Overview

EN 16489-3:2014 is the CEN standard that defines requirements for the provision of professional indoor UV exposure services. It focuses on how indoor tanning facilities deliver services to consumers, strengthening consumer protection, safety, hygiene and information. The standard is explicitly not applicable to medical uses of UV exposure and does not replace appliance safety requirements covered by EN 60335-2-27.

This part (Part 3) complements EN 16489-1 (training) and EN 16489-2 (consultant competence) to provide a coherent framework for safe and consumer-focused indoor tanning services across CEN member states.

Key Topics

  • Consumer information

    • Facilities must make safety and usage information available in-person, in print (flyers/posters/stickers) or by video presentation.
    • At least one form of information must be easily accessible on each visit.
    • Tanning booths must display device-specific safety and functional information per EN 60335-2-27.
  • Equipment and maintenance

    • All indoor tanning appliances shall comply with EN 60335-2-27 (which also limits certain irradiance levels).
    • UV emitters may be replaced only with types approved for the appliance.
    • Facilities must keep maintenance records and ensure personnel understand essential safety requirements.
  • Hygiene

    • Facilities and booths should be kept clean; floors and walls cleaned according to local regulations.
    • Appliances must be cleaned before every use and disinfected following manufacturer or manager procedures.
    • Eye protection devices must be available and either new or disinfected before each use.
  • Complaints handling

    • An effective complaints logging and handling process is required.
    • Facilities should analyse feedback and document follow-up actions and provide clear contact details for the responsible person.

Applications

This standard is intended for:

  • Owners and managers of indoor tanning facilities and tanning booths
  • Service designers and operations staff responsible for consumer safety, hygiene and information
  • Auditors, conformity assessors and national bodies assessing service provision practices

Practical benefits include improved consumer trust, consistent hygiene and maintenance practices, clearer documentation for inspections, and a structured complaints process.
