Household and similar electrical appliances - Safety - Part 2-8: Particular requirements for shavers, hair clippers and similar appliances

IEC 60335-2-8:2012 deals with the safety of electric shavers, hair clippers and similar appliances intended for household and similar purposes, their rated voltage being not more than 250 V. Examples of similar appliances are those used for manicure and pedicure. Appliances not intended for normal household use, but which nevertheless may be a source of danger to the public, such as appliances intended to be used by laymen in shops and on farms, are within the scope of this standard. Examples of such appliances are animal clippers, animal shearers and appliances for hairdressers. As far as is practicable, this standard deals with the common hazards presented by appliances that are encountered by all persons in and around the home. However, in general, it does not take into account, persons (including children) whose physical, sensory or mental capabilities; or lack of experience and knowledge prevents them from using the appliance safely without supervision or instruction or children playing with the appliance. This sixth edition cancels and replaces the fifth edition published in 2002 including its Amendment 1 (2005) and its Amendment 2 (2008). It constitutes a technical revision. The principal changes in this edition as compared with the fifth edition of IEC 60335-2-8 are as follows: - modified requirements for animal shearers (6.1, 11.8, 22.36); - modified requirements for animal clippers (3.102, 11.8, 24.1.3); - deleted reference to ISO 13732-1 from the Bibliography. The attention of National Committees is drawn to the fact that equipment manufacturers and testing organizations may need a transitional period following publication of a new, amended or revised IEC publication in which to make products in accordance with the new requirements and to equip themselves for conducting new or revised tests. It is the recommendation of the committee that the content of this publication be adopted for implementation nationally not earlier than 12 months or later than 36 months from the date of publication. La CEI 60335-2-8:2012 traite de la sécurité des rasoirs, tondeuses et appareils analogues, pour usages domestiques et analogues, dont la tension assignée n'est pas supérieure à 250 V. Comme exemples d'appareils analogues, on peut citer les appareils pour les soins des mains et des pieds. Les appareils non destinés à un usage domestique normal mais qui néanmoins peuvent constituer une source de danger pour le public, tels que les appareils destinés à être utilisés par des usagers non avertis dans des magasins et dans des fermes, sont compris dans le domaine d'application de la présente norme. Comme exemples de tels appareils, on peut citer les tondeuses pour bétail, les tondeuses pour animaux domestiques et les appareils pour coiffeurs. Dans la mesure du possible, la présente norme traite des risques ordinaires présentés par les appareils, encourus par tous les individus à l'intérieur et autour de l'habitation. Cependant, cette norme ne tient pas compte en général des personnes (y compris des enfants) dont les capacités physiques, sensorielles ou mentales; ou le manque d'expérience et de connaissance les empêchent d'utiliser l'appareil en toute sécurité sans surveillance ou instruction et de l'utilisation de l'appareil comme jouet par des enfants. Cette sixième édition annule et remplace la cinquième édition parue en 2002, son Amendement 1 (2005) et son Amendement 2 (2008). Elle constitue une révision technique. Les principales modifications de la présente édition par rapport à la cinquième édition de la CEI 60335-2-8 sont les suivantes (les changements mineurs ne sont pas listés): - modifications des exigences applicables aux tondeuses pour bétail (6.1, 11.8, 22.36); - modifications des exigences applicables aux tondeuses pour animaux domestiques (3.102, 11.8, 24.1.3); - suppression de la référence à l'ISO 13732-1 dans la Bibliographie. L'attention des Comités Nationaux est attirée sur le fait que les fabricants d'appareils et les organismes d'essai peuvent avoir besoin d'une période transitoire après la publication d'une nouvelle publication CEI, ou d'une publication amendée ou révisée, pour fabriquer des produits conformes aux nouvelles exigences et pour adapter leurs équipements aux nouveaux essais ou aux essais révisés. Le comité recommande que le contenu de cette publication soit entériné au niveau national au plus tôt 12 mois et au plus tard 36 mois après la date de publication. Ta evropski standard opisuje varnost električnih brivnikov, strižnikov za lase in podobno,
ki so namenjeni za uporabo v gospodinjstvu in za komercialne namene, pri čemer njihova nazivna napetost ne
presega 250 V.
OPOMBA Z101: Baterijski aparati in drugi enosmerno napajani aparati so zajeti v področju uporabe tega
standarda.
OPOMBA Z103: Primeri podobnih aparatov so strižniki za živali ter ščipalniki za manikuro in pedikuro.
OPOMBA Z103: Primeri aparatov za uporabo v gospodinjstvu so aparati za običajne gospodinjske
funkcije, ki se uporabljajo v gospodinjstvu in jih lahko uporabljajo tudi neprofesionalni uporabniki za opravljanje običajnih gospodinjskih funkcij:
• v trgovinah, pisarnah in drugih podobnih delovnih okoljih;
• na kmetijah;
• stranke v hotelih, motelih in drugih stanovanjskih okoljih;
• v gostiščih.
Aparati in naprave, ki so namenjeni strokovnim ali usposobljenim uporabnikom v trgovinah, lahki industriji in
na kmetijah, ter aparati in naprave, ki so namenjeni nestrokovnim osebam za komercialno uporabo,
so zajeti v področju uporabe tega standarda.
Dodatne zahteve za te aparate so navedene v dodatku ZE.
OPOMBA Z104: Primeri takih aparatov in naprav so aparati za manikuro in pedikuro, strižniki
za živali za komercialno uporabo in aparati za frizerje.
Ta standard obravnava vsa razumno predvidljiva tveganja, ki jih predstavljajo aparati in naprave,
ki jih uporabljajo vse osebe.
Vendar na splošno ne upošteva:
• otrok, ki se z aparatom igrajo,
• zelo majhnih otrok, ki uporabljajo aparate;
• majhnih otrok, ki uporabljajo brivnik za suho ali mokro britje;
• majhnih otrok, ki brez nadzora uporabljajo strižnik za živali, strižnik za lase ter naprave za
manikuro in pedikuro;
• otrok, ki uporabljajo strižnik za živali.
Ugotovljeno je, da imajo lahko zelo ranljive osebe potrebe, ki presegajo raven, obravnavano v tem standardu. OPOMBA Z105: Opozoriti je treba na dejstvo, da
– so za aparate, ki so namenjeni za uporabo v vozilih ali na krovu ladij ali letal, morda potrebne dodatne zahteve;
– v številnih državah nacionalni zdravstveni organi, nacionalni organi, odgovorni za varstvo pri delu, nacionalni organi za oskrbo z vodo ter drugi podobni organi določajo dodatne zahteve.
OPOMBA Z106: Ta standard se ne uporablja za
– aparate, ki so namenjeni za uporabo na lokacijah, kjer veljajo posebne razmere, kot je prisotnost
korozivne ali eksplozivne atmosfere (prah, hlapi ali plin);
– masažne aparate (EN 60335-2-32),
– aparate, namenjene za medicinske namene (EN 60601).
