Overview

The SIST EN IEC 60335-2-115:2023/A11:2023 standard, published by the European Committee for Electrotechnical Standardization (CLC), specifies particular safety requirements for electric skin beauty care appliances intended for household, commercial, and similar uses. Covering appliances with a rated voltage not exceeding 250 V, this amendment A11 updates and supplements the foundational EN IEC 60335-2-115:2023 standard, ensuring enhanced user protection and appliance safety in line with the latest technological and regulatory developments.

This European Standard addresses reasonably foreseeable hazards encountered by all persons using these devices, although it excludes specific scenarios such as children playing with or using the appliances. The document emphasizes that the appliances are not intended for use by children and mandates proper supervision or instruction for persons with reduced physical, sensory, or mental capabilities.

Key Topics

  • Safety Scope and Application
The standard details safety requirements for skin beauty care electrical appliances used in homes, commercial salons, and similar settings, ensuring protection against common hazards associated with electric operation.

  • User Restrictions and Instructions
    Appliances under this standard:

    • Must not be used or cleaned by children
    • Should be safely operated by persons with impaired capabilities only under supervision
    • Must always be disconnected from power before cleaning or maintenance
  • Construction and Performance Criteria

    • Ensures that appliance suction pressure does not harm human skin; pressures up to 75kPa are considered safe.
    • Deletes provisions that are no longer relevant for specific subclauses related to terminals and construction.
    • Includes rigorous testing cycles for mechanical parts like guards and interlocks to guarantee durability and user protection.
  • Software and Electrical Safety
Modifications to software evaluation clauses ensure compliance does not impair appliance safety features related to key clauses on construction and terminals.

  • Commercial Use Amendments
Appliances intended for commercial environments, such as beauty parlors, have additional safety provisions, including:

    • Sound pressure level limits (below 70 dB(A)) to reduce noise pollution and ensure workplace comfort
    • Specific testing exclusions reflecting the use context
    • Clarifications on intended product use declarations by manufacturers to ensure proper classification in safety terms

Applications

The SIST EN IEC 60335-2-115:2023/A11:2023 standard is crucial for manufacturers, regulatory authorities, and testing organizations dealing with:

  • Household skin care appliances such as facial steamers, microdermabrasion devices, and home-use vacuum tools.
  • Salon-grade beauty equipment employed by professionals in beauty parlors and similar commercial environments.
  • Product safety assessment and certification procedures to comply with European regulations and market entry requirements.
  • Design and development teams ensuring that new skin care appliances incorporate robust safety features, user instruction clarity, and durability testing.

Compliance with this standard guarantees that skin beauty care appliances meet essential electrical safety norms and consumer protection benchmarks, promoting trust and reliability in a competitive marketplace.

Related Standards

This amendment builds upon and references multiple international and European standards for household and medical electrical appliances:

  • EN IEC 60335-1 - General safety requirements for household appliances.
  • IEC 61558 series - Safety for transformers and power supply units.
  • IEC 60601-2-5 - Safety norms specific to ultrasonic physiotherapy equipment.
  • IEC 61689 / IEC 63009 - Ultrasonic physiotherapy systems and measurement methods.
  • ISO 7010 - Safety signs and graphical symbols relevant for appliance markings.
  • Additional Parts 2-X series - Covering safety aspects of other specific household electrical appliances.

These referenced standards provide a comprehensive framework for ensuring not only the safety of skin beauty care devices but also their reliable performance in residential and commercial settings.
