Overview
EN 81-70:2021/FprA1 is a European standard developed by CEN Technical Committee CEN/TC 10 that sets forth safety rules for the construction and installation of passenger and goods passenger lifts, with a strong focus on accessibility for all persons, including persons with disabilities. This amendment improves and updates requirements initially outlined in EN 81-70:2021, aiming to guarantee safe, independent, and accessible use of lifts by people with various disabilities.
This standard complements other EN 81 series parts and supports compliance with relevant European Union Directives. It specifies essential parameters such as luminance contrast, lighting, and signage to enhance usability and accessibility in elevator design.
Key Topics
- Accessibility Requirements: Specifies minimum criteria for lift design to facilitate use by persons with disabilities.
- Luminance Contrast Standards: Defines requirements for the contrast between surfaces, control buttons, symbols, and background using the Michelson contrast formula to ensure visibility.
- Illumination of Control Devices: Mandates a minimum illuminance of 100 lux on controls for improved user interaction.
- Measurement Guidelines: Introduces Annex E with methods for determining luminance contrast and light reflectance values using luminance meter cameras and other instruments.
- Symbol Visibility and Markings: Sets out requirements for clear and distinguishable symbols on lift controls and designation markings.
- Guidance for Surface Finishes: Recommends using non-reflective (matte) materials and diffuse lighting to minimize glare and reflections on lift controls.
Applications
This standard is crucial for:
- Elevator Manufacturers: To design lifts that meet stringent accessibility and safety criteria for a diverse user base.
- Lift Installation Professionals: Ensuring installations conform to accessible design principles and lighting requirements.
- Architects and Building Designers: Integrating compliant lifts that support inclusive design in new and renovated buildings.
- Facility Managers and Compliance Officers: Verifying that elevators within their facilities provide accessible and safe operation for persons with disabilities.
- Regulatory Bodies and Inspectors: Enforcing accessibility standards aligned with EU directives and promoting inclusive transportation solutions.
By following EN 81-70:2021/FprA1, stakeholders contribute to creating environments where lifts are easily usable by all, including those with visual impairments, mobility limitations, or other disabilities.
Related Standards
- EN 81 Series: A comprehensive set of European standards focused on lift safety and performance.
- EN ISO 21542:2021: Building construction accessibility standards referenced for luminance contrast guidance.
- EN ISO/CIE 11664-3:2019: Defines CIE Tristimulus Values for colorimetry, important for light reflectance measurements detailed in Annex E.
- EU Directives: This standard supports compliance with relevant EU laws regarding accessibility and safety in public and private buildings.
Practical Value and Summary
EN 81-70:2021/FprA1 ensures lifts are designed and installed to be accessible, safe, and comfortable for everyone, especially persons with disabilities. Incorporating updated luminance contrast measures and illumination requirements enhances visibility of controls and signage, reducing operational barriers. The detailed measurement guidance supports quality control and standardized verification across the industry.
Compliance with this standard not only meets regulatory requirements but also promotes universal accessibility, fostering inclusivity in urban infrastructure and elevating user experience for lift passengers worldwide.
