Aircraft ground support equipment - Specific requirements - Part 1: Passenger stairs
This Part of EN 12312 deals with the technical requirements to minimise the hazards listed in clause 4 which can arise during the commissioning, the operation and the maintenance of passenger stairs when carried out in accordance with the specifications given by the manufacturer or his authorised representative. It also takes into account some requirements recognized as essential by the health and safety authorities, aircraft and vehicle manufacturers as well as airlines and handling agencies.
This standard applies to:
- self-propelled stairs with seated driver (see annex A);
- pedestrian controlled stairs;
- towable stairs equipped with powered means, e.g. for height adjustment, stabilizers (see annex A);
- automatic levelling systems of stairs;
for embarking/disembarking of passengers.
NOTE 1 Powered should be also understood as manual effort stored in springs or hydraulic accumulators, etc., the dangerous action of which can be produced or can continue after the manual effort has ceased or directly applied manual effort for lifting or lowering loads.
NOTE 2 Those clauses of this standard that can apply may also be used as a guideline for the design of towable stairs without powered means.
This standard does not apply to pneumatic systems.
This standard does not establish requirements for hazards caused by noise and vibration.
This Part of EN 12312 is not applicable to passenger stairs which are manufactured before the date of publication by CEN of this standard.
Luftfahrt-Bodengeräte - Besondere Anforderungen - Teil 1: Fluggasttreppen
Anwendungsbereich
Dieser Teil von EN 12312 behandelt die technischen Anforderungen für Fluggasttreppen zur Minimierung der in Abschnitt 4 aufgelisteten Gefährdungen, die bei Inbetriebnahme, Betrieb und Wartung auftreten können, wenn diese in Übereinstimmung mit den Anweisungen des Herstellers oder seines Beauftragten ausgeführt werden. Er berücksichtigt auch einige Anforderungen, die von den Organen der Arbeitssicherheit und des Gesundheitsschutzes, Luftfahrzeug- und Bodengeräteherstellern sowie Luftverkehrs- und Abfertigungsgesell-schaften als wesentlich erachtet wurden.
Diese Norm gilt für:
¾ selbstfahrende Treppen mit Fahrerplatz (siehe Anhang A);
¾ mitgängergeführte Treppen;
¾ schleppbare Treppen mit kraftbetriebenen Einrichtungen, z. B. zur Höhenanpassung, Abstützungen (siehe Anhang A);
¾ automatische Nachführeinrichtungen für Treppen;
die für das Ein- und Aussteigen von Fluggästen bestimmt sind.
ANMERKUNG 1 Kraftbetrieben sollte auch verstanden werden als in Federn gespeicherte menschliche Arbeitskraft oder
hydraulische Akkumulatoren o. ä., nutzen und deren gefährliche Wirkung nicht zwangsläufig mit Einstellung der menschlichen Tätigkeit beendet ist oder unmittelbar angewandte menschliche Arbeitskraft zum Heben oder Senken von Lasten.
ANMERKUNG 2 Zutreffende Abschnitte dieser Norm können auch als Grundlage für die Gestaltung von schleppbaren
Treppen ohne kraftbetätigte Einrichtungen dienen.
Diese Norm gilt nicht für pneumatische Systeme.
Diese Norm enthält keine Festlegungen für Gefährdungen, die durch Lärm und Vibration verursacht werden.
Dieser Teil von EN 12312 gilt nicht für Fluggasttreppen, die vor der Veröffentlichung dieser Norm durch CEN hergestellt wurden.

La présente partie de l'EN 12312 spécifie les exigences techniques pour réduire les phénomènes dangereux énumérés à l'article 4 qui peuvent survenir lors des opérations de mise en ¿uvre, d'exploitation et de maintenance des escaliers passagers lorsqu'elles sont réalisées conformément aux spécifications données par le fabricant ou son représentant légal. Elle tient également compte de certaines exigences reconnues comme essentielles par les autorités sanitaires et d'hygiène, les constructeurs d'aéronefs et de matériels ainsi que les compagnies aériennes et les agents de manutention.
La présente norme s'applique :
¾ aux escaliers passagers autotractés à conducteur assis (voir l'annexe A) ;
¾ aux escaliers passagers à conducteur accompagnant ;
¾ aux escaliers passagers tractés avec équipements motorisés tels que par exemple réglage de la hauteur, stabilisateurs (voir l'annexe A) ;
¾ aux systèmes de mise à niveau automatique des escaliers ;
pour l'embarquement/le débarquement des passagers.
NOTE 1 En règle générale, le terme "motorisé" s'applique également d'une part à la force manuelle emmagasinée dans les suspensions ou accumulateurs hydrauliques, etc. susceptible de provoquer un risque ou de le faire durer même après l'arrêt de l'application de la force manuelle ou d'autre part à la force manuelle directement appliquée lors des opérations de levage ou de descente de charges.
NOTE 2 Les articles de la présente norme applicables peuvent également être utilisés comme lignes directrices pour la conception d'escaliers passagers tractés sans équipements motorisés.
La présente norme ne s'applique pas aux systèmes pneumatiques.
La présente norme ne fixe pas d'exigences en ce qui concerne les phénomènes dangereux dus au bruit et aux vibrations.
La présente partie de l'EN 12312 ne s'applique pas aux escaliers passagers fabriqués avant la date de publication de la présente norme par le CEN.
