SIST ETS 300 084 E1:2003 is the Slovenian adoption of ETS 300 084 Edition 1 from ETSI. It specifies terminal requirements for the ISDN circuit-mode structured bearer service usable for 3,1 kHz audio information transfer, so terminals can interwork end to end on the pan-European ISDN. The document covers signalling, B-channel behaviour and the test methods used to check conformance.

What does SIST ETS 300 084 E1:2003 specify?

SIST ETS 300 084 E1:2003 specifies the requirements a terminal shall meet to work with the circuit-mode 64 kbit/s 8 kHz structured bearer service used for 3,1 kHz audio. The requirements are additional to the ISDN basic access interface and ISDN primary rate interface attachment requirements, so they sit on top of the normal terminal-to-network rules.

The document is organised into a short set of clauses and two annexes.

PartWhat it covers
Annex ANormative test methods for conformance checks
Annex BInformative bibliography

Clause 1 gives the scope, Clause 2 lists normative references, Clause 3 and 4 give definitions and abbreviations, Clause 5 covers D-channel characteristics, and Clause 6 covers B-channel characteristics.

What are the key requirements of SIST ETS 300 084 E1:2003?

SIST ETS 300 084 E1:2003 focuses on how a terminal signals the 3,1 kHz audio bearer service and how it handles the audio path on the B-channel. In practice, this is what makes a call set up as the right ISDN service and keeps the signal level and echo control within the expected limits.

Signalling on the D-channel

Clause 5 requires the Bearer Capability (BC) information element in the SETUP message to be coded for the 3,1 kHz audio bearer service. For outgoing calls, the terminal sends that coding; for incoming calls, the network message is treated as a request for this bearer service when the same coding is present.

This matters because the far end and the network must recognise the call type before the audio path is established.

Optional compatibility information

Clause 5 notes that High Layer Compatibility (HLC) and Low Layer Compatibility (LLC) information elements may be used. The bibliography points to ETR 018 and ETS 300 102-1 for how those elements are applied and checked.

In practice, this gives terminals extra compatibility information when it is available, which can help call handling across different ISDN services.

B-channel level and encoding

Clause 6 sets the digital interface reference point at 0 dBr and requires A-law encoding at 64 kbit/s. This is the audio coding expected on the bearer path.

For a buyer or integrator, this means the terminal has to present the audio stream in the defined digital format, not just any voiceband signal.

Echo control disabling

Clause 6 requires echo control equipment to be disabled when needed, for example for voiceband data communication. The document uses a 2 100 Hz tone and a tone reversal method to disable echo suppressors and echo cancellers.

This matters because echo control can interfere with modem-like signals, so terminals need a controlled way to turn it off.

Speech-band power limits

Clause 6 limits the average active power level of speech signals below 4 kHz over 10 seconds, and it separately limits the average power level of data or code excitation over 60 seconds. Annex A gives the measurement methods for both cases.

In practice, this keeps the terminal from sending too much energy into the line, which helps interworking and avoids overdriving the bearer path.

What terms does SIST ETS 300 084 E1:2003 define?

  • Bearer Capability (BC) - The D-channel information element that identifies the bearer service requested in SETUP.
  • D-channel - The signalling channel used to carry call setup information such as BC, HLC and LLC.
  • B-channel - The bearer channel that carries the 64 kbit/s audio or speech signal.
  • High Layer Compatibility (HLC) - An optional information element used to describe higher-layer compatibility for the call.
  • Low Layer Compatibility (LLC) - An optional information element used to support lower-layer compatibility checking.
  • Echo suppressor - A form of echo control equipment that may need to be disabled for voiceband data.
  • Echo canceller - Another form of echo control equipment covered by the disabling procedure.

Who uses SIST ETS 300 084 E1:2003?

SIST ETS 300 084 E1:2003 is used by ISDN terminal manufacturers, telecom engineers, test laboratories, and quality teams that need terminal-to-network compatibility for 3,1 kHz audio bearer service. It is also relevant to buyers and integrators choosing terminal equipment for pan-European ISDN connections, especially where call setup signalling and voiceband behaviour must match the service description.

What changed in SIST ETS 300 084 E1:2003 from the previous edition?

SIST ETS 300 084 E1:2003 is identified as ETS 300 084 Edition 1, first issued in March 1993.

Which standards are used with SIST ETS 300 084 E1:2003?

Clause 2 names the standards and recommendations that support this ETS:

  • ETS 300 085 - Gives test equipment and measurement approach for power-level testing.
  • ETS 300 104 - Provides the layer 3 attachment test procedures used to check BC coding for outgoing and incoming calls.
  • ETS 300 110 - Gives the service description for the 64 kbit/s 8 kHz structured bearer service.
  • ETS 300 153 - Covers ISDN basic access attachment requirements and laboratory environmental conditions.
  • CCITT Recommendation G.101 - Defines the transmission plan and the 0 dBr reference.
  • CCITT Recommendation G.701 - Supplies digital transmission and PCM vocabulary.
  • CCITT Recommendation G.711 - Defines A-law PCM coding.
  • CCITT Recommendation G.164 / G.165 - Cover echo suppressors and echo cancellers.
  • CCITT Recommendation I.112 / I.230 - Provide ISDN vocabulary and bearer service category definitions.
  • CCITT Recommendation P.56 - Gives the speech level measurement method used in Annex A.
  • CCITT Recommendation V.25 - Gives the echo control disabling procedure.

The bibliography also points to ETR 018, ETS 300 082, ETS 300 012 and ETS 300 102-1 for related ISDN compatibility and interface topics.

What does the SIST ETS 300 084 E1:2003 document contain?

SIST ETS 300 084 E1:2003 includes a BC coding figure for outgoing and incoming call setup, plus test procedures in Annex A for equipment, echo control disabling and speech-band signal level checks. Annex A describes how to measure output level, what test conditions to use and which reference methods apply.

For testing and certification work, this means the document is not only a service description but also a practical conformance guide for terminal behaviour on the D-channel and B-channel.
