Power installations exceeding 1 kV a.c. - Part 1: Common rules

IEC 61936-1:2010 provides common rules for the design and the erection of electrical power installations in systems with nominal voltages above 1 kV a.c. and nominal frequency up to and including 60 Hz, so as to provide safety and proper functioning for the use intended. For the purpose of interpreting this standard, an electrical power installation is considered to be one of the following: a) Substation, including substation for railway power supply; b) Electrical installations on mast, pole and tower; Switchgear and/or transformers located outside a closed electrical operating area; c) One (or more) power station(s) located on a single site. The installation includes generators and transformers with all associated switchgear and all electrical auxiliary systems. Connections between generating stations located on different sites are excluded; d) The electrical system of a factory, industrial plant or other industrial, agricultural, commercial or public premises. The electrical power installation includes, among others, the following equipment: rotating electrical machines; switchgear; transformers and reactors; converters; cables; wiring systems; batteries; capacitors; earthing systems; buildings and fences which are part of a closed electrical operating area; associated protection, control and auxiliary systems; large air core reactor. NOTE: In general, a standard for an item of equipment takes precedence over this standard. This standard does not apply to the design and erection of any of the following: - overhead and underground lines between separate installations; - electric railways; - mining equipment and installations; - fluorescent lamp installations; - installations on ships and off-shore installations; - electrostatic equipment (e.g. electrostatic precipitators, spray-painting units); - test sites; - medical equipment, e.g. medical X-ray equipment. This standard does not apply to the design of factory-built, type-tested switchgear for which separate IEC standards exist. This standard does not apply to the requirements for carrying out live working on electrical installations. This second edition cancels and replaces the first edition, published in 2002. It constitutes a technical revision. The main changes with respect to the previous edition are listed below: - new table of references for additional agreements between manufacturer/contractor/planer and user/orderer/owner (4.1.2); - addition of minimum clearances in air not standardized by IEC but based on current practice in some countries (Annex A); - deletion of nominal voltages (Table 1, Table 2, Clause 5); - addition of regulations for fuses (6.2.15); - simplification of regulations for escape routes (7.5.4); - deletion of special regulations for operating aisles (7.5.4); - modification of clearances for fire protection (Table 3); - modification of safety criteria for earthing systems (10.2.1); - modified curves of permissibly touch voltages (Figure 12, Annex B); - deletion of numbering of subclauses without headlines; - change of "should" to "shall" in many cases or change of subclauses with "should" to a note. The contents of the corrigendum of March 2011 have been included in this copy.

La CEI 61936-1:2010 fournit des règles communes relatives à la conception et la mise en oeuvre des installations électriques dans des systèmes dont les tensions nominales sont supérieures à 1 kV en courant alternatif et la fréquence nominale inférieure ou égale à 60 Hz, afin d'assurer la sécurité et le fonctionnement correct pour l'utilisation prévue. Pour les besoins d'interprétation de la présente norme, une installation de puissance électrique est considérée comme étant l'une des suivantes: a) Poste, y compris poste pour alimentation de réseaux ferroviaires; b) Installations électriques sur mât, pylône et tour; Appareillage et/ou transformateurs situés à l'extérieur d'un local de service électrique fermé; c) Une ou plusieurs centrales électriques placées dans un site unique. L'installation comprend les générateurs et les transformateurs avec tout l'appareillage et tous les auxiliaires électriques associés. Les liaisons entre les centrales situées sur des sites différents sont exclues; d) Le réseau électrique d'une usine, installation industrielle ou autres locaux industriels, agricoles, commerciaux ou publics. L'installation de puissance électrique comprend notamment les matériels suivants: - machines électriques tournantes; - appareillage; - transformateurs et réactances; - convertisseurs; - câbles; - canalisations; - batteries; - condensateurs; - installations de mise à la terre; - bâtiments et clôtures qui font partie d'une zone électrique fermée; - systèmes associés de protection, de commande et auxiliaires; - réactance élevée à noyau d'air. NOTE: Généralement, une norme traitant d'un point particulier du matériel prévaut sur la présente norme. La présente norme ne s'applique pas à la conception et la mise en oeuvre des éléments suivants: - lignes aériennes et souterraines entre des installations différentes; - lignes de chemin de fer électriques; - matériels de mine et installations; - installations d'éclairages fluorescents; - installations sur les bateaux et les plates-formes en mer; - matériels électrostatiques (par exemple, précipitateurs électrostatiques, cabines de peinture); - stations d'essai; - matériel médical, par exemple, équipement à rayons X. La présente norme ne s'applique pas à la conception des appareillages préfabriqués soumis à un essai de type pour lesquels des normes spécifiques CEI existent déjà. Cette norme ne s'applique pas aux exigences relatives aux travaux effectués sous tension sur des installations électriques. Ta del IEC 61936 zagotavlja skupna pravila za načrtovanje in postavitev električnih močnostnih inštalacij v sisteme z nazivnimi napetostmi nad 1 KV izmeničnega toka in nazivno frekvenco do in vključno s 60 Hz, tako da se zagotovi varnost in primerno delovanje za predvideno uporabo. Za namene razlage tega standarda se šteje, da je električna močnostna inštalacija ena izmed naslednjih:
a) postaja, vključno z postajo z napajalnikom za uporabo pri železnici;
b) električne inštalacije na drogu ali stolpu;
stikalne naprave in/ali transformatorji, locirani zunaj zaprtega področja električnega delovanja;
c) eno (ali več) električnih central, lociranih na enem mestu.

OPOMBA: Na splošno ima standard za element opreme prednost pred tem standardom. Ta standard ne velja za načrtovanje in postavitev:
- nadzemnih in podzemnih vodov med ločenimi inštalacijami;
- električne železnice;
- rudarske opreme in inštalacije;
- inštalacije fluorescenčnih sijalk;
- inštalacije na ladjah in na vodi;
- elektrostatične opreme (npr. elektrofiltri, enote barvanja z razpršilom);  
- preskusna mesta;
- medicinske opreme, npr. medicinske rentgenske opreme.
Ta standard ne velja za načrtovanje v tovarnah zgrajenih stikalnih naprav, ki se preskušajo po tipih, za katere obstaja ločeni IEC standard. Ta standard ne velja za zahteve za izvedbo dela na električnih inštalacijah pod napetostjo. Za nizkonapetostne električne inštalacije velja standard serije IEC 60364, če ta standard ne zahteva drugače.

Foreword
The text of document 99/95/FDIS, future edition 2 of IEC 61936-1, prepared by IEC TC 99, System
engineering and erection of electrical power installations in systems with nominal voltages above 1 kV
a.c. and 1,5 kV d.c., particularly concerning safety aspects, was submitted to the IEC-CENELEC parallel
vote.
A draft amendment was prepared by the Technical Committee CENELEC TC 99X, Power installations
exceeding 1 kV a.c. (1,5 kV d.c.) and was submitted to formal vote.
The combined texts were approved by CENELEC as EN 61936-1 on 201X-(dor).
This European Standard partially supersedes HD 637 S1:1999.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN and CENELEC shall not be held responsible for identifying any or all such patent
rights.

Special national conditions
Special national condition: National characteristic or practice that cannot be changed even over a long
period, e.g. climatic conditions, electrical earthing conditions.

NOTE  If it affects harmonization, it forms part of the European Standard.

For the countries in which the relevant special national conditions apply these provisions are normative,
for other countries they are informative.

4.3.2 Finland
The combinations used in Finland are for example:
– 40 °C without ice and without wind;
– 0 °C with ice and without wind;
– 20 °C with wind.
For special projects even value – 50 °C without ice and without wind could be needed.

4.3.4 France
In France, ice load is not considered; only heavy snow is taken into account on the basis of
600 kg/m density.
4.4.2.2 Finland
In Finland even class – 50 °C could be needed.

4.4.2.2 France
In metropolitan France solar radiation limit is 900 W/m².

7.2.1 Finland
Barriers for outdoor installations shall have a minimum height of 2,0 m. They shall fulfil the
same requirements as the external fence. The minimum height of live parts behind a barrier
shall be N + 300 mm with a minimum of 800 mm.

7.2.2 Sweden
The height H for outdoor installations shall be at least H = N + 2 500 mm, with a minimum of
3 000 mm.
7.2.4 Finland
The height H for outdoor installations shall be at least H = N + 2 600 mm with a minimum of
2 800 mm.
7.2.4 Sweden
The hight H for outdoor installations shall be at least H = N + 2 500 mm, with a minimum of
3 000 mm.
7.2.6 Finland
The height of the external fence shall be at least 2 000 mm. The local conditions of snow shall
be taken into account.
7.7 Finland
The minimum height H’ of live parts above surfaces accessible to the general public shall be:
- H’ = 5 500 mm for rated voltages U up to 24 kV;

- H’ = N + 5 300 mm for rated voltages U above 24 kV.

A-deviations
A-deviation: National deviation due to regulations, the alteration of which is for the time being outside the
competence of the CENELEC national member.

This European Standard does not fall under any Directive of the EC.

In the relevant CENELEC countries these A-deviations are valid instead of the provisions of the European
Standard until they have been removed.
Clause Deviation
General France
In France many laws and decrees are mandatory for the design, the construction, the
verification and the control of HV installations. All the French safety and legal requirements,
mainly driven by the ministry of industry (arrêté du 17 mai 2001), the ministry of labour (décret
du 14 novembre 1988) and the grid codes for HV and MV public networks are incorporated in
two national standards; NFC 13-100 and NFC 13-200. Both NFC 13-100 and NFC 13-200 are
globally in line with EN 61936-1. Their application is mandatory in France and they cannot be
superseded by the European Standard, which provide only general rules.
EN 61936-1 does not cover a large part of the field of the French regulation. It cannot be used
in France as a contracting basis between various players involved in HV installation business,
since it may create difficulties, interpretation problems, and confused situations.
The main additional rules and deviations from EN 61936-1 are covered by NFC 13-100 and
NFC 13-200.
Additional rules:
limits of private installations and interfaces with the HV public grid;
mandatory requirements for private installations including power generation;
mandatory requirements for HV substations interfacing private installation to public grid;
rules for architecture design of HV private installations;
detailed rules concerning neutral systems;
detailed rules concerning design and construction of a global earthing system;
additional rules concerning the protection against direct and indirect contact;
additional rules concerning the protection against fire and explosion;
rules dedicated to the protection against over voltages, under voltages, temporary loss of
supply, harmonics;
protection against the noise including French directives;
detailed rules dedicated to HV cables sizing;
additional rules for selection, installation and protection of generators, motors and
transformers;
dedicated rules for metering according to utility requirements;
dedicated rules to the data to be exchanged with the grid operator system and associated
communication equipment;
design and construction of buildings according French directives;
verification and control of HV installations according to French legislation;
detailed information concerning the classification of environmental conditions.

4.2.4 Norway
(Regulation on electrical network and with guide to the regulation. FEF 2006 § 4-3)
One phase to earth shall be disconnected as fast as possible and within:
Directly earthed net: 8 s
Resistance earthed net: 30 s
Insulated and coil earthed net:
Aerial network and mixed cable/aerial network with distribution transformer: 10 s
Aerial network and mixed cable/aerial network without distribution transformer: 120 min
Cable grid (without aerial conductor) with global earthing: 240 min
Net shall be monitored continuously, and clearance for disconnection of earth fault is activated
immediately.
4.2.7 Norway

In private houses, kindergartens and schools maximum 0,4 μT.

4.3.7 France
Short-circuit mechanical stresses are not taken into account for the design of foundations in
France. They are considered to be second order effects and covered by other stress limit.

4.5.2 France
According to the French regulation (arrêté technique – Article 12), in France the noise level is
defined and measured in conformity with the French national standard NF S31 010.

5 Norway
(Regulation on electrical network and with guide to the regulation. FEF 2006 § 4-2)
Insulated and coil earthed cable and aerial network with voltage less or equal to 24 kV shall
have a minimum transition resistance towards earth. If the resistance is less then this value,
operator shall be warned automatically, alternatively the installation can be disconnected.
The value are:
- Cable grid minimum 1 000 Ω;
- Aerial network and mixed network minimum 3 000 Ω.

5.4.1 France
According to French regulation, the minimum clearances distances in air of Tables 1 and 2 are
replaced by Table 32B of the NFC 13-200 for industrial installations and by the following table
for public network substations:

NACIONALNI UVOD
Standard SIST EN 61936-1 (sl), Elektroenergetski postroji za izmenične napetosti nad 1 kV – 1. del:
Skupna pravila (IEC 61936-1:2010, spremenjen), 2011, ima status slovenskega standarda in je
istoveten evropskemu standardu EN 61936-1 (en), Power installations exceeding 1 kV a.c. – Part 1:
Common rules, 2010.
Ta standard delno nadomešča HD 637 S1:1999.

NACIONALNI PREDGOVOR
Evropski standard EN 61936-1:2010 je pripravil tehnični odbor CLC/TC 99X Elektroenergetski postroji,
ki presegajo 1 kV a. c. (1,5 kV d.c.).

Slovenski standard SIST EN 61936-1:2011 je prevod evropskega standarda EN 61936-1:2010. V
primeru spora glede besedila slovenskega prevoda v tem standardu je odločilen izvirni evropski
standard v angleškem jeziku. Slovensko izdajo standarda je potrdil Strokovni svet za področja
elektrotehnike, informacijske tehnologije in telekomunikacij.

Odločitev za privzem tega standarda je v novembru 2010 sprejel Strokovni svet SIST za področja
elektrotehnike, informacijske tehnologije in telekomunikacij.

ZVEZA Z NACIONALNIMI STANDARDI

S privzemom tega evropskega standarda veljajo za omejeni namen referenčnih standardov vsi

Ta evropski standard je CENELEC sprejel 1. novembra 2010. Člani CENELEC morajo izpolnjevati
notranje predpise CEN/CENELEC, ki določajo pogoje, pod katerimi dobi ta standard status
nacionalnega standarda brez kakršnih koli sprememb.

Najnovejši seznami teh nacionalnih standardov in njihovi bibliografski podatki se na zahtevo lahko
dobijo pri Centralnem sekretariatu ali katerem koli članu CENELEC.

Ta evropski standard obstaja v treh uradnih izdajah (angleški, francoski in nemški). Izdaje v drugih
jezikih, ki jih člani CENELEC na lastno odgovornost prevedejo in izdajo ter prijavijo pri Centralnem
sekretariatu, veljajo kot uradne izdaje.

Predgovor
Besedilo dokumenta 99/95/FDIS, prihodnje 2. izdaje IEC 61936-1, ki ga je pripravil tehnični odbor
IEC/TC 99 Sistemski inženiring in gradnja elektroenergetskih postrojev v omrežjih z nazivnimi
izmeničnimi napetostmi nad 1 kV in enosmernimi napetostmi nad 1,5 kV in se nanaša predvsem na
vidike varnosti, je bilo dano v vzporedno glasovanje IEC-CENELEC.

Osnutek dopolnila je pripravil tehnični odbor CENELEC/TC 99X Elektroenergetski postroji za
izmenične napetosti nad 1 kV (enosmerne napetosti nad 1,5 kV) in je bil dan v formalno glasovanje.

Obe besedili skupaj je CENELEC potrdil kot EN 61936-1 od 201X-(dor).

Ta evropski standard delno nadomešča HD 637 S1:1999.

Opozoriti je treba na možnost, da bi lahko bil kateri od elementov tega mednarodnega standarda
predmet patentnih pravic. CEN in CENELEC ne odgovarjata za identifikacijo nobene od teh patentnih
pravic.
Določena sta bila naslednja datuma:
– zadnji datum, do katerega mora EN dobiti status
nacionalnega standarda bodisi z objavo istovetnega besedila
ali z razglasitvijo (dop) dor + 12 mesecev
– zadnji datum, ko je treba razveljaviti nacionalne standarde,
ki so z EN v nasprotju (dow) dor + 36 mesecev

Dodatke ZA, ZB in ZC je dodal CENELEC.

Posebni nacionalni pogoji
Posebni nacionalni pogoji: nacionalne karakteristike ali prakse, ki jih ni mogoče spremeniti niti po
dolgem obdobju, npr. podnebne razmere, pogoji za električne ozemljitve.
OPOMBA: Če to vpliva na harmonizacijo, je to del evropskega standarda.
Za države, na katere se relevantni posebni nacionalni pogoji nanašajo, so te določbe normativne, za
druge države pa so informativne.

Kombinacije, ki se uporabljajo na Finskem, so npr.:
– –40 ˚C brez ledu in brez vetra,
– –0 ˚C z ledom in brez vetra,

Za posebne projekte bo morda potrebna celo vrednost –50 ˚C brez ledu in brez vetra.
4.3.4 Francija
V Franciji se ledna obtežba ne upošteva, upošteva se samo težek sneg na podlagi gostote
600 kg/m .
4.4.2.2 Finska
Na Finskem bo morda potreben razred –50 ˚C.

V metropolitanski Franciji je sončno sevanje omejeno na 900 W/m .
7.2.1 Finska
Pregrade za zunanje postroje morajo biti visoke najmanj 2,0 m. Izpolnjevati morajo enake
zahteve kot zunanja ograja. Najmanjša višina delov pod napetostjo za pregrado mora
znašati N + 300 mm, vendar pa najmanj 800 mm.
7.2.2 Švedska
Višina H za zunanje postroje mora znašati vsaj H = N + 2 500 mm, vendar pa najmanj
3 000 mm.
7.2.4 Finska
Višina H za zunanje postroje mora znašati vsaj H = N + 2 600 mm, vendar pa najmanj
2 800 mm.
7.2.4 Švedska
Višina H za zunanje postroje mora znašati vsaj H = N + 2 500 mm, vendar pa najmanj
3 000 mm.

Zunanja ograja mora biti visoka najmanj 2 000 mm. Upoštevati je treba lokalne razmere
glede snežnih padavin.
7.7 Finska
Najmanjša višina H´ delov pod napetostjo nad površino, dostopno splošni javnosti, mora
znašati:
– H´ = 5 500 mm za naznačene napetosti Um do 24 kV;
– H´ = N + 5 300 mm za naznačene napetosti U nad 24 kV.
