kSIST prES 200 674-1 V2.2.1:2011 is a SIST draft of the ETSI standard for Intelligent Transport Systems (ITS) - Road Transport and Traffic Telematics (RTTT) Dedicated Short Range Communications (DSRC) in the 5,8 GHz band. It specifies technical characteristics, test methods, data link services and application protocol data units for High Data Rate (HDR) equipment used by Road Side Units (RSUs), On Board Units (OBUs) and transponders.
What does kSIST prES 200 674-1 V2.2.1:2011 specify?
kSIST prES 200 674-1 V2.2.1:2011 covers 5,8 GHz Short Range Devices (SRDs) for RTTT that use an RF output connection with a specified antenna or an integral antenna, and that operate for data transmission in the 5 725 MHz to 5 875 MHz Industrial, Scientific and Medical (ISM) band. The document also includes the methods of measurement needed to verify the limits it sets.
The scope is centered on DSRC-based applications and on both RSUs and OBUs with transceivers and transponders. In practice, that means it is the document to use when you need a common test basis for DSRC radio performance and protocol behavior.
The document is organized into:
- Clause 1, scope
- Clause 2, references
- Clause 3, definitions, symbols and abbreviations
- Clause 4, general presentation of equipment for testing
- Clause 5 and 6, test conditions and general conditions
- Clauses 7 to 9, Layer 1 methods and limits for RSU and OBU radio parameters
- Clause 10, Layer 2 parameters and procedures
- Clause 11, Layer 7 parameters and procedures
- Clause 12, measurement uncertainty
- Annexes A to D, radiated measurement guidance, general measurement methods, message-based receiver methods and the EETS profile
| Annex | What it covers |
|---|---|
| Annex A | Radiated measurement sites and arrangements, including anechoic chamber, chamber with ground plane and Open Area Test Site (OATS) |
| Annex B | General description of measurement methods for conducted and radiated RF measurements |
| Annex C | Alternative receiver measurement methods using messages instead of bit streams |
| Annex D | Profile for the European Electronic Fee Collection service (EETS) |
What are the key requirements of kSIST prES 200 674-1 V2.2.1:2011?
kSIST prES 200 674-1 V2.2.1:2011 is both a radio test specification and a protocol conformance specification. The most important point for users is that it ties each limit to a test method, a test condition and a reportable result.
Equipment presentation and test setup
Clause 4 requires the equipment submitted for type testing to represent the production model and to cover all frequencies intended for operation. The applicant must supply the application form, technical documentation and operating manuals, and also provide any auxiliary test equipment and signal sources needed for the tests.
This matters because the lab can only test what is actually delivered. If the sample, antenna arrangement or accessories are not representative, the result will not describe the final product.
Clause 4.5 says the measured value is compared with the corresponding limit, and the measurement uncertainty must be recorded in the test report. The uncertainty value has to stay within the figures given in clause 12. In practice, this means the report must support a pass/fail decision without hiding the test quality.
Test conditions and laboratory conditions
Clauses 5 and 6 define the test environment, including external test power sources, normal and extreme temperatures, and normal and extreme supply voltages. They also define the test signals, modulation, access arrangements, artificial antenna requirements and test fixture behavior.
For example, the document requires a 50 Ω artificial antenna where applicable, and it sets requirements for the test fixture used with integral antennas. That matters because these arrangements let a lab make repeatable conducted measurements even when the product has no direct antenna connector.
Clause 6 also requires an unmodulated transmitter mode where needed, and an encoder for receiver measurements when the receiver cannot work with continuous bit streams. That is what allows the same equipment to be tested in both steady-state and message-based use cases.
RSU transmitter and receiver measurements
Clauses 7 and 8 define the Layer 1 requirements for RSU transmitters and receivers. For the transmitter, the document covers equivalent isotropically radiated power (E.I.R.P., e.i.r.p.), frequency error, transmitter spectrum mask, modulation depth, eye pattern and spurious emissions.
The practical effect is that the RSU has to stay within the radio limits that control coverage and interference. The spectrum mask and spurious emission tests are especially important when several RSUs share the same band or when other radio services are nearby.
For the receiver, Clause 8 covers maximum useable sensitivity, error behavior at high wanted input signals, and degradation measurements such as co-channel rejection, adjacent channel selectivity, spurious response rejection, blocking/desensitization and intermodulation response rejection. The clause also allows two ways to test the receiver: with continuous bit streams or, in special cases, with correctly coded messages.
That matters because installers and system owners can choose a test method that matches the real deployment. Annex C gives the message-based alternative for receiver sensitivity and degradation testing when bit streams are not practical.
OBU measurements
Clause 9 sets the Layer 1 tests for OBUs. It covers OBU sensitivity, access behavior, transponder conversion gain, maximum radiated subcarrier, frequency error and spurious radiation.
The main practical point is that the OBU must be able to receive the RSU field, respond correctly and stay within its emission limits. The clause also distinguishes between transponders and transceivers, which is important when a vehicle unit is only re-radiating a subcarrier versus actively transmitting.
Layer 2 frame handling
Clause 10 defines the frame structure and the rules for opening and closing flags, LPDU, frame check sequence and frame transmission/reception. It applies to both RSU and OBU, and then adds RSU-specific and OBU-specific procedures.
In practice, this is the link-layer interoperability part of the standard. It tells implementers how to build frames, how Link ID is allocated, and how received frames are passed to the correct application entity through the LaID field.
Layer 7 protocol behavior
Clause 11 defines the application layer protocol data units, protocol messages and ASN.1 definitions. It states that the Layer 7 protocol is asymmetric: the RSU is always the master role and the OBU is always the slave role, with directives issued by the RSU and responses issued by the OBU.
This is important for interoperability and conformance testing. The clause then lists many directives and responses, including Open-Rq, Close-Rq, Read-Display-Type-Rq, Read-Master-Core-Rq, Write-Appl-Core-Rq, Set-Password-Rq, Get-TBA-Random-Rq and Get-Credential-Rq, each with its own measurement method and limits.
Some directives are only accepted inside a valid active session, while others may be processed without one. For buyers and integrators, that means the OBU software has to implement the session rules correctly, not just the radio link.
EETS profile
Annex D narrows the document to the European Electronic Fee Collection service (EETS). It specifies which directives and responses, memory structures, data items and security mechanisms are used for EETS conformance, including security algorithms and access credential computation.
This is the part to read if the equipment is intended for tolling applications. It tells implementers which DSRC communication limits and security functions have to be supported for EETS use.
What terms does kSIST prES 200 674-1 V2.2.1:2011 define?
- Road Side Unit (RSU) - the fixed DSRC unit that exchanges frames and application messages with OBUs and plays the master role in Layer 7.
- On Board Unit (OBU) - the vehicle-mounted DSRC unit that communicates with the RSU and plays the slave role in Layer 7.
- Application layer Protocol Data Unit (APDU) - the encoded application message exchanged at Layer 7.
- Equivalent Isotropically Radiated Power (E.I.R.P., e.i.r.p.) - the transmitted power referenced to an isotropic antenna, used to characterize RSU output.
- Bit Error Ratio (BER) - the receiver performance measure used for bit-stream based tests.
- European Electronic Tolling Service (EETS) - the tolling profile covered by Annex D.
- Frame Check Sequence (FCS) - the frame-level check field used to verify Layer 2 frame integrity.
Who uses kSIST prES 200 674-1 V2.2.1:2011?
kSIST prES 200 674-1 V2.2.1:2011 is used by equipment manufacturers, test laboratories, certification teams and applicants preparing equipment for type testing. It is also relevant to system integrators and tolling organizations working with DSRC-based RTTT applications.
In practice, these users apply the document when they:
- prepare RSUs, OBUs or transponders for conformance testing
- set up radio measurements and report uncertainty
- verify Layer 2 and Layer 7 interoperability
- configure equipment for EETS use
- check whether a design is representative of the intended production model
