The present document defines solutions for progressive migration of Information and Communication Technology
(ICT) sites (telecommunication and data centres) to up to 400 V Direct Current (400 VDC) distribution and direct use of
up to 400 VDC powering ICT equipment from 400 VDC sources. The present document also defines different major
use case options and migration scenarios, such as:
• migration to an up to 400 VDC of telecommunication site power solution;
• migration to an up to 400 VDC of data centre power solution;
• migration with up to 400 VDC power transfer between existing -48 V centralized sources to high power
density -48 V equipment, such as routers;
• integration of up to 400 VDC remote powering;
• combined architecture with up to 400 VDC and AC sources and distributions possibly using hybrid power
interfaces on ICT equipment.
For each of these, the present document describes many possible options and characteristics, such as:
• migration architecture with up to 400 VDC/-48 V conversion to power existing -48 V equipment using
existing -48 V room distribution;
• conditions for tripping overcurrent protection devices without -48 V batteries;
• migration architecture with up to 400 VDC/AC inverter as an alternative to the AC UPS to power existing AC
equipment;
• use of local up to 400 VDC for remote powering of ICT equipment;
• coupling up to 400 VDC systems to a local REN source or to a DC microgrid;
• possibility of conversion between battery and up to 400 VDC distribution, e.g. for long power distribution or
short-circuit current or battery technology (e.g. lithium-ion).
The present document also gives a saving assessment frame reference to define the best migration scenario and its steps
by considering energy, resource, environmental impact and cost savings based on functional aspects such as modularity,
flexibility, reliability, efficiency and distribution losses, as well as maintenance evolution when migrating from -48 V or
Alternating Current (AC) to up to 400 VDC solutions. This also includes consideration of load architecture evolution
dependent on use cases (e.g. telecommunication site, data centres).

services. It is intended for use by both providers and procurers, but it is expected that it will also be of use to many
others as well.
The relationship between the present document and the essential requirements of Directive 2016/2102 on the
accessibility of the websites and mobile applications of public sector bodies [i.28] is given in Annex A.
The present document contains the necessary functional requirements and provides a reference document such that if
procedures are followed by different actors, the results of testing are similar and the interpretation of those results is
clear. The test descriptions and evaluation methodology included in the present document are elaborated to a level of
detail compliant with ISO/IEC 17007:2009 [i.14], so that conformance testing can give conclusive results.

The metric applies to general purpose computer servers with up to four processor sockets and with their own dedicated power supply.
NOTE 1: The term "socket" also applies to design in which processors are installed without sockets (e.g. soldered products).
The metric applies to a computer server model and to a computer server product family, including type and count of CPU, memory, storage, power supplies, cooling (e.g. fans) and any other add-on hardware expected to be present when deployed.
The present document defines:
• an energy efficiency metric to support procurement or market entry requirements;
• requirements for equipment to perform the measurements and analysis;
• requirements for the measurement process;
• requirements for the management of the metric calculation;
• operation or run rules to configure, execute, and monitor the testing;
• documentation and reporting requirements;
• a validation process for the metric using the Deployed Power Assessment.
The present document is not applicable to:
• fully fault tolerant servers;
• High Performance Computing (HPC) systems;
• hyper-converged servers;
• large scale servers;
• servers with integrated APA(s);
• networking equipment including network servers;
• server appliances;
• storage device including blade storage and storage servers.
NOTE 2: Products whose feature set and intended operation are not addressed by active mode testing parameters are excluded from this evaluation method. The above list shows products for which SERT™ efficiency evaluations are not appropriate.

The present document specifies Key Performance Indicators (KPIs), and associated measurement processes, which
reflect the operational energy efficiency of the following digital cellular RAN equipment and supporting infrastructures:
• integrated BS;
• distributed BS;
• BS site.
Repeaters are not considered in the present document but are considered for further study (ffs).
Energy consumption of user equipment (UE) is outside the scope of the present document, however, how a user
equipment (UE) affects a base station energy performance is considered for further study.
The KPIs specified:
• combine the energy consumption (in the form of electricity) with the volume of data processed;
• combine the energy consumption (in the form of electricity) with the coverage area served;
• are applicable to the above equipment and also, in certain cases, to the sites accommodating the equipment;
• are primarily intended for trend analysis - not to enable comparison between individual BSs unless the
conditions of operation are "similar".
The present document specifies KPIs that are only applicable to BS sites supporting a single operator network. KPISs
for shared BS and BS site between two operators or more is considered for further study.
The RAN equipment addressed by the present document supports the following RANs, amongst others, both
individually and in combination:
• UTRA, WCDMA (IMT-2000 Direct Spread, W-CDMA, UMTS);
• E-UTRA, LTE (IMT-2000 and IMT advanced);
• GSM (IMT-2000 SC, Technology GSM/EDGE).
KPIs for future RAN technologies such as 5G will be considered for future version of the present document once
appropriate specifications are completed.
The present document does not define target values for the energy consumption nor the energy efficiency of the
equipment for which KPIs are specified.

• renewable energy.
The requirements are mapped to the general requirements of ETSI EN 305 200-1 [i.2].
Energy management of fixed access networks comprises a number of independent layers. The present document addresses
performance of infrastructures that supports the normal function of hosted ICT equipment within the fixed access network
(e.g. power distribution, environmental control, security and safety).The present document does not address other layers
such as performance of ICT equipment itself, performance of usage of available processing power, and layers related to
final service delivered (e.g. processing power required per itemized outcome) or overlay layers (e.g. energy consumption
required per itemized outcome).
The environmental impact and management of different energy sources are outside the scope of the present document.
Within the present document:
• clause 4 describes the energy parameters for FANs together with inclusions/exclusions of different energy
contributions;
• clause 5 specifies the requirements for measurement, calculation, classification and reporting of KPIEM.

Accessibility requirements for ICT products and services
ETSI EN 301 549 V2.1.2 (2018-06)

The present document specifies the functional accessibility requirements applicable to ICT products and services,
together with a description of the test procedures and evaluation methodology for each accessibility requirement in a
form that is suitable for use in public procurement within Europe. The present document might be useful for other
purposes such as procurement in the private sector.
The relationship between the present document and the essential requirements of Directive 2016/2102 on the
accessibility of the websites and mobile applications of public sector bodies [i.28] is given in Annex A.
The present document contains the necessary functional requirements and provides a reference document such that if
procedures are followed by different actors, the results of testing are similar and the interpretation of those results is
clear. The test descriptions and evaluation methodology included in the present document are elaborated to a level of
detail compliant with ISO/IEC 17007:2009 [i.14], so that conformance testing can give conclusive results.
All clauses except those in clause 12, related to documentation and support services, are self-scoping. This means they
are introduced with the phrase 'Where ICT '. Compliance is achieved either when the pre-condition is
true and the corresponding test (in Annex C) is passed, or when the pre-condition is false (i.e. the pre-condition is not
met or not valid).
NOTE 1: Compliance issues are covered in normative clause C.1.
The inherent nature of certain situations makes it impossible to make reliable and definitive statements that accessibility
requirements have been met. In those situations therefore, the requirements in the present document are not applicable:
• when the product is in a failure, repair or maintenance state where the ordinary set of input or output functions
are not available;
• during those parts of start-up, shutdown, and other state transitions that can be completed without user
interaction.
NOTE 2: Even in the above situations, it is best practice to apply requirements in the present document wherever it
is feasible and safe to do so.

The present document specifies the general engineering of various broadband infrastructures to enable the most
effective energy management (and management of other resources) and the appropriate measures for EoL treatment of
ICT equipment.
The present document specifies the requirements for resource management of customer network infrastructures within
homes (single-tenant), as recipients of broadband services, as a combination of:
• Energy management while maintaining or even improving the level of service is supported by requirements
for:
i) in new, refurbished and existing buildings: the selection of customer premises equipment and associated
power supplies which meet specific energy consumption and energy efficiency requirements (by means
of external references);
ii) in new or refurbished buildings: the provision of appropriate spaces and pathways to accommodate
cabling infrastructure.
• EoL of ICT equipment by reference to ETSI EN 305 174-8 [7].

The present document describes the energy management landscape of the operational infrastructures of broadband
deployment addressed by this multi-part deliverable, their inter-relationship and boundaries.
It specifies the following aspects for Global Key Performance Indicators in relation to energy management for the
operational infrastructures of broadband deployment:
• common objectives in relation to energy consumption:
- energy consumption;
- task effectiveness;
- energy re-use;
- renewable energy;
• general requirements for all KPIs specified in the other standards in the ETSI EN 305 200 series [i.2] in
relation to:
- infrastructure scalability;
- infrastructure evolution;
- formulae and definition of terms;
- measurement points and procedures;
• the use of KPIs.
The environmental impact and management of different energy sources are outside the scope of the present document.
Within the present document:
• clause 4 explains the context underlying the need for the development of Global KPIs for energy efficiency
and introduces the Objective KPIs upon which the Global KPIs are founded;
• clause 5 specifies the general requirements that are applied to all KPIs defined within the standards in the ETSI
EN 305 200-2 series and ETSI EN 305 200-3 series;
• clause 6 summarizes the applicability of the Global and Objective KPIs defined within the standards in the
ETSI EN 305 200-2 series and ETSI EN 305 200-3 series.
