Overview

SIST ETS 300 395-1:1999 defines the general description of speech functions for the Terrestrial Trunked Radio (TETRA) system, focusing on the full-rate speech codec used in voice plus data (V+D) environments. Developed by SIST and based on ETSI standards, this document provides an introduction to the architecture, interfaces, and essential speech processing aspects that enable reliable voice communication in digital trunked radio systems. The standard is directly aligned with ETS 300 395-1 and serves as Part 1 of a four-part series on TETRA speech codecs, supporting both interoperability and performance in critical communications.

Key Topics

  • TETRA Speech Codec Architecture: Outlines the configuration and core building blocks of speech processing within TETRA systems, including encoder, decoder, and control units.
  • Full-Rate Traffic Channel Functions: Details the handling of speech coding and decoding for full-rate channels ensuring consistent voice quality across TETRA networks.
  • Input and Output Specifications: Standardizes the speech codec’s interface as 16-bit linear Pulse Code Modulated (PCM), sampled at 8000 Hz.
  • Frame Management: Explains frame stealing for control signaling, lost frame handling, and error concealment to maintain audio quality under various conditions.
  • Comfort Noise Generation: Describes methods for generating comfort noise to ensure natural listening during periods of silence or dropped packets.
  • Speech Importance Parameter: Introduces the computation of an importance parameter for every speech frame, supporting advanced operational control such as discontinuous transmission and improved direction control in half-duplex modes.
  • Codec Homing Function: Specifies procedures to reset codec state variables, which is essential for bit-accurate test reproducibility and error recovery.
  • Conformance Testing Framework: Provides references for testing codec functionality and verifying interoperability according to the TETRA standards family.

Applications

The standardized TETRA speech codec plays a vital role in mission-critical communications, including:

  • Public Safety and Emergency Services: Enables reliable digital voice transmission for police, fire, and ambulance services using TETRA radio networks.
  • Transport and Utilities: Supports secure, robust communication for railways, airports, public transit, and utility companies with requirements for high voice clarity and data integration.
  • Industrial and Enterprise Radio Networks: Facilitates group calling, dispatch, and workflow management in sectors needing dependable, real-time team communication.
  • Interoperable Multi-Vendor Deployments: Ensures consistent voice quality and data services across equipment from different manufacturers, leveraging the standardized speech codec design.

Related Standards

The following standards form the extended TETRA codec specification and are referenced within SIST ETS 300 395-1:1999:

  • ETS 300 395-2: Defines the detailed TETRA codec algorithms, including the mapping between raw PCM signals and encoded speech frames.
  • ETS 300 395-3: Describes specific operating features such as frame handling techniques, comfort noise generation, and additional codec functionalities.
  • ETS 300 395-4: Outlines conformance testing procedures and provides digital test sequences for verifying codec implementation.
  • ETS 300 392-2: Specifies general TETRA system definitions, terminology, and the air interface for voice and data integration.
  • ETS 300 392-7: Details TETRA security mechanisms, especially relevant for protecting speech and data streams.

By adhering to SIST ETS 300 395-1:1999 and its related standards, organizations ensure high-quality, interoperable, and secure digital voice services in their TETRA radio networks. This standard is crucial for manufacturers, system integrators, and end-users seeking compliance and best practice implementation in digital trunked radio communications.
