This document specifies the safety requirements for slewing rough-terrain variable-reach trucks and rough-terrain variable-reach trucks defined by ISO 5053-1 (hereafter referred to as trucks) and their work platforms having front guards that can be opened for removal of roof material (hereafter referred to as work platforms).
This document deals with the significant hazards, hazardous situations and events relevant to the combination of the truck and the integrated work platform when it is used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer. The significant hazards covered by this document are listed in Annex A.
NOTE 1 Duplicate controls for the slewing upper structure, the boom and the work platform movements can be also provided under specific circumstances at the operating position in the enclosed cab of the truck.
This document does not address hazards which can occur:
a) when using non-integrated work platforms or other attachments not designed for lifting persons;
b) when handling suspended work platforms which can swing freely;
c) when operating underground or in potentially explosive atmospheres;
d) when removing asbestos, regarding the possible release of fibres.
This document does not specify safety requirements for trucks equipped with work platforms intended for leaving and re-entering at height.
NOTE 2 National regulations for worksites can apply for asbestos removal to cover the risks related to the possible release of fibres.

In diesem Dokument werden die Sicherheitsanforderungen für drehbare geländegängige Flurförderzeuge mit veränderlicher Reichweite und geländegängige Flurförderzeuge mit veränderlicher Reichweite nach ISO 5053 1 (im Folgenden als „Stapler“ bezeichnet), sowie ihre Arbeitsbühnen, deren Frontschutzbügel für das Entfernen von Dachmaterial geöffnet werden können (im Folgenden als „Arbeitsbühne“ bezeichnet), festgelegt.
Dieses Dokument behandelt die für die Kombination aus Stapler und integrierter Arbeitsbühne zutreffenden signifikanten Gefährdungen, Gefährdungssituationen und -ereignisse, wenn die Stapler bestimmungsgemäß und unter Bedingungen, die vom Hersteller als Fehlanwendung vernünftigerweise vorhersehbar sind, verwendet werden. Die signifikanten von diesem Dokument erfassten Gefährdungen sind in Anhang A aufgeführt.
ANMERKUNG 1 Zusätzliche Stellteile für Bewegungen des schwenkbaren oberen Aufbaus, des Auslegers und der Arbeitsbühne können unter bestimmten Voraussetzungen auch in der Betriebsstellung der geschlossenen Kabine des Staplers bereitgestellt werden.
Dieses Dokument behandelt keine Gefährdungen, die auftreten können:
a) durch Benutzung von nicht integrierten Arbeitsbühnen oder anderen nicht für die Personenbeförderung bestimmten Einrichtungen;
b) durch Befördern hängender Arbeitsbühnen, die frei pendeln können;
c) durch Benutzung unter Tage oder in explosionsgefährdeten Umgebungen;
d) durch Entfernen von Asbest hinsichtlich der möglichen Freisetzung von Fasern.
Dieses Dokument legt keine Sicherheitsanforderungen für Stapler mit Arbeitsbühnen fest, die zum Verlassen und Wiedereinsteigen in der Höhe vorgesehen sind.
ANMERKUNG 2 Für das Entfernen von Asbest können nationale Bestimmungen für Arbeitsplätze gelten, die sich mit dem Risiko in Verbindung mit der Freisetzung von Fasern befassen.

Le présent document spécifie les prescriptions de sécurité pour les chariots tout-terrain rotatifs à portée variable et les chariots tout-terrain à portée variable définies par l’ISO 5053-1 (ci-après désignés chariots) et leurs plateformes de travail munies de protecteurs avant qui peuvent être ouverts pour l'enlèvement de matériaux de toiture (ci-après désignées plateformes de travail).
Le présent document traite des phénomènes dangereux significatifs, des situations et évènements dangereux pertinents pour la combinaison du chariot et de la plateforme intégrée lorsqu'elle est utilisée comme prévu et dans les conditions de mauvaise utilisation qui sont raisonnablement prévisibles par le fabricant. Les phénomènes dangereux significatifs couverts par le présent document sont énumérés dans l’Annexe A.
NOTE 1 Des commandes dupliquées pour la structure supérieure pivotante, la flèche et les mouvements de la plateforme de travail peuvent être également fournies dans des circonstances spécifiques sur le poste de travail dans la cabine fermée du chariot.
Le présent document ne traite pas des phénomènes dangereux qui peuvent apparaître :
a) lors de l’utilisation de plateformes de travail non intégrées ou autres accessoires non conçus pour le levage de personnes ;
b) lors de la manutention de plateformes de travail suspendues qui peuvent osciller librement ;
c) lors d’une utilisation souterraine ou en atmosphères explosibles ;
d) lors du retrait de l'amiante, concernant la libération possible de fibres.
Le présent document ne spécifie pas de prescriptions de sécurité pour les chariots équipés de plateformes de travail prévues pour des sorties et des entrées en hauteur.
NOTE 2 Des réglementations nationales relatives aux chantiers peuvent s'appliquer au retrait de l'amiante pour couvrir les risques liés à une libération possible de fibres.

This document (EN 1459-9:2021) has been prepared by Technical Committee CEN/TC 150 “Industrial
Trucks - Safety”, the secretariat of which is held by BSI.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by September 2021, and conflicting national standards shall
be withdrawn at the latest by September 2021.

Introduction
This document is a type-C standard as stated in EN ISO 12100.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the Scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or type-B
standards, the requirements of this type-C standard take precedence over the requirements of the other
standards for machines that have been designed and built according to the requirements of this type-C
standard.
All quantities are in metric units.
For work platforms with front guards that can be opened, restraint devices (harness and lanyard) are
used as personal protective equipment (PPE) and are intended to be the protection against the risk of
falling; to reach this objective, requirements related to the length of the harness have been specified. Also,
protective measures are consequently provided in this document assuming that not connecting harness
to lanyard or lanyard to anchorage on the work platform is a foreseeable misuse, therefore requirements
related to monitoring the harnesses have been specified. It is also assumed that not wearing harness is a
foreseeable misuse, and warnings and information for use are required accordingly.
Work platforms having a front guard that can be opened at height are not intended for general work
activities and should only be used where they can be demonstrated to be the safest work method possible
for an activity.
EN 1459-9 covers platforms for roof material removal. It does not cover other platforms for other roofs
activities, which can have different technical solutions to cover the risk of falling.
1 Scope
This document specifies the safety requirements for slewing rough-terrain variable-reach trucks and
rough-terrain variable-reach trucks defined by ISO 5053-1 (hereafter referred to as trucks) and their
work platforms having front guards that can be opened for removal of roof material (hereafter referred
to as work platforms).
