Overview
The EN IEC 62841-4-8:2025/A11:2025 standard, issued by CLC, focuses on the safety requirements for electric motor-operated hand-held tools, transportable tools, and lawn and garden machinery, specifically shredders and chippers. This amendment A11 to the 2025 edition of EN IEC 62841-4-8 updates and supplements existing regulations, aiming to enhance user safety and equipment reliability. It aligns with the EU Directive 2006/42/EC and integrates modifications to marking, construction, noise and vibration measurement, and electrical components for these particular machines.
Key Topics
Marking and Instructions
Shredders/chippers must include markings for replaceable shredding parts indicating part numbers and supplier information. Instructions must emphasize the importance of wearing protective gloves and hearing protection during operation. Noise emission levels and their measurement methods are clearly defined to aid safety assessments.Abnormal Operation and Restart Prevention
The revised clauses introduce requirements to prevent automatic restart after power interruptions unless a momentary power switch is present. This functionality is critical to prevent accidental machine start-up, enhancing operator safety during power failures or maintenance.Construction and Isolation Devices
New construction requirements demand isolation devices for battery-powered shredders/chippers to protect users from mechanical hazards during servicing. These devices must allow easy disconnection of battery circuits with visible status indication and protection against accidental reconnection.Noise and Vibration Emissions
Annex I updates clarify recognition and measurement of noise and vibration emissions according to European Directive 2000/14/EC, ensuring standardized assessment of environmental impact and operator exposure.Supply Connection and Flexible Cords
Modifications to supply connection clauses eliminate certain notes to harmonize wiring requirements, boosting electrical safety and compliance.Normative and Informative Annexes
Annex ZA lists international and European standards referenced, supporting harmonization of technical requirements across regions. Annex ZZ highlights the relationship between this standard and EU essential health and safety requirements for machinery.
Applications
Manufacturers of Shredders/Chippers
The standard provides clear guidance on safety features and testing methods manufacturers must integrate into electric motor-operated shredders and chippers, ensuring products meet European safety requirements.Safety Inspectors and Certification Bodies
Inspectors use this document to verify compliance of shredders and chippers with updated safety norms, especially regarding marking, noise emissions, restart prevention, and electrical isolation.End Users and Operators
By following the safety instructions mandated by the standard, including the use of protective gloves and hearing protection, operators reduce risk of injury and hearing damage during shredding operations.Maintenance and Servicing Teams
The emphasis on isolation devices for battery tools supports safe servicing practices, minimizing risk of accidental energization or mechanical injury.

1 Modifications to Clause 8 “Marking and instructions”
Replace the existing subclause 8.3 with the following:
“8.3 Addition:
The shredding means, where replaceable during user maintenance, shall be marked to identify the part
number(s) and the manufacturer, importer or supplier. This marking is not required to be clearly discernible
from the outside of the machine.
Replacement of the sixth list item:
— the mass of the machine in kg. For this requirement, the mass of the machine shall be the mass
specified in 8.14.3.”
Replace the existing item 110) of subclause 8.14.2 b) with the following:
“110) Instruction for the operator to wear protective gloves while feeding material into the machine as well
as an explanation of the relevant protection category;”
Replace the text and Note below 8.14.2 c) 107) with the following:
“8.14.2 Za) Replacement:
Emissions:
1) The noise emission, measured in accordance with Clause I.2, as follows:
— A-weighted emission sound pressure level L and its uncertainty K , where L exceeds 70
pA pA pA
dB(A).
Where L does not exceed 70 dB(A), this fact shall be indicated;
pA
— A-weighted guaranteed sound power level L .
WA
2) Recommendation for the operator to wear hearing protection.
3) The following information:
— that the declared noise emission value(s) have been measured in accordance with a standard test
method and may be used for comparing one machine with another;
— that the declared noise emission value(s) may also be used in a preliminary assessment of
exposure.
4) A warning:
— that the noise emissions during actual use of the machine can differ from the declared values
depending on the ways in which the machine is used especially what kind of workpiece is
processed; and
— of the need to identify safety measures to protect the operator that are based on an estimation of
exposure in the actual conditions of use (taking account of all parts of the operating cycle such as
the times when the machine is switched off and when it is running idle in addition to the operating
time).”
2 Modification to Clause 18 “Abnormal operation”
In subclause 18.8.1, replace the last row of Table 4 with the following:
