Introduction
Various EU-Directives and National Regulations regarding energy saving and energy performance of
buildings require proof of energy efficiency.
These requirements and rising energy costs are encouraging owners and occupiers of buildings to reduce
their energy consumption. The cost for energy will be a critical factor in property rental in the future.
The Building Automation and Control (BAC) standards (mainly EN ISO 52120-1, EN 15500-1 and their
respective accompanying Technical Reports CEN ISO/TR 52120-2 and CEN/TR 15500-2) show the
importance of BAC quality in order achieving via control accuracy, BAC functions and BAC strategies
desired comfort (e.g., human health and productivity) while maintaining maximum efficiency. In
response to these concerns, eu.bac (the European Building Automation and Controls Association) set up
the European Certification Scheme for Building Automation. Within this certification scheme, an
“interchangeability” concept and rules were developed. It is based on European Standard EN 15500-1
and its accompanying Technical Report CEN/TR 15500-2.
Since more and more components become available, each component of a BAC control loop ideally will
be described in a set of standards. In addition, this document aims to ease the appropriate selection of
components in order getting the desired control loop quality and the desired performance. It also shows
the relationship between the set of standards and quality and performance criteria.
The set of standards covers sensors, valves and actuators used in a building automation and controls in
conjunction with a BAC controller. These components contribute to the control accuracy of a control loop.
Classifications and test methodologies for these components are described in each standard. Based on
the set of standards, a self-declaration of the manufacturer can be taken into consideration for the
Interchangeability.
Table 1 shows the list of applications covered by the eu.bac certification scheme, depending on the
building services and energy carriers.
