Overview

ASTM E2715-17: Standard Practice for Moveable Property Storage provides recognized guidance for the protection, control, and storage of moveable property in warehouses and storage facilities. Developed and maintained by ASTM International, this standard aims to help organizations implement efficient storage systems for tangible moveable assets, minimizing risks such as loss, damage, theft, and unnecessary expense.

ASTM E2715-17 is applicable to any entity holding moveable property, ensuring that such entities can establish robust internal policies and procedures aligned with internationally recognized storage practices.

Key Topics

  • Physical Protection and Control: E2715-17 sets out requirements for safeguarding moveable property, whether through secure storage areas, physical barriers, or access controls.
  • Ownership Identification: Emphasis is placed on marking or tagging property to clearly indicate ownership, assisting in asset tracking, retrieval, and inventory exercises.
  • Risk Mitigation: The standard provides guidance on balancing storage costs with the risk of loss, damage, or destruction. High-risk property (such as regulated or hazardous items) must receive special handling and additional protection.
  • Efficient Storage Layout: Recommendations are included for using racking systems to maximize warehouse capacity and assigning storage locations based on access frequency to optimize operational efficiency.
  • Inventory and Locator Systems: The use of inventory management systems and detailed locator conventions is encouraged to improve asset tracking, performance monitoring, and record-keeping.
  • Environmental and Security Controls: The standard requires measures against environmental threats such as fire, water, temperature, and humidity, as well as theft or unauthorized access.
  • Compliance: Entities must adhere to all applicable local, state, and federal laws regarding the storage and handling of moveable property, with additional attention for high-risk categories.

Applications

ASTM E2715-17 is relevant for a wide range of organizations and sectors that manage tangible moveable assets, such as:

  • Warehousing and Distribution Centers: Ensuring efficient organization, management, and security of stored equipment and property.
  • Government Agencies: Supporting compliance within public-sector asset management programs involving office equipment, machinery, or sensitive materials.
  • Corporate Asset Management: Providing a framework for companies looking to implement best practices in internal or third-party storage of business-critical property.
  • Facilities Management: Improving procedures for tracking, safeguarding, and maintaining moveable property throughout its lifecycle.
  • Regulated Industries: Addressing the security, handling, and storage needs for pharmaceuticals, medical supplies, hazardous materials, or other high-risk movable assets.

The standard does not cover material storage-that is, storage practices exclusively relating to non-moveable materials.

Related Standards

Organizations seeking comprehensive asset management should consider the following referenced standards:

  • ASTM E2135: Terminology for Property and Asset Management - Provides definitions critical to property, asset, and storage management.
  • ASTM E2499: Practice for Classification of Asset Physical Location Information - Guidance on recording and maintaining location data for assets.
  • ASTM E2221 (Withdrawn): Practice for Administrative Control of Property - Former reference for internal property administration procedures.

By aligning with ASTM E2715-17 and related standards, organizations can build a robust system for property storage that improves asset value, secures holdings, and ensures operational efficiency in compliance with international best practices.
