Child use and care articles - Soother holder - Safety requirements and test methods
The Soother Holder Standard, EN 12586:2007 pays great attention to the possible strangulation hazard arising from the use of a soother holder. A restriction on the length of the soother holder is explained in the Rationale B 7.
However a possible design has recently come to light which could circumvent this requirement and because of the extreme hazard presented requires, in our opinion, an immediate amendment to the standard.
The amendment will also correct an error made regarding the warning and especially with the Slovenian language.

Overview
EN 12586:2007/FprA1 is a draft amendment to the CEN standard for soother (pacifier) holders that updates safety requirements and test methods to address an identified strangulation hazard. Prepared by CEN/TC 252, the amendment clarifies measurement and testing procedures, tightens length restrictions for looped straps, updates ventilation and probe tests, and corrects the Slovenian translation of the warning text. The intent is to ensure consistent national adoption and to prevent circumvention of existing safety limits.
Key practical points: the amendment introduces a maximum loop length of 110 mm for any strap section capable of forming a loop, specifies test forces for loop measurement, revises ventilation and fastener test references, and supplies corrected Slovenian warning phrases.
Key Topics
Strangulation risk and loop limits
- A new restriction limits any looped part of a strap to a maximum length of 110 mm when tested.
- The rationale notes that a strap formed as a loop could fit over a child's head even when the overall holder length complies with the 220 mm limit.
Measurement and test method updates
- Loop measurement is to be performed under a tensile force of (25 ± 2) N; looped parts are tested in isolation.
- Several figure references and guide labels are renumbered for clarity (Figures 16–18 for guide tests).
Ventilation, finger probe and fastener tests
- Ventilation hole requirements are clarified where permanent or detachable components protrude beyond guide bases.
- Finger trap testing calls for a 5.5 mm probe and, if penetration is greater than 10 mm, a 12 mm probe is used.
- Permanent fasteners that protrude past guide bases must include ventilation holes when tested in accordance with the revised methods.
Labeling and language correction
- Table A.1 is amended with a corrected Slovenian warning statement to ensure accurate user warnings in that language.
Applications
This amendment is directly relevant to:
- Manufacturers and designers of soother holders and pacifier accessories who must ensure compliance with length, loop and fastener requirements.
- Test laboratories and conformity assessors applying the updated measurement forces, probe sizes and guide-based test procedures.
- National standards bodies implementing CEN amendments and translators responsible for accurate warning text across languages.
Related Standards
- EN 12586:2007 - original European standard for soother holders.
- SIST EN 12586:2008/kFprA1:2010 - Slovenian adoption noting the amendment and corrected warning translation.
For product safety, apply the updated measurement and test methods in EN 12586:2007/FprA1 and ensure warnings and labelling reflect the corrected translations and the tightened loop-length protection.
