Household and similar electrical appliances - Safety - Part 2-114: Particular requirements for Personal-e-Transporters

IEC 60335-2-114:2022 deals with the electrical safety of Personal e-Transporters used in the private or public areas.
The device can have one or more wheels, self-balancing provisions, provisions for the transport of cargo and can be for private, commercial, shared use or for hire.
Examples of devices that are within the scope of this standard are
– self-balancing transport devices with or without a seat (also known as hover boards);
– electric scooters without a seat including scooters with detachable seats;
– electric mono-wheels with or without a seat;
– electric skateboards.
This standard does not apply to
– appliances intended exclusively for industrial purposes;
– appliances intended to be used in locations where special conditions prevail, such as the presence of a corrosive or explosive atmosphere (dust, vapour or gas);
– electric mopeds with a seat;
– electric bicycles;
– electric motorcycles;
– devices exclusively intended for use by people with a physical disability such as electrically powered wheel chairs;
– devices with hybrid power mode such as Personal e-Transporters incorporating a small internal combustion motor where the internal combustion motor is the primary power source;
– ride-on or walk-behind commercial floor treatment machines (IEC 60335-2-72).
An electric scooter with a seat is classified as an electric moped and an electric moped without a seat is classified as an electric scooter.
As far as is practicable, this standard deals with the common electrical safety hazards presented by Personal e-Transporters that are encountered by all users. However, in general, it does not take into account
– persons (including children) whose physical, sensory or mental capabilities; or lack of experience and knowledge prevents them from using the appliance safely without supervision or instruction;
– children playing with the appliance;
– safety of riding/driving the device including aspects such as maximum attainable speed, stability, acceleration, braking, visibility, ergonomics, and reliability of driving controls such as acceleration or braking controls.
Attention is drawn to the fact that
– for appliances intended to be used in vehicles or on board ships or aircraft, additional requirements can be necessary;
– in many countries, additional requirements are specified by the national health authorities, the national authorities responsible for the protection of labour, the national transport authorities and similar authorities.
This second edition cancels and replaces the first edition published in 2018. This edition constitutes a technical revision.
This edition includes the following significant technical changes with respect to the previous edition:
a) alignment with IEC 60335-1:2020;
b) change of title of the standard to reflect the expanded scope;
c) expansion of the scope to include a variety of Personal e-Transporters;
d) introduction of UV testing for markings on Personal e-Transporters for shared use in a public space (7.14);
e) introduction of test probe 19 (8.1.1, 20.2, B.22.3, B.22.4).
This part 2 is to be used in conjunction with the latest edition of IEC 60335-1 and its amendments unless that edition precludes it; in that case, the latest edition that does not preclude it is used. It was established on the basis of the sixth edition (2020) of that standard.

L'IEC 60335-2-114:2022 traite de la sécurité électrique des engins de déplacement personnel motorisés utilisés dans les lieux publics ou privés.
Le dispositif peut comporter une ou plusieurs roues, des fonctions d'autoéquilibrage, ainsi que des dispositifs pour le transport de marchandises. Il peut être destiné à un usage privé, commercial ou partagé, ou à la location.
La liste suivante répertorie les exemples de dispositifs qui relèvent du domaine d'application de la présente norme:
– dispositifs de transport autoéquilibrés avec ou sans siège (également appelés "hoverboards");
– trottinettes électriques sans siège, y compris les trottinettes avec sièges amovibles;
– monoroues électriques avec ou sans siège;
– skateboards électriques.
La présente norme ne s'applique pas
– aux appareils prévus exclusivement pour des usages industriels;
– aux appareils destinés à être utilisés dans des locaux qui présentent des conditions particulières, telles que la présence d'une atmosphère corrosive ou explosive (poussière, vapeur ou gaz);
– aux mobylettes électriques avec siège;
– aux vélos électriques;
– aux motos électriques;
– aux dispositifs destinés exclusivement à être utilisés par les personnes souffrant d'un handicap physique, tels que les fauteuils roulants électriques;
– aux dispositifs qui proposent un mode de puissance hybride comme les engins de déplacement personnel motorisés, qui incorporent un petit moteur à combustion interne comme source d'alimentation principale;
– aux machines de traitement des sols à usage commercial, à conducteur porté ou à conducteur à pied (IEC 60335-2-72).
Une trottinette électrique avec siège est classée comme une mobylette électrique, et une mobylette électrique sans siège est classée comme une trottinette électrique.
Dans la mesure du possible, la présente norme traite des dangers courants liés à la sécurité électrique que présentent les engins de déplacement personnel motorisés pour tous les usagers. Cependant, elle ne tient en général pas compte
– des personnes (y compris des enfants) dont les capacités physiques, sensorielles ou mentales; ou le manque d'expérience et de connaissance les empêchent d'utiliser l'appareil en toute sécurité sans surveillance ou instruction;
– des enfants qui jouent avec l'appareil;
– de la sécurité de la conduite du dispositif, y compris les aspects relatifs à la vitesse maximale atteignable, à la stabilité, à l'accélération, au freinage, à la visibilité, à l'ergonomie et à la fiabilité des commandes de conduite telles que les commandes d'accélération ou de freinage.
L'attention est attirée sur le fait que
– pour les appareils destinés à être utilisés dans des véhicules ou à bord de navires ou d'avions, des exigences supplémentaires peuvent être nécessaires;
– dans de nombreux pays, des exigences supplémentaires sont spécifiées par les organismes nationaux de la santé, par les organismes nationaux responsables de la protection des travailleurs, par les organismes nationaux de transport et par des organismes similaires.
Cette deuxième édition annule et remplace la première édition parue en 2018. Cette édition constitue une révision technique.
Cette édition inclut les modifications techniques majeures suivantes par rapport à l'édition précédente:
a) le texte a été aligné sur l'IEC 60335-1:2020;
b) le titre de la norme a été modifié afin de refléter l'élargissement du domaine d'application;
c) le domaine d'application a été élargi afin de couvrir différents types d'engins de déplacement personnel motorisés;
d) des essais aux UV ont été ajoutés pour les marquages apposés sur les engins de déplacement personnel motorisés destinés à un usage partagé dans un lieu public (7.14);
e) l'application du calibre d'essai 19 a été ajoutée (8.1.1, 20.2, B.22.3, B.22.4).

1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
