FprEN IEC 60335-2-21:2026/FprAA:2026 is a CENELEC draft amendment for household and similar electrical appliances, focused on the safety requirements for storage water heaters. It is being developed by CLC/TC 61 and, if approved, will modify prEN IEC 60335-2-21:2024 and be read together with Part 1.
What does FprEN IEC 60335-2-21:2026/FprAA:2026 specify?
FprEN IEC 60335-2-21:2026/FprAA:2026 specifies amendments to the European safety standard for storage water heaters. The document adjusts general scope wording, user instructions, test conditions for remote operation, abnormal-operation checks, construction requirements, and the treatment of rusting, and it updates the annexes linked to EU and national application.
The amendment is organized as changes to the introduction and to clauses 1, 2, 7, 11, 19, 22 and 31, followed by updates to the annexes and bibliography. It is read in conjunction with prEN IEC 60335-2-21:2024 and uses the same Part 1 structure, with extra European clauses and annexes marked with the prefix Z.
| Annex | What it covers |
|---|---|
| ZA | Normative references to international publications and their European publications |
| ZB | Special national conditions |
| ZC | A-deviations |
| ZE | Specific additional requirements for commercial use - not applicable |
| ZZA | Relationship to the safety objectives of Directive 2014/35/EU |
| ZZB | Relationship to Directive 2006/42/EC - not applicable |
| ZZC | Relationship to the essential requirements of Directive 2014/53/EU |
What are the key requirements of FprEN IEC 60335-2-21:2026/FprAA:2026?
FprEN IEC 60335-2-21:2026/FprAA:2026 mainly strengthens how storage water heaters are described, instructed, and tested when they can be operated remotely. It also adds specific national conditions and EU conformity information that matter for market access and testing.
Scope and user considerations
Clause 1 replaces the scope wording so the standard is framed around reasonably foreseeable hazards. It also adds a note that people with disabilities may have needs beyond the level addressed by the document, which is important when assessing user instructions and accessibility-related risks.
Markings and instructions
Clause 7 expands the instruction content. The instructions must cover intended use, user maintenance and operation, training where needed, safe adjustment and maintenance, stability conditions during use and dismantling, what to do in an accident or breakdown, the maximum weight including accessories and packaging, and the statement that repairs are to be done by competent persons.
Clause 7.12 also adds a specific instruction that children aged from 3 years are only allowed to operate the tap connected to the water heater. In practice, manufacturers need to make the user documentation match the appliance’s real operating risks and user population.
Heating and abnormal operation
Clause 11 adds a remote-operation test condition: the heating test is repeated with control units and switches set to the highest setting and the longest remotely selectable duration. This matters for appliances that can be started, adjusted, or left running remotely.
Clause 19 adds an abnormal-operation case for three-phase water heaters with star connection and no neutral: all separate thermostats in the phases are short-circuited at the same time. That gives a more severe fault condition for safety evaluation.
Construction and continuous remote operation
Clause 22 adds requirements at 22.40, 22.49 and 22.51 for appliances intended for remote operation. They must be able to operate continuously, automatically or remotely without creating a hazard, which is important for connected or unattended products.
Applicability of rusting test
Clause 31 changes the treatment of resistance to rusting by making the Part 1 clause not applicable. Readers should treat corrosion assessment through the clause structure given here, not by automatically applying Part 1.
National and conformity annexes
Annex ZB adds special national conditions for Denmark, Finland, Norway and Sweden on minimum rated pressure for closed water heaters, and for Denmark on minimum clear flow diameter for certain inlet and safety components. Annex ZC adds United Kingdom A-deviations, including extra safety devices for unvented water heaters and a maximum stored-water temperature of 100 °C.
What terms does FprEN IEC 60335-2-21:2026/FprAA:2026 define?
- Storage water heaters - Appliances covered by this part, used to store heated water for later use.
- Remote operation - Operation controlled at a distance, including settings that can keep the appliance running automatically or remotely.
- Competent persons - People qualified to carry out repairs safely, as required in the instructions.
- Closed water heaters - Water heaters covered by the national condition in Annex ZB for Nordic countries.
- A-deviations - National deviations listed in Annex ZC that apply in the United Kingdom.
- Presumption of conformity - The legal effect described in Annex ZZA and ZZC when the standard is cited in the Official Journal of the European Union.
- Part 1 - The general safety standard, EN IEC 60335-1:2023, used together with this Part 2 document.
Who uses FprEN IEC 60335-2-21:2026/FprAA:2026?
FprEN IEC 60335-2-21:2026/FprAA:2026 is used by manufacturers of storage water heaters, product designers, test laboratories, certification bodies, and compliance teams. It is also relevant to buyers and regulators who need to check whether a heater’s design, instructions, and test evidence match the safety expectations for household and similar electrical appliances.
The document is especially relevant where appliances include remote operation, where country-specific requirements apply, or where EU low-voltage conformity is being assessed.
What changed in FprEN IEC 60335-2-21:2026/FprAA:2026 from the previous edition?
FprEN IEC 60335-2-21:2026/FprAA:2026 is a draft amendment to prEN IEC 60335-2-21:2024. The changes stated in the document add new wording and requirements to the introduction, scope, normative references, markings and instructions, heating tests, abnormal operation, construction, resistance to rusting, annexes, and bibliography, and it updates the relationship with EU legislation in Annexes ZZA and ZZC.
Which standards are used with FprEN IEC 60335-2-21:2026/FprAA:2026?
FprEN IEC 60335-2-21:2026/FprAA:2026 is read with prEN IEC 60335-2-21:2024 and refers to these publications in its annexes:
- EN IEC 60335-1:2023 - the general safety requirements for household and similar electrical appliances
- IEC 60335-1:2020 - the international basis for Part 1 in the annex reference table
- IEC 60584-1 - thermocouple EMF specifications and tolerances
- IEC 60730-1:2013 with amendments - automatic electrical controls, used in the annex reference table for conformity mapping
What does the FprEN IEC 60335-2-21:2026/FprAA:2026 document contain?
The document contains clause-by-clause amendments rather than a full rewritten standard. It updates the introduction, scope, normative references, instructions, heating test conditions, abnormal-operation testing, construction provisions, and rusting requirements, then adds or revises annexes for national conditions and legal relationship tables.
It also includes correspondence tables in Annex ZZA and ZZC that map clauses to the safety objectives of Directive 2014/35/EU and to the essential requirements of Directive 2014/53/EU. For users who need certification or conformity work, those tables show where the standard is intended to support legal compliance, while the main clauses show the technical safety changes that must be checked.
