- Abstract
The present document applies to the following radio equipment type:
• Base stations for IMT-2000 CDMA TDD (UTRA TDD).
The requirements in the present document apply to both Wide Area Base Stations and Local Area Base Stations unless otherwise stated. IMT-2000 CDMA TDD (UTRA TDD) supports two options of the TDD mode with the chip rates of 3,84 Mchip/s and 1,28 Mchip/s. These two options are called the 3,84 Mcps TDD option and the 1,28 Mchip/s TDD option respectively.
The requirements are listed in different subsections only if the parameters deviate. The present document covers requirements for 3,84 Mcps TDD option Base Station for Releases 99, 4, 5, 6 and 7 and for 1,28 Mcps TDD option Base Stations for Releases 4, 5, 6 and 7.
For general purpose Base Stations of Releases 99 and 4 only the requirements for Wide Area Base Stations shall apply. The present document is intended to cover the provisions of Directive 1999/5/EC [1] (R&TTE Directive) article 3.2, which states that "[…] radio equipment shall be so constructed that it effectively uses the spectrum allocated to terrestrial/space radio communications and orbital resources so as to avoid harmful interference". In addition to the present document, other ENs that specify technical requirements in respect of essential requirements under other parts of article 3 of the R&TTE Directive [1] may apply to equipment within the scope of the present document.

SIST EN 301 908-7 V3.2.1:2007 is the Slovenian adoption of ETSI EN 301 908-7, published by ETSI for IMT-2000 CDMA TDD base stations. It specifies the radio spectrum and electromagnetic compatibility requirements, together with the test methods, for Wide Area Base Stations and Local Area Base Stations that fall under article 3.2 of the R&TTE Directive. In practice, it tells manufacturers and test laboratories how to check emissions, leakage, blocking, selectivity, and related transmitter and receiver performance for the 3,84 Mcps TDD option and the 1,28 Mcps TDD option.
What does SIST EN 301 908-7 V3.2.1:2007 specify?
SIST EN 301 908-7 V3.2.1:2007 applies to Base Stations for IMT-2000 CDMA TDD (UTRA TDD). The document covers operation in the listed transmit-and-receive bands and applies to both Wide Area Base Stations and Local Area Base Stations unless a clause says otherwise.
The standard is organized into:
- Clause 1 Scope
- Clause 2 References
- Clause 3 Definitions, symbols and abbreviations
- Clause 4 Technical requirements specifications
- Clause 5 Testing for compliance with technical requirements
- Annexes A to E
| Annex | What it covers |
|---|---|
| Annex A | HS Requirements and conformance Test specifications table |
| Annex B | BS configurations, including receiver diversity, power supply options, ancillary RF amplifiers, and antenna arrays |
| Annex C | Environmental profile specification |
| Annex D | EN title in the official languages |
| Annex E | Bibliography |
Clause 4 sets the technical limits and conditions. Clause 5 sets the measurement methods, environmental conditions, and interpretation of test results. Annex A links each essential requirement to its test method and marks which tests are part of the Essential Radio Test Suite.
What are the key requirements of SIST EN 301 908-7 V3.2.1:2007?
The core of SIST EN 301 908-7 V3.2.1:2007 is the control of unwanted transmitter emissions and the ability of the receiver to tolerate interference. The limits and test conditions depend on the TDD option, the BS class, the operating band, and in some cases the declared output power.
1) The environmental profile matters for every conformance claim
Clause 4.1 says the equipment has to meet the technical requirements within the supplier-declared environmental profile. Annex C gives guidance on how that profile can be stated, including pressure, temperature, humidity, and supply-voltage limits. In practice, this means the manufacturer must define the operating boundary conditions before testing and must show that compliance holds across them.
2) Spectrum emission mask controls out-of-band emissions
Clause 4.2.2 limits transmitter emissions outside the assigned channel. Separate tables apply to the 3,84 Mcps TDD option and the 1,28 Mcps TDD option, and the limits change with BS output power. This matters because it is the basic check that the base station stays inside its intended channel and does not spill energy into nearby spectrum.
3) ACLR limits adjacent-channel interference
Clause 4.2.3 sets Adjacent Channel Leakage power Ratio (ACLR) limits for adjacent channels. The clause distinguishes protection of UTRA FDD and unsynchronized UTRA TDD, and it treats Wide Area BS and Local Area BS differently. In practice, the test shows how much power leaks into neighboring channels and whether the base station can coexist with nearby radio systems.
4) Spurious emissions are checked across a wide frequency range and in coexistence bands
Clause 4.2.4 covers transmitter spurious emissions. It includes general limits outside the TDD operating band and additional coexistence limits for GSM 900, DCS 1800, UTRA FDD, and unsynchronized TDD. The measurements use different bandwidths depending on frequency range and option. For the reader, this is the part that matters when proving the base station will not create harmful emissions in other services.
5) Transmit intermodulation is checked with a controlled interfering signal
Clause 4.2.6 defines transmit intermodulation testing. A like-modulated interference signal is injected at a level 30 dB below the wanted signal, and the resulting products are judged against the spectrum emission mask, ACLR, and spurious-emission limits. This is important for systems that may generate extra unwanted components when more than one signal is present.
6) Receiver spurious emissions, blocking, intermodulation, and adjacent channel selectivity are part of the receive-side check
Clauses 4.2.7 to 4.2.10 cover receiver spurious emissions, receiver blocking characteristics, receiver intermodulation characteristics, and receiver adjacent channel selectivity. The blocking and selectivity tests use a UL reference measurement channel and evaluate whether the BER stays within the specified limit under interference. In practice, these clauses show whether the receiver can still work when strong unwanted signals are nearby.
7) The test method is as important as the limit
Clause 5.1 says tests are performed at representative points within the declared environmental profile, normally under normal test conditions unless otherwise stated. Clause 5.2 requires the test report to include measurement uncertainty, calculated using TR 100 028 with coverage factor k = 1,96. Clause 5.3 also uses RF channels B, M, and T for bottom, middle, and top of band. This matters because compliance is not only about the number measured - it is also about how, where, and under what conditions it was measured.
What terms does SIST EN 301 908-7 V3.2.1:2007 define?
- Base Station class - The manufacturer declares whether the equipment is a wide area Base Station or a local area Base Station, and that declaration affects which limits apply.
- wide area Base Stations - Base stations characterized by macrocell and microcell scenarios with BS to UE coupling losses of 70 dB and 53 dB.
- local area Base Station - A base station characterized by Pico Cell scenarios with BS to UE coupling loss of 45 dB.
- Adjacent Channel Leakage power Ratio (ACLR) - The ratio used to describe how much wanted-signal power leaks into adjacent channels.
- RRC filtered mean power - Mean power measured through a root raised cosine filter with roll-off factor α = 0,22.
- RATed output Power (PRAT) - The mean power per carrier that the manufacturer declares to be available at the antenna connector.
- maximum output power (Pmax) - The mean power per carrier measured at the antenna connector in a specified reference condition.
Who uses SIST EN 301 908-7 V3.2.1:2007?
SIST EN 301 908-7 V3.2.1:2007 is used by base-station manufacturers, RF test laboratories, and conformity assessment teams working on IMT-2000 CDMA TDD equipment. It is also relevant to quality and compliance managers who need to show that a product meets article 3.2 spectrum-use requirements.
In practice, these users apply it when they:
- design or verify a BS radio chain
- set up type testing for emissions and receiver performance
- prepare conformance reports for regulatory assessment
- decide how ancillary RF amplifiers, antenna arrays, or power-supply options affect testing
- document environmental limits and measurement uncertainty
Which standards are used with SIST EN 301 908-7 V3.2.1:2007?
Clause 2 names the documents that support this standard:
- Directive 1999/5/EC - The regulatory basis for the essential requirements covered here.
- ETSI TR 100 028 - Used for calculating measurement uncertainty.
- ETSI TS 125 105 - Provides the UMTS Base Station radio transmission and reception specifications for TDD.
- ETSI TS 125 142 - Provides the UMTS Base Station conformance testing rules for TDD.
- ITU-R Recommendation SM.329-10 - Provides criteria for unwanted emissions in the spurious domain.
- ETSI EN 301 908-1 - Gives the introduction and common requirements for the IMT-2000 base-station, repeater, and user-equipment series.
What does the SIST EN 301 908-7 V3.2.1:2007 document contain?
The document contains detailed limit tables for spectrum emission mask, ACLR, spurious emissions, blocking, and adjacent channel selectivity, with separate values for the two TDD options and for Wide Area BS and Local Area BS. It also includes test setups and procedures for transmitter and receiver measurements, including figures for intermodulation tests and tables for signal configurations.
Annex A maps each essential requirement to its test specification and marks all nine listed radio requirements as Essential. Annex B explains how to handle receiver diversity, power-supply variants, ancillary RF amplifiers, and BS configurations with antenna arrays. Annex C gives the environmental profile guidance used in design verification, testing, certification, and audits.

The technical requirements of the present document apply under the environmental profile for operation of the
equipment, which shall be declared by the supplier. The equipment shall comply with all the technical requirements of
the present document at all times when operating within the boundary limits of the required operational environmental
profile.
For guidance on how a supplier can declare the environmental profile see annex C.
4.2 Conformance requirements
4.2.1 Introduction
To meet the essential requirement under article 3.2 of the R&TTE Directive [1] for IMT-2000 Base Stations (BS) seven
essential parameters in addition to those in EN 301 908-1 [7] have been identified. Table 2 provides a cross reference
between these seven essential parameters and the corresponding nine technical requirements for equipment within the
scope of the present document.
To fulfil an essential parameter the compliance with all the corresponding technical requirements in table 2 must be
verified.

4.2.2 Spectrum emission mask
4.2.2.1 Definition
Spectrum emission mask defines an out of band emission requirement for the Base Station transmitter. These out of
band emissions are unwanted emissions outside the channel bandwidth resulting from the modulation process and
non-linearity in the transmitter but excluding spurious emissions.
4.2.2.1.1 3,84 Mcps TDD option
The spectrum emission mask specifies the limit of the transmitter out of band emissions at frequency offsets from the
assigned channel frequency of the wanted signal between 2,5 MHz and 12,5 MHz.
ETSI
12 ETSI EN 301 908-7 V3.2.1 (2007-05)
4.2.2.1.2 1,28 Mcps TDD option
The spectrum emission mask specifies the limit of the transmitter out of band emissions at frequency offsets from the
assigned channel frequency of the wanted signal between 0,8 MHz and 4 MHz.
4.2.2.2 Limits
4.2.2.2.1 3,84 Mcps TDD option
The requirement shall apply to both Wide Area BS and Local Area BS. The requirement shall be met by a Base Station
transmitting on a single RF carrier configured in accordance with the manufacturer's specification. Emissions shall not
exceed the maximum level specified in tables 3 to 6 in the frequency range of f_offset from 2 515 MHz to f_offset from
the carrier frequency, where:
• f_offset is the separation between the carrier frequency and the centre frequency of the measuring filter;
• f_offset is either 12,5 MHz or the offset to the UMTS Tx band edge (DL transmission in the following
max
bands: 1 900 MHz to 1 920 MHz, 2 010 MHz to 2 025 MHz and 2 570 MHz to 2 620 MHz), whichever is the
greater.
The spectrum emissions measured according to clause 5.3.1.1.2 shall not exceed the maximum level specified in
tables 3 to 6 for the appropriate BS maximum output power.
