This document specifies the additional safety requirements and means of verification for rough-terrain variable-reach trucks (hereafter referred to as trucks) designed and intended for handling suspended loads which can swing freely in one or more directions. It is applicable to trucks covered by EN 1459-1 and EN 1459-2.
This document does not apply to:
- the lifting of suspended loads which by design of the load or the lifting attachments does not allow the load to swing freely in any direction;
- the handling of flexible intermediate bulk containers, as defined in ISO 21898, carried under the forks of the truck;
- any attachments/means used for lifting personnel;
- lifting accessories not included as part of the lifting attachment;
- freight container handling trucks.
This document deals with significant hazards, hazardous situations or hazardous events relevant to trucks handling a freely suspended load, when they are used as intended by the manufacturer.
This document is not applicable to rough-terrain variable-reach trucks fitted with a lifting attachment for handling suspended loads manufactured before the date of its publication.

Dieses Dokument beschreibt die ergänzenden Sicherheitsanforderungen und Mittel der Überprüfung für geländegängige Flurförderzeuge mit veränderlicher Reichweite (nachfolgend als Stapler bezeichnet), die für die Handhabung von hängenden Lasten, die in einer oder mehreren Richtungen frei schwenkbar sind, konstruiert und vorgesehen sind. Anwendbar für durch EN 1459-1 und EN 1459-2 abgedeckte Stapler.
Dieses Dokument gilt nicht für:
- das Heben von hängenden Lasten, die durch die Konstruktion der Last oder der Hebe-Zusatzeinrichtungen der Last nicht frei in alle Richtungen schwenkbar sind;
- die Bearbeitung von flexiblen Großpackmitteln, wie in ISO 21898 beschrieben, die unter den Gabeln des Staplers getragen werden;
- alle Zusatzeinrichtungen/ Mittel, die für das Heben von Personal genutzt werden;
- Hebezubehör, welches nicht Teil der Hebe-Zusatzeinrichtung ist;
- Stapler für Frachtcontainer.
Dieses Dokument befasst sich mit signifikanten Gefährdungen, Gefährdungssituationen oder Gefährdungsereignissen, die für Stapler, die eine frei hängende Last bearbeiten, relevant sind, wenn diese wie vom Hersteller vorgesehen benutzt werden.
Dieses Dokument gilt nicht für Stapler, ausgestattet mit einer Hebe-Zusatzeinrichtung für hängende Lasten, die vor dem Datum dieser Veröffentlichung hergestellt wurden.

Le présent document spécifie les prescriptions de sécurité supplémentaires et les moyens de vérification pour les chariots tout‐terrain à portée variable (ci‐après désignés « chariots ») conçus et destinés à manutentionner des charges suspendues qui peuvent osciller librement dans une ou plusieurs directions. Il est applicable aux chariots couverts par les EN 1459-1 et EN 1459-2.
Le présent document ne s'applique pas :
- au levage de charges suspendues qui, d'après la conception de la charge ou des équipements de levage, ne permet pas à la charge d'osciller librement dans toutes les directions ;
- à la manutention de grands récipients vrac souples, tels que définis dans l'ISO 21898, transportés sous les fourches du chariot ;
- à tous les accessoires/moyens utilisés pour le levage de personnel ;
- aux équipements de levage ne faisant pas partie de l’accessoire de levage ;
- aux chariots porte-conteneurs.
Le présent document traite des phénomènes dangereux significatifs, des situations et événements dangereux pertinents pour les chariots manutentionnant une charge suspendue librement, lorsqu'ils sont utilisés comme prévu par le fabricant.
Le présent document n'est pas applicable aux chariots tout‐terrain à portée variable pourvus d'un équipement de levage pour manutentionner des charges suspendues fabriqués avant la date de sa publication.

Trucks - Safety”, the secretariat of which is held by BSI.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by June 2021, and conflicting national standards shall be
withdrawn at the latest by June 2021.
Attention is drawn to the possibility that some of the elements of this document may be the subject of

players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the Scope of this document.
All quantities are in SI units, and this includes metric units.
This document is a type C standard as stated in EN ISO 12100.

1 Scope
This document specifies the safety requirements and means of verification in addition to
EN 1459-1:2017+A1:2020 and EN 1459-2:2015+A1:2018 as applicable, for rough-terrain variable-reach
trucks (hereafter referred to as trucks) designed and intended for handling suspended loads which can
swing freely in one or more directions. It is applicable to trucks covered by EN 1459-1:2017+A1:2020
and EN 1459-2:2015+A1:2018.
This document does not apply to:
— the lifting of suspended loads which by design of the load or the lifting attachments does not allow
the load to swing freely in any direction;
— the handling of flexible intermediate bulk containers, as defined in ISO 21898:2004, carried under
the forks of the truck or with attachments intended for this purpose;
— any attachments / means used for lifting personnel;
— lifting accessories;
— freight container handling trucks;
— mobile cranes (covered by EN 13000:2010+A1:2014).
This document deals with all significant hazards, hazardous situations or hazardous events, related to
trucks handling a freely suspended load, when they are used as intended and under conditions of misuse
which are reasonably foreseeable by the manufacturer (see Annex A).
This document does not deal with load limiter for attachments.
This document is not applicable to rough-terrain variable-reach trucks designed and intended for
handling suspended loads manufactured before the date of its publication.

4 Safety requirements and/or protective/risk reduction measures

Trucks shall comply with the safety requirements and/or protective measures of this clause. Trucks shall
also be designed according to the principles of EN ISO 12100:2010 for relevant but not significant
hazards, which are not dealt with by this document.

Introduction
This European Standard covers general safety requirements and the means for verification of these
requirements for rough-terrain variable-reach trucks.
All quantities are in SI units, and this includes metric units.
Considering the technical improvements to the previous version of EN 1459, a transition period of 6
months is permitted after the date of publication, such that manufacturers can develop their products
sufficiently to meet the requirements of this European Standard.
This document is a type C standard as stated in EN ISO 12100.
The machinery concerned and the extent to which hazards, hazardous situations and hazardous events
are covered are indicated in the scope of this document.
When provisions of this type C standard are different from those which are stated in type A or B
standards, the provisions of this type C standard take precedence over the provisions of the other

1 Scope
This document specifies the additional safety requirements and means of verification for rough-terrain
variable-reach trucks (hereafter referred to as trucks) designed and intended for handling suspended
loads which can swing freely in one or more directions. It is applicable to trucks covered by EN 1459-1
and EN 1459-2.
This document does not apply to:
— the lifting of suspended loads which by design of the load or the lifting attachments does not allow
the load to swing freely in any direction;
— the handling of flexible intermediate bulk containers, as defined in ISO 21898, carried under the
forks of the truck;
— any attachments/means used for lifting personnel;
— lifting accessories not included as part of the lifting attachment;
— freight container handling trucks.
This document deals with significant hazards, hazardous situations or hazardous events relevant to
trucks handling a freely suspended load, when they are used as intended by the manufacturer.
This document is not applicable to rough-terrain variable-reach trucks fitted with a lifting attachment
for handling suspended loads manufactured before the date of its publication.
