Overview

SIST EN 16489-3:2015 – Professional indoor UV exposure services - Part 3: Requirements for the provision of services – is a key European standard defining the requirements and assessment of service provision in indoor UV exposure facilities, such as tanning salons. Developed by the Slovenian Institute for Standardization (SIST), this standard is designed to strengthen consumer protection and ensure safety for users of professional indoor tanning services. Notably, SIST EN 16489-3:2015 specifically excludes any medical uses of indoor UV exposure and does not set requirements for UV appliances themselves, which are covered under EN 60335-2-27.

Key Topics

  • Consumer Safety and Information: The standard mandates that all tanning facilities provide accessible, clear, and accurate information regarding the effects of UV tanning on the skin and relevant safety instructions. Consumers must receive this information through methods such as printed materials, in-person guidance, or video presentations on every visit.
  • Service Provision and Staff Qualifications: Services must be provided in accordance with complementary standards: EN 16489-1 (training requirements) and EN 16489-2 (qualification and competence of consultants).
  • Equipment Compliance: All indoor tanning appliances used in these facilities must meet the requirements of EN 60335-2-27. Proper records of equipment maintenance, safety checks, and regular inspection according to manufacturer and legal requirements are essential.
  • Hygiene Practices: Facilities and tanning booths must maintain high standards of cleanliness, including regular cleaning and disinfection, especially on surfaces touched by consumers. Eye protection in compliance with EN 60335-2-27 must be available and either new or sanitized before each use.
  • Complaints Handling: Establishments are required to implement an effective complaints handling process, with accessible means for logging and addressing customer feedback. Contact details for responsible personnel must be available.

Applications

The practical value of SIST EN 16489-3:2015 lies in its direct application to:

  • Professional Tanning Salons: Ensures that businesses offering indoor UV exposure adhere to consistent safety, hygiene, and service practices.
  • Consumer Protection: Enhances confidence for clients by guaranteeing quality and minimizing health risks associated with UV tanning.
  • Staff Training and Management: Provides clear expectations for personnel responsibilities, including the distribution of safety information and maintaining hygienic environments.
  • Operational Compliance: Helps business owners align with both national and European regulations, reducing potential liability while supporting best practices for customer service, equipment maintenance, and documentation.

These requirements help standardize the indoor tanning industry, supporting both regulatory compliance and consumer trust.

Related Standards

For holistic compliance and operational excellence, the following standards are directly referenced or form part of the SIST EN 16489 series:

  • EN 60335-2-27: Household and similar electrical appliances – Safety – Part 2-27: Particular requirements for appliances for skin exposure to ultraviolet and infrared radiation. Covers safety requirements for tanning appliances themselves.

SIST EN 16489-3:2015

Introduction Over the years, the quality and safety of indoor tanning appliances - without which a tanning centre cannot operate – has improved substantially. This is especially the case since the publication of EN 60335-2-27:2010, which limits the erythemal irradiation to 0,3 W/m². This is based on the conclusions of a “Scientific Committee on Consumer Products” report of the European Commission on the “Biological effects of ultraviolet radiation relevant to health with particular reference to sunbeds for cosmetic purposes”, published in 2006 [1]. On the other hand, the safe use of commercially offered indoor tanning appliances is critically dependent on the way the service is provided. Particularly important is the way in which potential consumers are informed about the proper use of tanning appliances taking into account the personal characteristics of the consumer, in order to minimize the risk of skin cancer and other
