General Information

Abstract

This European Telecommunication Standard (ETS) provides specifications for the standardization of the characteristics of the minimum required Network Control Facilities (NCFs) for Mobile Earth Stations (MESs) with both transmit and receive capabilities in order to ensure that the network operator is able to suppress and enable the transmissions from the MESs. In particular, these facilities will permit to stop certain interference situations resulting from the emissions from the MESs. This ETS defines specifications for the control facilities in an MES network operating voice and/or data communications, as defined in ETS 300 423 [1]. This ETS deals with specifications defined, in order to protect other users of the frequency spectrum from unacceptable interference.

Overview

SIST ETS 300 424 E1:2006 is a European Telecommunication Standard developed by the Slovenski inštitut za standardizacijo (SIST), harmonized with ETSI standards. It addresses the requirements and specifications for Network Control Facilities (NCFs) used in Land Mobile Earth Stations (LMESs) operating in the 1.5/1.6 GHz frequency bands. These stations provide voice and/or data communications within satellite earth station networks. The standard focuses on the minimum control functionalities necessary for managing transmissions in mobile earth station networks to effectively suppress or enable signals as needed, ensuring minimal interference with other users of the frequency spectrum.

Key Topics

  • Network Control Facilities (NCFs): The standard defines the operational characteristics required for NCFs to control the transmit and receive capabilities of Mobile Earth Stations (MESs). It ensures that network operators have the technical means for both suppression and re-enabling of MES transmissions.
  • Interference Management: By setting out clear specifications for stopping transmissions that could cause interference, the standard supports regulatory compliance and protects other spectrum users.
  • Voice and Data Communications: The document covers both voice and data traffic management, ensuring robust and versatile satellite communication systems within the specified GHz bands.
  • Test and Verification: The standard details what parameters should be included in test reports and outlines procedures for verifying proper suppression and enabling of transmissions.
  • Command and Control: It stipulates that network operators must be able to issue commands to inhibit or re-enable MES transmissions remotely, within a set timeframe (e.g., suppression within 30 seconds).
  • User Notification: When a transmission is suppressed, the MES user must be informed via the network to minimize unnecessary communication attempts.

Applications

SIST ETS 300 424 E1:2006 offers practical benefits and wide applicability in satellite communication infrastructure, ensuring operational control and regulatory compliance:

  • Satellite Communication Networks: Used by network operators managing fleets of LMESs for voice and data connectivity across wide geographic regions.
  • Emergency and Safety Communications: Ensures seamless control of transmissions, which is critical for mission-critical communications in disaster response or remote operations.
  • Interference Mitigation: Applies to networks operating in congested frequency bands, helping mitigate cross-interference and maximize spectrum utilization.
  • Network Management Systems: Forms the basis for integrated control systems within satellite ground operations, allowing for rapid response to interference scenarios and dynamic management of network assets.
  • Compliance and Certification: Provides a standard reference for manufacturers, operators, and regulators to test and certify LMES equipment against minimum NCF requirements.

Related Standards

  • ETS 300 423: Covers the broader technical specifications for Land Mobile Earth Stations (LMESs) operating in the 1.5/1.6 GHz bands, forming the foundation for communication protocols and system interoperability referenced by SIST ETS 300 424 E1:2006.
  • ETSI Standards for Satellite Earth Stations (SES): A suite of standards offering guidance on performance, interference management, and regulatory frameworks for satellite systems.
  • ICS 33.060.30 and 33.060.20: International Classification for Standards relating to radio relay, fixed, and mobile satellite communications.

By following SIST ETS 300 424 E1:2006, organizations can ensure secure, interference-free operation of land mobile satellite networks, contributing to more reliable and efficient satellite earth station systems across Europe and beyond.
