Overview

SIST-TS CEN/TS 17830:2022 provides essential guidance on the application of Term 2.2 "Prohibited materials" as defined in EN 643:2014, the key European standard for paper and board recycling. Issued by the European Committee for Standardization (CEN), this technical specification clarifies what constitutes “prohibited materials” in recyclable paper and board streams. It offers definitions, practical examples, and interpretive advice to help industry professionals, waste management organizations, and municipalities ensure compliance with EN 643 requirements, without adding or altering the original standard’s requirements.

Key Topics

  • Definition of Prohibited Materials: Term 2.2 of EN 643:2014 identifies materials hazardous to health, safety, and the environment, such as medical waste, personal hygiene products, hazardous and organic waste (including food), and certain chemicals.
  • Food Contact Materials: Guidance is offered on managing paper and board items that have come into contact with food. While all food waste is strictly prohibited, unavoidable minor stains or dry food traces (like crumbs in packaging) are discussed with an emphasis on minimizing their presence.
  • Personal Hygiene and Tissue Products: Used products of personal hygiene are generally prohibited unless uncontaminated and separately collected under controlled conditions. The guidance discusses special cases for items such as hand towels, kitchen towels, mats, and napkins.
  • Interpretation and Best Practices: Stakeholders are encouraged to minimize contamination, provide public education, and operate collection schemes that meet EN 643 quality standards.
  • No Modification of EN 643: The guidance strictly interprets existing requirements. It does not introduce new implementation rules or alter tolerance thresholds set by EN 643.

Applications

SIST-TS CEN/TS 17830:2022 is a valuable resource for:

  • Recycling Plant Operators: To identify and manage prohibited materials in incoming waste streams, thereby safeguarding processing equipment and ensuring end-product quality.
  • Municipal and Commercial Waste Collectors: To educate staff and the public on what paper and board items should or should not be placed in recycling bins, particularly those contaminated with food or hygiene products.
  • Producers of Packaging and Paper Products: To design products and supply chains that facilitate compliance with recycling standards and minimize contamination risk.
  • Quality and Compliance Professionals: To interpret EN 643 accurately during audits, quality checks, and contract negotiations related to recycled paper grades.
  • Environmental Health and Safety Managers: To mitigate risks related to hazardous or contaminated materials entering the recycling stream.

Related Standards

  • EN 643:2014 - Paper and board - European list of standard grades of paper and board for recycling. The parent standard, detailing the classification and quality requirements for recyclable material.
  • EN ISO 12625-1:2019 - Tissue paper and tissue products - Vocabulary. Referenced for definitions related to tissue products.
  • Food Contact Guidelines (CEPI, 2019) - Cited for terminology around food contact materials and articles in the context of recycling.

SIST-TS CEN/TS 17830:2022 serves as a bridge between regulatory requirements and everyday recycling practice, aiding in the consistent application of EN 643 across Europe’s paper and board recycling sector. By adhering to this guidance, organizations contribute to higher quality recycled paper products and enhanced safety, health, and environmental outcomes. Introduction
Clause 5.2 of EN 643:2014 excludes “prohibited materials” as defined in Clause 2.2 without providing any
kind of tolerance. This is an important quality requirement to avoid any hazard for safety, health and
environment as well as to make clear that paper and board for recycling is a quality material and not a
channel to dispose of any refuse.
Clause 2.2 of EN 643:2014 defines as prohibited material “any materials which represent a hazard for
health, safety and environment, such as medical waste, contaminated products of personal hygiene,
hazardous waste, organic waste including foodstuffs, bitumen, toxic powders and similar”. It can be
interpreted that this list is parlance and that products of the mentioned groups are meant, disregarding
whether they are “waste” or not. This guidance document addresses two topics related to this definition
of prohibited materials, i.e. the presence of foodstuff and products of personal hygiene.
This document is intended to assist the users of EN 643 to more clearly understand what is meant by the
terms “prohibited materi
