Overview

IEC TS 61850-7-7:2018/AMD1:2023 is an amendment to the IEC Technical Specification that addresses the machine-processable format of data models related to IEC 61850 for power utility automation systems. Developed by the International Electrotechnical Commission (IEC) Technical Committee 57, this amendment advances the capability for tools to manage and process standardized data models using Extensible Markup Language (XML). Included in this version are updates to namespace management, compatibility rules, and the handling of machine-processable formats-enhancing interoperability and integration across systems. The corrigendum 1 (2025-05) has been incorporated into this edition.

Key Topics

  • Machine-Processable Data Models: Specification of an XML-based format known as Namespace Definition (NSD) to enable automated tools to interpret and process IEC 61850-related data models efficiently.
  • Namespaces and Versioning: Enhanced support for namespace identification, schema versioning, and association to ensure proper linkage and compatibility between different releases and versions.
  • Code Components Distribution: The standard outlines procedures for creating, distributing, and updating code components as ZIP packages containing schema and manifest files. Access to these components is essential for tool integration and software development.
  • Parameterization of DataObjects: Improved mechanisms for parameterizing data and service types provide greater flexibility and adaptability in data modeling, including the introduction of new attributes for extensibility.
  • Backward Compatibility and Schema Evolution: New compatibility rules ensure that tools can process both new and previous versions of the schema, safeguarding interoperability and future-proofing investments in automation systems.
  • Use of UML in Data Modeling: Adoption of Unified Modeling Language (UML) for improved document quality and the clear identification of UML versions and dates in the NSD files.

Applications

IEC TS 61850-7-7:2018/AMD1:2023 is critical for organizations, vendors, and software developers involved in the design, operation, and maintenance of power utility automation systems. The standard is widely applicable in the following contexts:

  • System Integration and Interoperability: Ensures that different tools and platforms can seamlessly interpret and manage IEC 61850 data models, facilitating the integration of intelligent electronic devices (IEDs) and automated systems within substations and across smart grid environments.
  • Tool Development: Provides a clear, structured XML format for implementing and validating data models, supporting the automation of engineering, configuration, and verification tasks.
  • Data Exchange and Digitalization: Enables reliable data exchange between utility stakeholders, promoting digitalization and the move towards standardized, automated solutions.
  • Support for Upgrades and Maintenance: The version management and compatibility guidelines help manage schema evolution with minimal disruption, ensuring that software and tools remain up to date with the latest industry requirements.

Related Standards

For a comprehensive approach to power utility automation and IEC 61850 data models, consider the following related standards:

  • IEC TS 61850-1-2: Guidelines on extending IEC 61850, outlines procedures for namespace creation and extension.
  • IEC TS 61850-2: Glossary of terms used in power utility automation.
  • IEC 61850-7-1: Basic communication structure, principles, and models for power utility automation data.
  • IEC 61850-7-2 / 7-3 / 7-4: Define the core data model and service modeling rules for communication in power utility automation.
  • IEC 61850-6: Specifies the Substation Configuration Language (SCL), closely related to the NSD format.
  • IEC 61850-8-1: Details mappings for communication services and is referenced in the context of service type realization within NSD.

This amendment ensures that all stakeholders employing IEC 61850 for power utility automation possess robust, extensible, and interoperable tools to keep their systems current and effective, driving standardization and efficiency in the industry.

INTRODUCTION
Add, at the end of the Introduction, the following new text:

IEC 61850-1-2.

1.1 General
Replace the existing last paragraph of Subclause 1.1 with the following new text:
The purpose of this document is limited to the publication of the XML format which should
support the data model part of any IEC 61850-related standard. The publication of code
components themselves will be part of the related IEC 61850 part, and IEC 61850-1-2 will
indicate the requirements to produce NSD files for other purpose than core datamodel.
1.2 Namespace name and version
Replace the existing title and text of Subclause 1.2 by the following new title and text:
1.2 Published versions
This technical specification defines one namespace:

Each Code Component is a ZIP package containing at least the electronic representation of the
Code Component itself and a file describing the content of the package (IECManifest.xml).
The life cycle of a code component is not restricted to the life cycle of the related publication.
The publication life cycle goes through two stages, Version (corresponding to an edition) and
Revision (corresponding to an amendment). A third publication stage (Release) allows
publication of Code Component in case of urgent fixes of InterOp Tissues, thus without need to
publish an amendment.
Consequently, new release(s) of the Code Component may be released, which supersede(s)
the previous release, and will be distributed through the IEC TC 57 web site at:
http://www.iec.ch/tc57/supportingdocuments
The latest version/release of the document will be found by selecting the file for the code
component with the highest value for VersionStateInfo, e.g.
IEC TS 61850-7-7.NSD.{VersionStateInfo}.full.zip.
1.3.2 XML schema namespace code component
The NSD code component namespace is an XML schema file. It will be available in a full version.
The full version is freely accessible on the IEC website for download at:
https://assets.iec.ch/public/tc57/IEC_61850-7-7.2017.NSD.2017B4.full.zip
but the usage remains under the licensing conditions.
