Railway applications - Track - Demountable machines and associated equipment - Part 1: Technical requirements for running and working

This European Standard deals with the technical requirements to minimize the specific railway hazards of self propelled demountable machines - henceforward referred to as machines - and associated equipment, which can arise during the commissioning, the operation and the maintenance of these machines when carried out in accordance with the specification given by the manufacturer or his authorised representative. This European Standard applies to machines that are not intended to operate signalling and control systems. Other similar machines are dealt with in other European Standards, see Annex F.
NOTE   Machines not intended for operating signalling and control systems are only permitted to run under special conditions and within areas specifically designated by the infrastructure manager.
Part 1 of this standard deals with the requirements for approval of machines by an authorised body; part 2 deals with the requirements for the machine to be declared conformant by the manufacturer, except in the case of machines classified in Machinery Directive, Annex 4 which requires conformity check in conjunction with a notified body.
Additional requirements can apply for running on infrastructures with narrow gauge or broad gauge lines, lines of tramways, railways utilizing other than adhesion between the rail and rail wheels and underground infrastructures.
This European Standard is also applicable for machines and associated equipment that in working configuration are partly supported on the ballast or the formation.
This European Standard does not apply to the following:
-   requirements for quality of the work or performance of the machine;
-   specific requirements established by the railway infrastructure operator for the use of machines, which will be the subject of negotiation between the manufacturer and the purchaser;
-   separate machines temporarily mounted on demountable machines and associated equipment.

Bahnanwendungen - Oberbau - Ausgleisbare Maschinen und zugehörige Ausstattung - Teil 1: Technische Anforderungen an das Fahren und den Arbeitseinsatz

Dieses Dokument legt die Anforderungen für ausgleisbare Maschinen und Anhänger, einschließlich Zweiwege-Anhänger, die nachfolgend als "Maschinen" bezeichnet werden, fest.
ANMERKUNG   Anhänger, einschließlich Zweiwege-Anhänger, werden als Maschinen angesehen, da sie von angetriebenen Maschinen auf dem Gleis bewegt werden.
Dieses Dokument beschreibt die Anforderungen, wie mit den üblichen Gefahren durch ihre Verwendung auf Bahngleisen während des Transports, der Montage und Installation, der Inbetriebnahme, der Versetzfahrt und Arbeiten im/am Gleis, der Nutzung einschließlich der Einstellung, Programmierung und Verfahrensumstellung, des Betriebs, der Reinigung, der Fehlersuche, der Wartung und der Außerbetriebnahme der Maschinen und der zugehörigen Ausrüstung bei bestimmungsgemäßer Verwendung und unter vernünftigerweise vorhersehbaren Fehlanwendung umzugehen ist.
Diese Maschinen sind weder für den Betrieb mit Signal  und Zugsicherungssystemen konstruiert noch vorgesehen. Sie sind nur für den Arbeitseinsatz und die Versetzfahrt bei besonderen Betriebsbedingungen in Übereinstimmung mit den durch die Infrastrukturbetreiber zugelassenen Betriebsbedingungen konstruiert und vorgesehen. Diese Maschinen dürfen nicht auf Eisenbahnstrecken eingesetzt werden, die für den normalen Verkehr freigegeben sind.
ANMERKUNG   Andere schienengebundene Eisenbahninstandhaltungsmaschinen und Maschinen zur Inspektion der Infrastruktur werden in anderen Europäischen Normen behandelt, siehe CEN/TR 17498:2020.
Dieses Dokument gilt auch für Maschinen und zugehörige Ausrüstungen, die sich in Arbeitsmodus teilweise auf dem Schotter oder dem Untergrund (Planum) abstützen.
Die Anforderungen in dieser europäischen Norm basieren auf der Annahme, dass die Maschinen von geschultem Personal benutzt, bedient und gewartet werden.
Dieses Dokument gilt nicht für:
-   Anforderungen an die Qualität von Arbeiten oder die Leistung der Maschine;
-   Verwendung von separater Ausrüstung, die vorübergehend an Maschinen montiert ist;
-   Maschinen, die die Oberleitungsanlage für Antriebszwecke oder als Energiequelle verwenden;
-   Gefahren verursacht durch Luftdruckstöße von vorbeifahrenden Hochgeschwindigkeitszügen mit mehr als 200 km/h;
-   Einsätze, die besonderen Regeln unterliegen, z. B. explosionsgefährdete Umgebungen;
-   Gefahren aufgrund natürlicher Ursachen, z. B. Erdbeben, Blitzschlag, Überschwemmung;
-   Arbeitsverfahren;
-   Betrieb unter schwierigen Arbeitsbedingungen, die besondere Maßnahmen erfordern, z. B. korrosive Umgebung, kontaminierte Umgebungen, starke Magnetfelder;
-   Gefahren durch freischwebende Lasten, die schwingen können.

Le présent document spécifie les prescriptions applicables aux machines déraillables et aux remorques, notamment les remorques rail-route - désignées ci-après les « machines ».
NOTE   Les remorques, y compris les remorques rail-route, sont considérées comme des machines, car elles sont déplacées le long de la voie par des machines motorisées.
Le présent document spécifie les prescriptions pour traiter les phénomènes dangereux courants induits par l'utilisation de ces machines sur l'infrastructure ferroviaire durant le transport, l'assemblage et l'installation, la réception, la circulation et le travail sur voie, l'utilisation (y compris montage, programmation et changement des procédés), l'exploitation, le nettoyage, la localisation des défauts, l'entretien et le démantèlement des machines et des équipements associés lorsqu'ils sont utilisés dans les conditions prévues et dans les mauvaises conditions d'emploi qui peuvent être raisonnablement anticipées.
Ces machines ne sont ni conçues ni prévues pour interagir avec les systèmes de signalisation et de contrôle ; elles sont uniquement destinées à se déplacer et à travailler dans des conditions d'exploitation particulières conformément à celles autorisées par les gestionnaires d'infrastructure. Ces machines ne sont pas autorisées à circuler sur les lignes ferroviaires ouvertes au trafic normal.
NOTE   Les autres machines d'inspection de l'infrastructure et d'entretien ferroviaire montées sur rail sont traitées dans d'autres Normes européennes (voir Rapport technique CEN/TR 17498:2020.
Le présent document s'applique aussi aux machines et aux équipements associés qui, en mode travail, prennent partiellement appui sur le ballast ou sur la plate-forme.
Les prescriptions du présent document reposent sur l'hypothèse que les machines sont utilisées, exploitées et entretenues par des personnes qualifiées.
Le présent document ne s'applique pas :
-   aux prescriptions relatives à la qualité du travail ou aux performances de la machine ;
-   à l'utilisation d'équipements distincts montés pour une durée temporaire sur des machines ;
-   aux machines utilisant le système caténaire pour la traction ou comme source d'alimentation ;
-   aux phénomènes dangereux dus à la pression de l'air causée par le passage des trains à grande vitesse à plus de 200 km/h ;
-   à la mise en œuvre de la machine dans des conditions faisant l'objet de règles spéciales, par exemple atmosphère potentiellement explosive ;
-   aux phénomènes dangereux dus à des causes naturelles, par exemple tremblement de terre, foudre, inondation ;
-   aux méthodes de travail ;
-   à l'exploitation dans des conditions de travail sévères exigeant des mesures particulières, par exemple environnements corrosifs ou contaminants, champs magnétiques de forte intensité ;
-   aux phénomènes dangereux dus aux mouvements de charges librement suspendues susceptibles de se balancer.
