General Information

Abstract

The scope of this document is to provide the basis for a description of the Service aspects of a GSM Cordless Telephony System (CTS), which provides the possibility for users of GSM terminals to have cordless access to a fixed network, such as PSTN/ISDN. Due to the time constraints to have a first specification ready for market needs, a phased approach is necessary. The first phase focuses on the requirements necessary to elaborate the radio interface and the security aspects for an application supporting the speech tele-service (including DTMF support) in a residential single cell environment. As a consequence, a full business environment with all services is not considered. In particular, hand-over between CTS fixed parts or between CTS and GSM PLMN is not considered. The standardisation of the CTS interface towards the fixed network is not a scope of this document. However, consideration may need to be given to communication of application data between CTS and PLMN via the fixed network.

Overview

SIST EN 302 403 V7.2.1:2003 specifies the service aspects for the GSM Cordless Telephony System (CTS), Phase 1, based on the widely used Global System for Mobile Communications (GSM) standard. Developed under the European Telecommunications Standards Institute (ETSI) and adopted as a Slovene standard by SIST, this document focuses on enabling users with GSM terminals to access fixed networks (such as PSTN/ISDN) through cordless connections. The specification describes the initial phase of CTS, which supports speech services, DTMF signaling, and security in a residential single-cell environment. It emphasizes the foundations for radio interface and security, laying the groundwork for future extensions and additional services.

Key Topics

  • GSM Cordless Telephony System (CTS): Introduces a system that allows GSM devices to connect wirelessly to fixed networks for voice communication, minimizing the impact on existing hardware by leveraging GSM-compatible radio interfaces.

  • Single-Cell Residential Focus: The first phase is tailored to residential or local environments with a single cell, providing basic cordless telephony features without business-level functionalities or inter-cell handover.

  • Service Description: Outlines requirements, user procedures, subscription management, and supported features such as speech tele-services and DTMF (Dual-Tone Multi-Frequency) support.

  • Mobility Management: Describes operation modes (GSM only, CTS only, automatic/parallel modes) and how users can transition between cellular and cordless access.

  • Security & Authentication: Details mechanisms for mutual authentication and encryption between the CTS Fixed Part (CTS-FP) and CTS Mobile Stations (CTS-MS), ensuring protection against unauthorized access and supporting secure attachment/enrollment procedures.

  • Supplementary and Tele-Services: Provides guidance on handling supplementary services-such as call hold, internal calls, call transfer, and SMS-leveraging existing GSM standards where applicable.

  • Co-existence and Frequency Management: Ensures that CTS can operate alongside GSM networks, with operator control over frequency allocation to minimize interference.

Applications

The practical value of SIST EN 302 403 V7.2.1:2003 lies in enabling:

  • Cordless Access with GSM Terminals: Users can access fixed telephone networks via a cordless GSM-compatible device in environments where mobility and flexibility are important, such as homes and small offices.
  • Unified Device Usage: The system allows mobile users to use the same GSM handset for both cellular and cordless operations, reducing the need for multiple devices and simplifying user experience.
  • Enhanced Service Continuity: By supporting automatic switching between GSM and CTS modes, users experience seamless voice communication indoors and outdoors based on coverage.
  • Security Assurance: Implementation guarantees secure authentication, user privacy, and integrity for communications between user equipment and the fixed part of the system.
  • Gradual Service Evolution: The phased specification approach ensures future expandability, allowing additional services (e.g., SMS, more advanced supplementary services) to be introduced as standards evolve.

Related Standards

For comprehensive implementation and interoperability, consider the following related standards:

  • GSM 02.56: Core specification providing the stage 1 service description for GSM CTS
  • GSM 02.07: Defines GSM Mobile Station (MS) features
  • GSM 02.09: Security aspects in GSM networks
  • GSM 02.30: Man-Machine Interface of the Mobile Station
  • GSM 05.05: Radio transmission and reception parameters
  • ETSI EN 301 144-1: Mobility management signaling for fixed network interfaces
  • ETSI ETS 300 109, 110, 111: Telephony service definitions in ISDN environments

SIST EN 302 403 V7.2.1:2003 is an essential GSM standard supporting the integration of cordless telephony capabilities into mobile networks, driving innovation in hybrid mobile-fixed network services. Its adoption ensures a robust framework for residential cordless telephony over GSM networks, while maintaining security and interoperability with established European communication standards.
