime mobile service applications. It is especially relevant where the equipment must be shown to use spectrum efficiently and avoid harmful interference.

What changed in SIST EN 301 929-2 V1.2.1:2007 from the previous edition?

This document is the February 2007 publication and it replaces EN 301 929-2 V1.1.1 from January 2002. The history section records the two publication versions.

Which standards are used with SIST EN 301 929-2 V1.2.1:2007?

  • Directive 1999/5/EC (R&TTE Directive) - Provides the legal basis for Article 3.2, which this harmonized standard addresses.
  • ETSI TR 100 028-1 - Gives the method for evaluating measurement uncertainty.
  • ITU Radio Regulations (2004) - Provides the radio service framework, including Appendix S18 used in the scope.
  • ETSI TR 102 273-1 - Gives additional guidance on radiated methods of measurement and test site uncertainty.
  • ETSI EN 301 929-1 V1.2.1 - Provides the technical characteristics, definitions, limits and measurement methods that this Part 2 references throughout.

What does the SIST EN 301 929-2 V1.2.1:2007 document contain?

The document contains the scope, references, definitions, abbreviations, technical requirements and compliance testing rules for VHF coast-station equipment. Clause 4 gives 21 conformance requirements covering transmitter, receiver and DSC performance, and Clause 5 maps those requirements to test methods.

It also includes Table 1 for maximum measurement uncertainty and Annex A, which is the HS-RTT table used to record essential requirements, conditionality and test specifications. Annex B provides the title in official languages, and Annex C lists related documents in the bibliography.

4 Technical requirements specifications
4.1 Environmental profile
Tests defined in the present document shall be carried out at representative points within the boundary limits of the
declared operational environmental profile which, as a minimum, shall be that specified in the test conditions contained
in the present document.
As technical performance varies subject to environmental conditions, tests shall be carried out under a sufficient variety
of environmental conditions as specified in the present document. to give confidence of compliance for the affected
technical requirements. (which shall also be within the boundary limits of the declared operational environmental
profile).
