Information and documentation - International standard serial number (ISSN)

This International Standard defines and promotes the use of a standard code (ISSN) for the unique identification of serials and other continuing resources. Each International Standard Serial Number (ISSN) is a unique identifier for a specific serial or other continuing resource in a defined medium. This International Standard also describes a mechanism, the "linking ISSN (ISSN-L)," that provides for collocation or linking among the different media versions of the same continuing resource. ISSN are applicable to serials and to other continuing resources, whether past, present or to be published or produced in the foreseeable future, whatever the medium of publication or production. Individual monographs, sound and video recordings, printed music publications, audiovisual works and musical works have their own numbering systems and are not specifically mentioned in this International Standard. Such items may carry an ISSN in addition to their own standard numbers when they are part of a continuing resource. More detailed operational guidance is provided in the ISSN Manual available from the Registration Authority for this International Standard (see Clause 11).

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
rights. ISO shall not be held responsible for identifying any or all such patent rights.
ISO 3297 was prepared by Technical Committee ISO/TC 46, Information and documentation, Subcommittee
SC 9, Identification and description.
This fourth edition cancels and replaces the third edition (ISO 3297:1998), of which the entire text has been
reorganized and rewritten. This edition clarifies and confirms that different media versions of a continuing
resource are assigned different ISSN. In recognition of the increasing need in the digital environment to
collocate as well as differentiate media versions, this edition of this International Standard introduces a
functionality, the “linking ISSN” (ISSN-L), for the purpose of supporting services that offer search and delivery
functionality across all media versions.

Introduction
The need for a brief, unique and unambiguous identification code for serials and other continuing resources is
internationally recognized. The exchange of information among libraries, abstracting services and other
content users; suppliers, distributors and other intermediaries; and publishers and other content producers
imposes the requirement for a standard code. Communication between the different organizations transcends
national boundaries and therefore requires an international code which is numeric, since no single alphabet is
used by the majority of producers and users of serials. In response to these requirements, the International
Standard Serial Number (ISSN) was established as the identification code for serials.
The International Serials Data System (ISDS) was established as an inter-governmental organization within
the framework of the UNESCO/UNISIST program to be the designated authority for controlling the assignment
of ISSN. In 1993, the ISDS became the ISSN Network.
The first three editions of this International Standard pertained only to serials. However, in 2002 a new
category of resources, “continuing resources”, was defined by the library community to encompass new kinds
of resources, such as updating databases, as well as traditional serials. Thus the scope of this fourth edition
has been broadened to cover serials and other continuing resources.

1 Scope
This International Standard defines and promotes the use of a standard code (ISSN) for the unique
identification of serials and other continuing resources.
Each International Standard Serial Number (ISSN) is a unique identifier for a specific serial or other continuing
resource in a defined medium. This International Standard also describes a mechanism, the “linking ISSN
(ISSN-L),” that provides for collocation or linking among the different media versions of the same continuing
resource.
ISSN are applicable to serials and to other continuing resources, whether past, present or to be published or
produced in the foreseeable future, whatever the medium of publication or production.
Individual monographs, sound and video recordings, printed music publications, audiovisual works and
musical works have their own numbering systems and are not specifically mentioned in this International

2 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
2.1
continuing resource
publication, in any medium, that is issued over time with no predetermined conclusion and made available to
the public
NOTE 1 Such a publication is usually issued in successive or integrating issues which generally have numerical and/or
chronological designations.
NOTE 2 Continuing resources include serials such as newspapers, periodicals, journals, magazines, etc., and ongoing
integrating resources such as loose-leaf publications that are continually updated and Web sites that are continually
updated.

serial
continuing resource issued in a succession of discrete issues or parts, usually bearing numbering, that has no
predetermined conclusion
EXAMPLE Journals, magazines, electronic journals, ongoing directories, annual reports, newspapers, monographic
series, and also those journals, magazines and newsletters of limited duration that otherwise bear all the characteristics of
serials (e.g. newsletter of an event).

3 Construction of ISSN
An ISSN shall consist of eight digits, using Arabic numerals 0 to 9, except for the last digit (extreme right,
low-order position) which can also use the upper case letter X. The last digit shall be the check digit. The
check digit shall be calculated on a modulus 11 basis with weights 8 to 2, using X in lieu of 10 where 10 would
occur as a check digit. See Annex A for further details.
Since ISSN are likely to be used in the same context as codes designed for other purposes, such as the
International Standard Book Number (ISBN) or local control numbers, the written or printed presentation of
ISSN shall clearly distinguish ISSN from other numbering systems. Therefore, an ISSN shall be preceded by
the prefix ISSN and a space, and shall appear as two groups of four digits separated by a hyphen.

4 Assignment of ISSN
4.1 An ISSN shall be assigned only by a centre of the ISSN Network.
4.2 Required metadata about the continuing resource to which an ISSN is assigned shall be collected and
submitted within the timeframe established by the ISSN International Centre to the ISSN Register by the
centre of the ISSN Network that registered the continuing resource. See Annex B for further details.
4.3 Each distinct continuing resource in a particular medium as defined in the ISSN Manual shall be
assigned only one ISSN.
4.4 Each ISSN shall be permanently linked to the key title established by the ISSN Network at the time of
registration.
4.5 When a continuing resource is published in different media, with the same title or not, different ISSN
and key titles shall be assigned to the different editions.
4.6 In cases where the continuing resource undergoes a major change in title or other major change as
defined in the ISSN Manual, a new ISSN shall be assigned and a corresponding new key title shall be
established.
4.7 Once an ISSN has been assigned to a continuing resource, it shall not be altered, replaced or reused
for another publication.
4.8 The assignment of an ISSN to a continuing resource shall not imply any meaning or legal evidence with
regard to the ownership of rights to that publication or its contents.
5 Establishment of the key title
The key title is established or authenticated by the ISSN centre responsible for the registration of the
continuing resource, in accordance with the rules given in the ISSN Manual.
The key title is derived from information appearing at the time of registration on the title page of resources
having a title page or title page equivalent, or from the most complete information formally presented on
resources lacking a title page. The title of the resource becomes the key title if this title is unique in the ISSN
Register at the time of registration. If this title is not unique, the key title is the title of the resource, to which a
qualifying term is added (such as name of issuing body, place and/or date of publication, edition statement or
medium statement), in order to make the resulting key title unique.

All key titles are listed in the ISSN Register together with their ISSN. Key titles in non-roman alphabets shall
be romanized according to ISO standards or, in the absence of ISO standards, national standards.
6 Linking ISSN (ISSN-L)
To enable the use of ISSN in cases where finding or linking to a continuing resource without regard to medium
is desired, the ISSN Network shall designate a linking ISSN.
The linking ISSN shall be designated from among the ISSN assigned to the different media versions of a
continuing resource. Further specifications regarding the linking ISSN are given in Annex C.
7 Printing and display of ISSN
7.1 General
The ISSN shall be presented as two groups of four digits separated by a hyphen and shall always be
preceded by the prefix ISSN and a space (see also Clause 3).
The ISSN shall be displayed in a prominent position on or in the first issue and on or in each subsequent issue
of serials; or on or in each iteration of ongoing integrating resources.
If a resource bears an ISSN as well as another standard number, such as an ISBN for a volume of a series,
the two numbers shall appear together and each number shall be identified by its own prefix: “ISSN” and
“ISBN” or another appropriate prefix.
When a single continuing resource bears more than one ISSN in relation to different continuing resource titles,
for example the titles of a main series and its subseries, each ISSN shall appear on the continuing resource
and each shall be distinguished by either adding the full or abbreviated title in parentheses after the relevant
number, or by printing each ISSN as close as possible to the relevant title.
When a continuing resource contains another continuing resource as an insert with a separate title page, the
ISSN for the insert shall be printed on its title page, or in some other appropriate place on the insert.
When serials or other continuing resources are produced in different media for which different ISSN and key
titles are assigned, the related ISSN may also be displayed on or in the serials or other continuing resources,
each with additional, distinguishing information.

7.2 Display of ISSN on printed continuing resources
The ISSN shall be printed in a prominent position on each printed issue of a continuing resource in the
following order of preference: front cover, title page, caption, masthead, back cover, colophon or editorial
pages.

The ISSN shall, whenever possible, appear in the top right-hand corner of the front cover. In the case of tête-
bêche publications (i.e. when two resources, each with its own ISSN, are bound together in inverted relation to
each other), the ISSN pertaining to each resource should be printed in the preferred location (cover, etc., as
above) on each resource.
7.3 Display of ISSN on electronic continuing resources and on other non-print media
On a continuing resource published in an electronic medium (e.g. online continuing resource, CD-ROM), the
ISSN shall appear on the title screen or, in the absence of a title screen, on the main menu, and, if applicable,
on any labels permanently affixed to the publication. If it is not possible to display the ISSN on the item or its
label, the ISSN shall be displayed on the container.
For online continuing resources using embedded metadata element sets, the ISSN shall be included in the
“Identifier” or equivalent element of such metadata.
On a continuing resource published on microfiche, the ISSN shall be entered in the identification area of the
header of the microfiche and/or the labels.
8 Metadata
8.1 ISSN metadata
The ISSN records in the ISSN Register contain a common core set of descriptive metadata that is maintained
by the ISSN centres (see Annex B).
The list of metadata elements may be augmented with additional elements if needed for national, regional or
international purposes.
8.2 Metadata required for ISSN assignment
Metadata is required, in addition to copies of or access to continuing resources, for the assignment of ISSN
(see Annex B).
9 Copyright
No copyright shall subsist in the assignment of ISSN or in its use in association with, or in place of, the
resources they represent.
10 Fees
ISSN are assigned free of charge.
11 Administration of the ISSN system

Network shall be supervised, coordinated and administered by the ISSN International Centre.

Check digit for ISSN
The check digit helps guard against errors resulting from improper data transcription. The check digit is
particularly effective in detecting transposition errors. The check digit used in the ISSN is calculated on a
Modulus 11 basis using weights 8 to 2, as indicated in Table A.1.

Metadata
B.1 General
B.1.1 ISSN centres shall supply the ISSN Register with metadata about the resource to which the ISSN is
assigned. The metadata associated with each ISSN assignment shall be maintained by the ISSN centre.
B.1.2 The specifications concerning the type and format of this metadata shall be established by the ISSN
International Centre in cooperation with the individual ISSN centres and shall be published in the ISSN
Manual.
B.2 Metadata required for ISSN assignment
ISSN assignment and registration are based primarily on the first or earliest issue of serials or on the current
iteration of ongoing integrating resources. Copies or surrogates of the resources are required for ISSN
assignment in addition to the metadata shown in Table B.1.

C.2 The first ISSN assigned, in the ISSN Register, to any medium version of a continuing resource shall be
designated by default to function also as the linking ISSN and shall apply to all other media versions of that
resource identified in the ISSN Register.
C.3 The linking ISSN shall be included as a separate data element on each of the metadata records to
which it pertains in the ISSN Register. Each metadata record in the ISSN Register will therefore carry the
medium-specific ISSN assigned to the resource described in the record and the designated linking ISSN as
separate data elements.
C.4 A linking ISSN shall be designated for each continuing resource identified in the ISSN Register, even if
the continuing resource exists in only one medium.
C.5 Only one linking ISSN shall be designated regardless of how many different media versions of a
continuing resource exist.
C.6 When a continuing resource to which an ISSN has been assigned undergoes a major change and is
therefore assigned a new ISSN (major change in title or other major change as defined in the ISSN Manual),
the relevant linking ISSN shall be designated and recorded in the new metadata record that was created with
the new ISSN assignment.
C.7 When printed or otherwise displayed in applications involving collocation of all media versions of a
continuing resource, the linking ISSN shall be clearly distinguished as such by use of the label ISSN-L. In
such cases, the label ISSN-L shall be written in upper case and a space shall precede the 8 digits of the
linking ISSN.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent

ISO 3297 was prepared by Technical Committee ISO/TC 46, Information and documentation, Subcommittee
SC 9, Identification and description.
This fourth edition cancels and replaces the third edition (ISO 3297:1998), of which the entire text has been
reorganized and rewritten. This edition clarifies and confirms that different media versions of a continuing
resource are assigned different ISSN. In recognition of the increasing need in the digital environment to
collocate as well as differentiate media versions, this edition of this International Standard introduces a
functionality, the “linking ISSN” (ISSN-L), for the purpose of supporting services that offer search and delivery
functionality across all media versions.

Introduction
The need for a brief, unique and unambiguous identification code for serials and other continuing resources is
internationally recognized. The exchange of information among libraries, abstracting services and other
content users; suppliers, distributors and other intermediaries; and publishers and other content producers
imposes the requirement for a standard code. Communication between the different organizations transcends
national boundaries and therefore requires an international code which is numeric, since no single alphabet is
used by the majority of producers and users of serials. In response to these requirements, the International
Standard Serial Number (ISSN) was established as the identification code for serials.
The International Serials Data System (ISDS) was established as an inter-governmental organization within
the framework of the UNESCO/UNISIST program to be the designated authority for controlling the assignment
of ISSN. In 1993, the ISDS became the ISSN Network.
The first three editions of this International Standard pertained only to serials. However, in 2002 a new
category of resources, “continuing resources”, was defined by the library community to encompass new kinds
of resources, such as updating databases, as well as traditional serials. Thus the scope of this fourth edition
has been broadened to cover serials and other continuing resources.

1 Scope
This International Standard defines and promotes the use of a standard code (ISSN) for the unique
identification of serials and other continuing resources.
Each International Standard Serial Number (ISSN) is a unique identifier for a specific serial or other continuing
resource in a defined medium. This International Standard also describes a mechanism, the “linking ISSN
(ISSN-L),” that provides for collocation or linking among the different media versions of the same continuing
resource.
ISSN are applicable to serials and to other continuing resources, whether past, present or to be published or
produced in the foreseeable future, whatever the medium of publication or production.
Individual monographs, sound and video recordings, printed music publications, audiovisual works and
musical works have their own numbering systems and are not specifically mentioned in this International
Standard. Such items may carry an ISSN in addition to their own standard numbers when they are part of a
continuing resource.
More detailed operational guidance is provided in the ISSN Manual available from the Registration Authority
for this International Standard (see Clause 11).
2 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
2.1
continuing resource
publication, in any medium, that is issued over time with no predetermined conclusion and made available to
the public

chronological designations.

continuing resource issued in a succession of discrete issues or parts, usually bearing numbering, that has no
predetermined conclusion
EXAMPLE Journals, magazines, electronic journals, ongoing directories, annual reports, newspapers, monographic
series, and also those journals, magazines and newsletters of limited duration that otherwise bear all the characteristics of
serials (e.g. newsletter of an event).

3 Construction of ISSN
An ISSN shall consist of eight digits, using Arabic numerals 0 to 9, except for the last digit (extreme right,
low-order position) which can also use the upper case letter X. The last digit shall be the check digit. The
check digit shall be calculated on a modulus 11 basis with weights 8 to 2, using X in lieu of 10 where 10 would
occur as a check digit. See Annex A for further details.
Since ISSN are likely to be used in the same context as codes designed for other purposes, such as the
International Standard Book Number (ISBN) or local control numbers, the written or printed presentation of
ISSN shall clearly distinguish ISSN from other numbering systems. Therefore, an ISSN shall be preceded by
the prefix ISSN and a space, and shall appear as two groups of four digits separated by a hyphen.

4 Assignment of ISSN
4.1 An ISSN shall be assigned only by a centre of the ISSN Network.
4.2 Required metadata about the continuing resource to which an ISSN is assigned shall be collected and
submitted within the timeframe established by the ISSN International Centre to the ISSN Register by the
centre of the ISSN Network that registered the continuing resource. See Annex B for further details.
4.3 Each distinct continuing resource in a particular medium as defined in the ISSN Manual shall be
assigned only one ISSN.
4.4 Each ISSN shall be permanently linked to the key title established by the ISSN Network at the time of
registration.
4.5 When a continuing resource is published in different media, with the same title or not, different ISSN
and key titles shall be assigned to the different editions.
4.6 In cases where the continuing resource undergoes a major change in title or other major change as
defined in the ISSN Manual, a new ISSN shall be assigned and a corresponding new key title shall be
established.
4.7 Once an ISSN has been assigned to a continuing resource, it shall not be altered, replaced or reused
for another publication.
4.8 The assignment of an ISSN to a continuing resource shall not imply any meaning or legal evidence with
regard to the ownership of rights to that publication or its contents.
5 Establishment of the key title
The key title is established or authenticated by the ISSN centre responsible for the registration of the
continuing resource, in accordance with the rules given in the ISSN Manual.
The key title is derived from information appearing at the time of registration on the title page of resources
having a title page or title page equivalent, or from the most complete information formally presented on
resources lacking a title page. The title of the resource becomes the key title if this title is unique in the ISSN
Register at the time of registration. If this title is not unique, the key title is the title of the resource, to which a
qualifying term is added (such as name of issuing body, place and/or date of publication, edition statement or
medium statement), in order to make the resulting key title unique.

All key titles are listed in the ISSN Register together with their ISSN. Key titles in non-roman alphabets shall
be romanized according to ISO standards or, in the absence of ISO standards, national standards.
6 Linking ISSN (ISSN-L)
To enable the use of ISSN in cases where finding or linking to a continuing resource without regard to medium
is desired, the ISSN Network shall designate a linking ISSN.
The linking ISSN shall be designated from among the ISSN assigned to the different media versions of a
continuing resource. Further specifications regarding the linking ISSN are given in Annex C.
7 Printing and display of ISSN
7.1 General
The ISSN shall be presented as two groups of four digits separated by a hyphen and shall always be
preceded by the prefix ISSN and a space (see also Clause 3).
The ISSN shall be displayed in a prominent position on or in the first issue and on or in each subsequent issue
of serials; or on or in each iteration of ongoing integrating resources.
If a resource bears an ISSN as well as another standard number, such as an ISBN for a volume of a series,
the two numbers shall appear together and each number shall be identified by its own prefix: “ISSN” and
“ISBN” or another appropriate prefix.
When a single continuing resource bears more than one ISSN in relation to different continuing resource titles,
for example the titles of a main series and its subseries, each ISSN shall appear on the continuing resource
and each shall be distinguished by either adding the full or abbreviated title in parentheses after the relevant
number, or by printing each ISSN as close as possible to the relevant title.
When a continuing resource contains another continuing resource as an insert with a separate title page, the
ISSN for the insert shall be printed on its title page, or in some other appropriate place on the insert.
When serials or other continuing resources are produced in different media for which different ISSN and key
titles are assigned, the related ISSN may also be displayed on or in the serials or other continuing resources,
each with additional, distinguishing information.

7.2 Display of ISSN on printed continuing resources
The ISSN shall be printed in a prominent position on each printed issue of a continuing resource in the
following order of preference: front cover, title page, caption, masthead, back cover, colophon or editorial
pages.

The ISSN shall, whenever possible, appear in the top right-hand corner of the front cover. In the case of tête-
bêche publications (i.e. when two resources, each with its own ISSN, are bound together in inverted relation to
each other), the ISSN pertaining to each resource should be printed in the preferred location (cover, etc., as
above) on each resource.
7.3 Display of ISSN on electronic continuing resources and on other non-print media
On a continuing resource published in an electronic medium (e.g. online continuing resource, CD-ROM), the
ISSN shall appear on the title screen or, in the absence of a title screen, on the main menu, and, if applicable,
on any labels permanently affixed to the publication. If it is not possible to display the ISSN on the item or its
label, the ISSN shall be displayed on the container.
For online continuing resources using embedded metadata element sets, the ISSN shall be included in the
“Identifier” or equivalent element of such metadata.
On a continuing resource published on microfiche, the ISSN shall be entered in the identification area of the
header of the microfiche and/or the labels.
8 Metadata
8.1 ISSN metadata
The ISSN records in the ISSN Register contain a common core set of descriptive metadata that is maintained
by the ISSN centres (see Annex B).
The list of metadata elements may be augmented with additional elements if needed for national, regional or
international purposes.
8.2 Metadata required for ISSN assignment
Metadata is required, in addition to copies of or access to continuing resources, for the assignment of ISSN
(see Annex B).
9 Copyright
No copyright shall subsist in the assignment of ISSN or in its use in association with, or in place of, the
resources they represent.
10 Fees
ISSN are assigned free of charge.
11 Administration of the ISSN system

Check digit for ISSN
The check digit helps guard against errors resulting from improper data transcription. The check digit is
particularly effective in detecting transposition errors. The check digit used in the ISSN is calculated on a
Modulus 11 basis using weights 8 to 2, as indicated in Table A.1.

Metadata
B.1 General
B.1.1 ISSN centres shall supply the ISSN Register with metadata about the resource to which the ISSN is
assigned. The metadata associated with each ISSN assignment shall be maintained by the ISSN centre.
B.1.2 The specifications concerning the type and format of this metadata shall be established by the ISSN
International Centre in cooperation with the individual ISSN centres and shall be published in the ISSN
Manual.
B.2 Metadata required for ISSN assignment
ISSN assignment and registration are based primarily on the first or earliest issue of serials or on the current
iteration of ongoing integrating resources. Copies or surrogates of the resources are required for ISSN

The work of preparing International Standards is normally carried out through ISO technical committees. Each member body interested in a subject for which a technical committee has been established has the right to be represented on that committee. International organizations, governmental and non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization. International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2. The main task of technical committees is to prepare International Standards. Draft International Standards adopted by the technical committees are circulated to the member bodies for voting. This fourth edition cancels and replaces the third edition (ISO 3297:1998), of which the entire text has been reorganized and rewritten. This edition clarifies and confirms that different media versions of a continuing resource are assigned different ISSN. In recognition of the increasing need in the digital environment to collocate as well as differentiate media versions, this edition of this International Standard introduces a functionality, the “linking ISSN” (ISSN-L), for the purpose of supporting services that offer search and delivery functionality across all media versions. oSIST ISO 3297:2010

vIntroduction The need for a brief, unique and unambiguous identification code for serials and other continuing resources is internationally recognized. The exchange of information among libraries, abstracting services and other content users; suppliers, distributors and other intermediaries; and publishers and other content producers imposes the requirement for a standard code. Communication between the different organizations transcends national boundaries and therefore requires an international code which is numeric, since no single alphabet is used by the majority of producers and users of serials. In response to these requirements, the International Standard Serial Number (ISSN) was established as the identification code for serials. The International Serials Data System (ISDS) was established as an inter-governmental organization within the framework of the UNESCO/UNISIST program to be the designated authority for controlling the assignment of ISSN. In 1993, the ISDS became the ISSN Network. The first three editions of this International Standard pertained only to serials. However, in 2002 a new category of resources, “continuing resources”, was defined by the library community to encompass new kinds of resources, such as updating databases, as well as traditional serials. Thus the scope of this fourth edition has been broadened to cover serials and other continuing resources. oSIST ISO 3297:2010

1Information and documentation — International standard serial number (ISSN) 1 Scope This International Standard defines and promotes the use of a standard code (ISSN) for the unique identification of serials and other continuing resources. Each International Standard Serial Number (ISSN) is a unique identifier for a specific serial or other continuing resource in a defined medium. This International Standard also describes a mechanism, the “linking ISSN (ISSN-L),” that provides for collocation or linking among the different media versions of the same continuing resource. ISSN are applicable to serials and to other continuing resources, whether past, present or to be published or produced in the foreseeable future, whatever the medium of publication or production. Individual monographs, sound and video recordings, printed music publications, audiovisual works and musical works have their own numbering systems and are not specifically mentioned in this International Standard. Such items may carry an ISSN in addition to their own standard numbers when they are part of a continuing resource. More detailed operational guidance is provided in the ISSN Manual available from the Registration Authority for this International Standard (see Clause 11). 2 Terms and definitions For the purposes of this document, the following terms and definitions apply. 2.1 continuing resource publication, in any medium, that is issued over time with no predetermined conclusion and made available to the public NOTE 1 Such a publication is usually issued in successive or integrating issues which generally have numerical and/or chronological designations. NOTE 2 Continuing resources include serials such as newspapers, periodicals, journals, magazines, etc., and ongoing integrating resources such as loose-leaf publications that are continually updated and Web sites that are continually updated. 33 Construction of ISSN An ISSN shall consist of eight digits, using Arabic numerals 0 to 9, except for the last digit (extreme right, low-order position) which can also use the upper case letter X. The last digit shall be the check digit. The check digit shall be calculated on a modulus 11 basis with weights 8 to 2, using X in lieu of 10 where 10 would occur as a check digit. See Annex A for further details. Since ISSN are likely to be used in the same context as codes designed for other purposes, such as the International Standard Book Number (ISBN) or local control numbers, the written or printed presentation of ISSN shall clearly distinguish ISSN from other numbering systems. Therefore, an ISSN shall be preceded by the prefix ISSN and a space, and shall appear as two groups of four digits separated by a hyphen. EXAMPLES ISSN 0251-1479 ISSN 1050-124X 4 Assignment of ISSN 4.1 An ISSN shall be assigned only by a centre of the ISSN Network. 4.2 Required metadata about the continuing resource to which an ISSN is assigned shall be collected and submitted within the timeframe established by the ISSN International Centre to the ISSN Register by the centre of the ISSN Network that registered the continuing resource. See Annex B for further details. 4.3 Each distinct continuing resource in a particular medium as defined in the ISSN Manual shall be assigned only one ISSN. 4.4 Each ISSN shall be permanently linked to the key title established by the ISSN Network at the time of registration. 4.5 When a continuing resource is published in different media, with the same title or not, different ISSN and key titles shall be assigned to the different editions. 4.6 In cases where the continuing resource undergoes a major change in title or other major change as defined in the ISSN Manual, a new ISSN shall be assigned and a corresponding new key title shall be established. 4.7 Once an ISSN has been assigned to a continuing resource, it shall not be altered, replaced or reused for another publication. 4.8 The assignment of an ISSN to a continuing resource shall not imply any meaning or legal evidence with regard to the ownership of rights to that publication or its contents. 5 Establishment of the key title The key title is established or authenticated by the ISSN centre responsible for the registration of the continuing resource, in accordance with the rules given in the ISSN Manual. The key title is derived from information appearing at the time of registration on the title page of resources having a title page or title page equivalent, or from the most complete information formally presented on resources lacking a title page. The title of the resource becomes the key title if this title is unique in the ISSN Register at the time of registration. If this title is not unique, the key title is the title of the resource, to which a qualifying term is added (such as name of issuing body, place and/or date of publication, edition statement or medium statement), in order to make the resulting key title unique. oSIST ISO 3297:2010

Key titles in non-roman alphabets shall be romanized according to ISO standards or, in the absence of ISO standards, national standards. 6 Linking ISSN (ISSN-L) To enable the use of ISSN in cases where finding or linking to a continuing resource without regard to medium is desired, the ISSN Network shall designate a linking ISSN. The linking ISSN shall be designated from among the ISSN assigned to the different media versions of a continuing resource. Further specifications regarding the linking ISSN are given in Annex C. 7 Printing and display of ISSN 7.1 General The ISSN shall be presented as two groups of four digits separated by a hyphen and shall always be preceded by the prefix ISSN and a space (see also Clause 3). The ISSN shall be displayed in a prominent position on or in the first issue and on or in each subsequent issue of serials; or on or in each iteration of ongoing integrating resources. If a resource bears an ISSN as well as another standard number, such as an ISBN for a volume of a series, the two numbers shall appear together and each number shall be identified by its own prefix: “ISSN” and “ISBN” or another appropriate prefix. When a single continuing resource bears more than one ISSN in relation to different continuing resource titles, for example the titles of a main series and its subseries, each ISSN shall appear on the continuing resource and each shall be distinguished by either adding the full or abbreviated title in parentheses after the relevant number, or by printing each ISSN as close as possible to the relevant title. When a continuing resource contains another continuing resource as an insert with a separate title page, the ISSN for the insert shall be printed on its title page, or in some other appropriate place on the insert. When serials or other continuing resources are produced in different media for which different ISSN and key titles are assigned, the related ISSN may also be displayed on or in the serials or other continuing resources, each with additional, distinguishing information. 5The ISSN shall, whenever possible, appear in the top right-hand corner of the front cover. In the case of tête-bêche publications (i.e. when two resources, each with its own ISSN, are bound together in inverted relation to each other), the ISSN pertaining to each resource should be printed in the preferred location (cover, etc., as above) on each resource. 7.3 Display of ISSN on electronic continuing resources and on other non-print media
On a continuing resource published in an electronic medium (e.g. online continuing resource, CD-ROM), the ISSN shall appear on the title screen or, in the absence of a title screen, on the main menu, and, if applicable, on any labels permanently affixed to the publication. If it is not possible to display the ISSN on the item or its label, the ISSN shall be displayed on the container. For online continuing resources using embedded metadata element sets, the ISSN shall be included in the “Identifier” or equivalent element of such metadata. On a continuing resource published on microfiche, the ISSN shall be entered in the identification area of the header of the microfiche and/or the labels. 8 Metadata 8.1 ISSN metadata The ISSN records in the ISSN Register contain a common core set of descriptive metadata that is maintained by the ISSN centres (see Annex B). The list of metadata elements may be augmented with additional elements if needed for national, regional or international purposes. 8.2 Metadata required for ISSN assignment Metadata is required, in addition to copies of or access to continuing resources, for the assignment of ISSN (see Annex B). 9 Copyright No copyright shall subsist in the assignment of ISSN or in its use in association with, or in place of, the resources they represent. 10 Fees ISSN are assigned free of charge. 11 Administration of the ISSN system The Registration Authority for this International Standard shall be the ISSN International Centre1). The ISSN Network shall be supervised, coordinated and administered by the ISSN International Centre. The principal tasks of the ISSN International Centre and of ISSN national and regional centres are specified in Annex D.

Check digit for ISSN The check digit helps guard against errors resulting from improper data transcription. The check digit is particularly effective in detecting transposition errors. The check digit used in the ISSN is calculated on a Modulus 11 basis using weights 8 to 2, as indicated in Table A.1. Metadata B.1 General B.1.1 ISSN centres shall supply the ISSN Register with metadata about the resource to which the ISSN is assigned. The metadata associated with each ISSN assignment shall be maintained by the ISSN centre. B.1.2 The specifications concerning the type and format of this metadata shall be established by the ISSN International Centre in cooperation with the individual ISSN centres and shall be published in the ISSN Manual. Linking ISSN (ISSN-L) C.1 A Linking ISSN shall be designated only by a centre of the ISSN Network. C.2 The first ISSN assigned, in the ISSN Register, to any medium version of a continuing resource shall be designated by default to function also as the linking ISSN and shall apply to all other media versions of that resource identified in the ISSN Register. C.3 The linking ISSN shall be included as a separate data element on each of the metadata records to which it pertains in the ISSN Register. Each metadata record in the ISSN Register will therefore carry the medium-specific ISSN assigned to the resource described in the record and the designated linking ISSN as separate data elements. C.4 A linking ISSN shall be designated for each continuing resource identified in the ISSN Register, even if the continuing resource exists in only one medium. C.5 Only one linking ISSN shall be designated regardless of how many different media versions of a continuing resource exist. C.6 When a continuing resource to which an ISSN has been assigned undergoes a major change and is therefore assigned a new ISSN (major change in title or other major change as defined in the ISSN Manual), the relevant linking ISSN shall be designated and recorded in the new metadata record that was created with the new ISSN assignment. C.7 When printed or otherwise displayed in applications involving collocation of all media versions of a continuing resource, the linking ISSN shall be clearly distinguished as such by use of the label ISSN-L. The international, national and regional ISSN centres are referred to collectively as the ISSN Network and shall operate in accordance with the specifications outlined in D.2 and D.3. Avant-propos
L'ISO (Organisation internationale de normalisation) est une fédération mondiale d'organismes nationaux de
normalisation (comités membres de l'ISO). L'élaboration des Normes internationales est en général confiée
aux comités techniques de l'ISO. Chaque comité membre intéressé par une étude a le droit de faire partie du
comité technique créé à cet effet. Les organisations internationales, gouvernementales et non
gouvernementales, en liaison avec l'ISO participent également aux travaux. L'ISO collabore étroitement avec
la Commission électrotechnique internationale (CEI) en ce qui concerne la normalisation électrotechnique.
Les Normes internationales sont rédigées conformément aux règles données dans les Directives ISO/CEI,
Partie 2.
La tâche principale des comités techniques est d'élaborer les Normes internationales. Les projets de Normes
internationales adoptés par les comités techniques sont soumis aux comités membres pour vote. Leur
publication comme Normes internationales requiert l'approbation de 75 % au moins des comités membres
votants.
L'attention est appelée sur le fait que certains des éléments du présent document peuvent faire l'objet de
droits de propriété intellectuelle ou de droits analogues. L'ISO ne saurait être tenue pour responsable de ne
pas avoir identifié de tels droits de propriété et averti de leur existence.
L'ISO 3297 a été élaborée par le comité technique ISO/TC 46, Information et documentation, sous-comité
SC 9, Identification et description.
Cette quatrième édition annule et remplace la troisième édition (ISO 3297:1998), dont le texte a été
intégralement réorganisé et réécrit. Cette édition clarifie et confirme le fait qu'un ISSN distinct est attribué à
chaque version sur un support différent d'une ressource continue. Pour tenir compte du besoin croissant dans
l'environnement numérique de rassembler comme de différencier les versions sur des supports différents
d'une même ressource, elle introduit une fonctionnalité, l'«ISSN de liaison (ISSN-L)», dont l'objet est de
faciliter les services de recherche et de distribution à travers toutes les versions sur des supports différents.

Introduction
Le besoin d'un code d'identification bref, unique et univoque pour les publications en série et les autres
ressources continues, a été universellement reconnu. L'échange d'informations entre les bibliothèques, les
centres de documentation et les autres utilisateurs de contenu; les fournisseurs, les distributeurs et d'autres
intermédiaires; les éditeurs et les autres producteurs de contenu, impose la prescription d'un code normalisé.
La communication entre les différents organismes dépasse les frontières nationales et requiert par
conséquent un code international qui soit numérique, puisque la plupart des producteurs et des utilisateurs de
publications en série n'utilisent pas un alphabet unique. En réponse à ces besoins, le Numéro international
normalisé des publications en série (ISSN) a été conçu comme le code d'identification des publications en
série.
Le Système international de données sur les publications en série (ISDS, International Serials Data System),
organisation intergouvernementale établie dans le cadre du programme UNISIST/UNESCO, a été désigné
pour mettre en place et gérer l'attribution des ISSN. En 1993, l'ISDS est devenu le Réseau de l'ISSN.
Les trois premières éditions de la présente Norme internationale se rapportaient uniquement aux publications
en série. Toutefois, une nouvelle catégorie de ressources, les «ressources continues», a été définie en 2002
par la communauté des bibliothèques pour englober de nouveaux types de ressources, telles que les bases
de données à mise à jour, aussi bien que les publications en série traditionnelles. Ainsi, le domaine
d'application de cette quatrième édition a été élargi, afin de couvrir les publications en série et les autres
ressources continues.

1 Domaine d'application
La présente Norme internationale définit et encourage l'emploi d'un code normalisé (ISSN), destiné à
l'identification unique des publications en série et des autres ressources continues.
Chaque Numéro international normalisé des publications en série (ISSN) est l'identifiant unique d'une
publication en série ou d'une autre ressource continue sur un support déterminé. La présente Norme
internationale décrit aussi un mécanisme, l'«ISSN de liaison (ISSN-L)», qui permet de rassembler et de lier
les versions sur des supports différents d'une même ressource continue.
L'ISSN s'applique aux publications en série et aux autres ressources continues, qu'elles soient passées,
présentes ou à paraître dans un avenir prévisible, quel que soit leur support de publication ou de production.
Les monographies, les enregistrements sonores et visuels, les publications de musique imprimée, les œuvres
audiovisuelles et les œuvres musicales ont leurs propres systèmes de numérotation et ne sont donc pas
explicitement concernés par la présente Norme internationale. Ces documents peuvent porter un ISSN en
complément de leurs propres numéros normalisés lorsqu'ils font partie d'une publication en série ou d'une
ressource continue.
Des recommandations plus détaillées sont fournies dans le manuel de l'ISSN, disponible auprès de l'autorité
d'enregistrement de la présente Norme internationale (voir Article 11).
2 Termes et définitions
Pour les besoins du présent document, les termes et les définitions suivants s'appliquent.
2.1
ressource continue
ressource sur tout support dont la publication se poursuit au cours du temps sans que la fin en soit
prédéterminée et qui est mise à la disposition du public

3 Structure de l'ISSN
Un ISSN doit être formé de huit caractères numériques en chiffres arabes de 0 à 9, à l'exception du dernier
caractère (dans la position d'extrême droite, la moins significative), qui peut aussi être la lettre X en majuscule.
Le dernier caractère doit être le chiffre de contrôle. Le chiffre de contrôle doit être établi par un calcul utilisant
le modulo 11, avec les facteurs de pondération 8 à 2, en prenant X au lieu de 10 si 10 est le chiffre de
contrôle. Voir l'Annexe A pour davantage de détails.
Puisque l'ISSN est utilisé dans le même contexte que des codes conçus pour d'autres usages, tels que le
Numéro international normalisé du livre (ISBN) ou des numéros de contrôle particuliers, il faut pouvoir le
distinguer des autres systèmes de numérotation dans sa forme écrite ou imprimée. Par conséquent, un ISSN
doit être précédé du préfixe ISSN et d'un espace, et apparaître en deux groupes de quatre chiffres séparés
par un tiret.

4 Attribution de l'ISSN
4.1 Un ISSN doit être attribué uniquement par un centre du Réseau de l'ISSN.
4.2 Les métadonnées requises concernant une ressource continue à laquelle un ISSN a été attribué
doivent être collectées et versées dans le registre de l'ISSN par le centre du Réseau de l'ISSN qui a
enregistré la ressource, dans les délais établis par le Centre international de l'ISSN. Voir à l'Annexe B pour de
plus amples détails.
4.3 Un seul ISSN doit être attribué à chaque ressource continue distincte sur un support déterminé, selon
les définitions du Manuel de l'ISSN.
4.4 Chaque ISSN doit être lié de façon permanente au titre clé établi par le Réseau de l'ISSN au moment
de l'enregistrement.
4.5 Lorsqu'une ressource continue est éditée sur des supports différents, avec le même titre ou non,
différents ISSN et titres clés doivent être attribués aux différentes éditions.
4.6 Lorsqu'une ressource continue subit un changement majeur dans son titre ou l'un des autres
changements majeurs, définis dans le Manuel de l'ISSN, un nouvel ISSN doit être attribué et un nouveau titre
clé correspondant établi.
4.7 Une fois qu'un ISSN a été attribué à une ressource continue, il ne doit pas être modifié, remplacé ou
réutilisé pour une autre publication.
4.8 L'attribution d'un ISSN à une ressource continue ne doit revêtir aucune signification ni valeur juridique
quant au détenteur des droits ou au contenu de cette publication.
5 Établissement du titre clé
Le titre clé est établi ou authentifié par le centre de l'ISSN responsable de l'enregistrement de la ressource
continue, conformément aux règles énoncées dans le Manuel de l'ISSN.
Le titre clé est construit à partir des informations figurant au moment de l'enregistrement sur la page de titre
pour les ressources qui ont une page de titre ou l'équivalent d'une page de titre, ou à partir des informations
les plus complètes présentées de façon organisée pour les ressources qui n'ont pas de page de titre. Le titre
de la ressource devient le titre clé si ce titre est unique dans le Registre de l'ISSN au moment de

l'enregistrement. Si ce titre n'est pas unique, le titre clé est le titre propre auquel on a ajouté un qualificatif (tel
que le nom de la collectivité éditrice, le lieu et/ou la date de publication, une mention d'édition ou de support),
afin de rendre le titre clé résultant unique.
Tous les titres clés sont répertoriés dans le Registre de l'ISSN avec les ISSN auxquels ils correspondent. Les
titres clés en alphabets non latins doivent être romanisés selon les normes ISO ou, en l'absence de normes
ISO, conformément aux normes nationales.
6 ISSN de liaison (ISSN-L)
Pour permettre l'utilisation de l'ISSN lorsque l'on souhaite trouver ou se lier à une ressource continue
indépendamment de son support, le Réseau de l'ISSN doit désigner un ISSN de liaison.
L'ISSN de liaison doit être désigné parmi les ISSN attribués aux versions sur des supports différents d'une
ressource continue. Des précisions complémentaires concernant l'ISSN de liaison sont données à l'Annexe C.
7 Impression et affichage de l'ISSN
7.1 Généralités
Un ISSN doit être présenté sous forme de deux groupes de quatre caractères séparés par un tiret et doit
toujours être précédé du préfixe ISSN et d'un espace (voir aussi Article 3).
L'ISSN doit être affiché en évidence sur ou dans la première livraison et sur ou dans chaque livraison suivante
d'une publication en série, sur ou dans chaque itération d'une ressource intégratrice continue.
Lorsqu'une ressource porte un ISSN et un autre numéro normalisé, tel qu'un ISBN pour le volume d'une
collection, les deux numéros doivent figurer ensemble et chacun doit être identifié par son préfixe: «ISSN»,
«ISBN» ou tout autre préfixe approprié.
Lorsqu'une même ressource continue porte plusieurs ISSN en relation avec différents titres de ressource
continue (les titres d'une collection principale et de ses sous-collections, par exemple), chaque ISSN doit
figurer sur la ressource continue. On doit distinguer chaque ISSN soit en le faisant suivre entre parenthèses
du titre complet ou abrégé auquel il s'applique, soit en l'imprimant le plus près possible du titre auquel il
s'applique.
Lorsqu'une ressource continue contient une autre ressource continue, telle qu'un encart avec une page de
titre séparée, l'ISSN relatif à l'encart doit être imprimé sur cette page de titre ou en un autre endroit approprié
sur cet encart.
Lorsque des publications en série ou d'autres ressources continues sont publiées sur des supports différents
et que des ISSN et des titres clés différents ont été attribués, les ISSN en relation peuvent aussi être affichés
sur les publications en série ou sur les autres ressources continues, chacun avec les éléments d'information
complémentaire permettant de le distinguer.

7.2 Affichage de l'ISSN sur les ressources continues imprimées
L'ISSN doit être imprimé en évidence sur chaque livraison d'une ressource continue imprimée, de préférence
dans l'ordre suivant: première de couverture, page de titre, manchette, ours, quatrième de couverture, achevé
d'imprimer ou pages éditoriales.
L'ISSN doit être mentionné, autant que possible, dans le coin supérieur droit de la première de couverture.
Dans le cas de publications tête-bêche (c'est-à-dire lorsque deux ressources, possédant chacune son propre
ISSN, sont reliées ensemble en position inversée l'une par rapport à l'autre), il convient que l'ISSN se
rapportant à chaque ressource soit imprimé en un endroit privilégié sur chaque ressource (couverture, etc.,
comme indiqué ci-dessus).
7.3 Affichage de l'ISSN sur les ressources continues électroniques ou non imprimées
Sur une ressource continue publiée sur un support électronique (par exemple ressource continue en ligne,
cédérom), l'ISSN doit figurer sur l'écran-titre ou en absence d'écran-titre sur le menu principal et, si possible,
sur toute étiquette fixée de façon permanente à la publication. S'il n'est pas possible d'afficher l'ISSN sur l'item
ou sur son étiquette, l'ISSN doit être affiché sur le conteneur.
Pour les ressources continues en ligne utilisant un ensemble de métadonnées encapsulées (par exemple le
Dublin Core), l'ISSN doit être inclus dans l'élément «Identifier» ou son équivalent.
Sur une ressource continue publiée sur microfiche, l'ISSN doit être localisé dans la zone d'identification de
l'en-tête de la microfiche et/ou sur les étiquettes.
8 Métadonnées
8.1 Métadonnées de l'ISSN
Les notices ISSN du Registre de l'ISSN contiennent un noyau commun de métadonnées descriptives
maintenues par les centres de l'ISSN (voir Annexe B).
La liste des éléments de métadonnées peut être complétée par d'autres éléments pour des besoins nationaux,
régionaux ou internationaux.
8.2 Métadonnées requises pour l'attribution d'un ISSN
Des métadonnées sont requises, en plus des copies de la ressource continue ou d'un accès à la ressource
continue, pour l'attribution des ISSN (voir Annexe B).
9 Copyright
Il ne doit subsister aucun copyright lors de l'attribution d'un ISSN ou lors de son emploi en association avec ou
en remplacement de la ressource qu'il représente.
10 Frais de participation
L'attribution d'ISSN est gratuite.

Chiffre de contrôle de l'ISSN
Le chiffre de contrôle sert à éviter les erreurs causées par la transcription incorrecte d'un ISSN; il est
particulièrement efficace pour déceler les erreurs de transposition. Le chiffre de contrôle utilisé dans l'ISSN
est calculé en utilisant le modulo 11, avec les facteurs de pondération 8 à 2, comme indiqué dans le
Tableau A.1.

Métadonnées
B.1 Généralités
B.1.1 Les centres de l'ISSN doivent fournir au Registre de l'ISSN des métadonnées sur les ressources
auxquelles ils attribuent un ISSN. Les métadonnées associées à chaque attribution d'ISSN doivent être
maintenues par les centres de l'ISSN.
B.1.2 Les spécifications concernant le type et le format de ces métadonnées doivent être établies par le
Centre international de l'ISSN en collaboration avec les autres centres de l'ISSN et être publiées dans le
Manuel de l'ISSN.
B.2 Métadonnées requises pour l'attribution de l'ISSN
L'attribution et l'enregistrement de l'ISSN sont fondés essentiellement sur la première ou la plus ancienne
livraison pour les publications en série ou sur l'itération en cours pour les ressources intégratrices continues.
En plus des métadonnées mentionnées dans le Tableau B.1, des copies ou des substituts des ressources
sont requis pour l'attribution de l'ISSN.
