Fire hazard testing - Part 1-21: Guidance for assessing the fire hazard of electrotechnical products - Ignitability - Summary and relevance of test methods

IEC 60695-1-21:2016 provides a summary of test methods that are used to determine the ignitability of electrotechnical products or materials from which they are formed. It also includes test methods in which, by design, ignitability is a significant quantifiable characteristic. It represents the current state of the art of the test methods and, where available, includes special observations on their relevance and use. The list of test methods is not to be considered exhaustive, and test methods which were not developed by the IEC are not to be considered as endorsed by the IEC unless this is specifically stated. This basic safety publication is primarily intended for use by technical committees in the preparation of standards in accordance with the principles laid down in IEC Guide 104 and ISO/IEC Guide 51. It is not intended for use by manufacturers or certification bodies. This first edition of IEC 60695-1-21 cancels and replaces the first edition of IEC TR 60695-1-21 published in 2008. It constitutes a technical revision. This edition includes the following significant technical changes with respect to the previous edition: - Change from a TR to an international standard; - Modified Introduction; - Modified Scope; - Updated normative references; - Updated terms and definitions; - Updates and new text in Clause 4; - Addition of text concerning ASTM D 3638; - Updates to Annex A and Updates to the bibliography. This part of IEC 60695 specifies the glow-wire apparatus and common test procedure to simulate the effects of thermal stresses which may be produced by heat sources such as glowing elements or overloaded resistors, for short periods, in order to assess the fire hazard by a simulation technique. The test procedure described in this document is a common test procedure intended for the small-scale tests in which a standardized electrically heated wire is used as a source of ignition. It is a common part of the test procedures applied to end products and to solid electrical insulating materials or other solid combustible materials. A detailed description of each particular test procedure is given in IEC 60695-2-11, IEC 60695-2-12 and IEC 60695-2-13. This second edition cancels and replaces the first edition published in 2011. This edition constitutes a technical revision. This part of IEC 60695 specifies the details of the glow-wire test to be applied to test specimens of solid electrical insulating materials or other solid materials for flammability testing to determine the glow-wire flammability index (GWFI). GWFI is the highest temperature, determined during this standardized procedure, at which the tested material does not ignite or, if it does, extinguishes within 30 s after removal of the glow-wire and is not totally consumed; and molten drips, if they occur, do not ignite the wrapping tissue. This test method is a materials test carried out on a series of standard test specimens. The data obtained, along with data from the glow-wire ignition temperature (GWIT) test method for materials, IEC 60695-2-13, can then be used in a preselection process in accordance with IEC 60695-1-30 [4] to judge the ability of materials to meet the requirements of IEC 60695-2-11. NOTE As an outcome of conducting a fire hazard assessment, an appropriate series of preselection flammability and ignition tests can allow a reduction of end product testing. The data obtained, along with data from the glow-wire flammability index (GWFI) test method for materials, IEC 60695-2-12, can then be used in a preselection process in accordance with IEC 60695-1-30 [4] to judge the ability of materials to meet the requirements of IEC 60695-2-11. Specifies a needle-flame test to simulate the effect of a small flame which may result from fault conditions, in order to assess by a simulation technique the fire hazard. It is applicable to electrotechnical equipment, its sub-assemblies and components and to solid electrical insulating materials or other combustible materials. This first edition of EN 60695-11-5 cancels and replaces the second edition of EN 60695-2-2, issued in 1991 and its amendment 1 (1994). It also constitutes a technical revision. The structure of this standard remains essentially the same with some major new changes and concepts added: - The scope has been broadened to allow this test method to also simulate the effects of small flames from outside the equipment. - A new concept has been added which allows the burner to be moved during the test to avoid dripping material from falling onto the tip of the burner tube. - The burner tube material is now a referenced source. - The reference for the copper block material has changed - the ISO publication (ISO 1337) has been withdrawn with no replacement. A new callout is now used. - Informative Annex B and a bibliography have been added. It has the status of a basic safety publication in accordance with IEC Guide 104.
