Abstract

This document gives general requirements and tests for residual current operated circuit-breakers without integral overcurrent protection for household and similar uses (hereafter referred to as RCCBs), for rated operational voltages not exceeding 440 V AC, with rated frequencies of 50 Hz, 60 Hz or 50/60 Hz and rated currents not exceeding 125 A, intended principally for protection against shock hazard.
RCCBs are intended to provide fault protection (previously referred to as protection against indirect contact), the exposed conductive parts of the installation being connected to an appropriate earth electrode. They are also intended to be used to provide protection against fire hazards due to a persistent earth fault current.
RCCBs having a rated residual operating current not exceeding 30 mA are used for fault protection and additional protection in the case of failure of the protective provisions against electric shock.
This document applies to RCCBs performing simultaneously the functions of detection of the residual current, of comparison of the value of this current with the residual operating value and of opening of the protected circuit when the residual current exceeds this value.
RCCBs are intended to be operated by ordinary or uninstructed persons and designed not to require maintenance.
The requirements of this document apply for standard conditions (see 7.1). Additional requirements can be necessary for RCCBs used in locations which have severe environmental conditions. RCCBs within the scope of this document are intended for use in an environment with pollution degree 2 (see 7.3) and overvoltage category III.
RCCBs are suitable for isolation.
Special precautions (e.g. surge protective devices) can be necessary when excessive overvoltages are likely to occur on the supply side (for example in the case of supply through overhead lines, see IEC 60364-4-44 and IEC 60364-5-53).
RCCBs are suitable for use in IT systems.
RCCBs of the general type are resistant to current surges, including the case where surge voltages (as a result of switching transients or induced by lightning) cause loading currents in the installation without occurrence of flashover.
RCCBs of type S are considered to be sufficiently resistant against unwanted tripping even if the surge voltage causes a flashover and a follow-on current occurs.
Particular requirements are necessary for RCCBs intended to be used at frequencies other than 50 Hz or 60 Hz.
For RCCBs incorporated in, or intended for association with socket-outlets only, the requirements of this document can be used, as far as applicable, in conjunction with the requirements of IEC 60884-1 or the national requirements of the country where the product is placed on the market.
This document does not apply to:
–   RCCBs the current setting of which is adjustable without a tool;
–   RCCBs including batteries.
This document is not intended to be used alone; it is intended to be used in conjunction with the relevant product standard, IEC 61008-2-1 or IEC 61008-2-2.

oSIST prEN IEC 61008-1:2026/oprAA:2026 is a CENELEC draft amendment to the European standard for residual current operated circuit-breakers without integral overcurrent protection (RCCBs) for household and similar uses. It updates the general rules, tests, marking, and annexes for RCCBs used up to 440 V AC and 125 A, and it is read together with prEN IEC 61008-1:2026.

What does oSIST prEN IEC 61008-1:2026/oprAA:2026 specify?

oSIST prEN IEC 61008-1:2026/oprAA:2026 specifies changes to the general rules and test methods for RCCBs. The amendment keeps the focus on devices intended mainly for protection against shock hazard, fault protection, and fire hazards due to persistent earth fault current.

The scope covered by the base document still applies: RCCBs are intended for ordinary or uninstructed persons, are designed not to require maintenance, and are used in standard conditions, pollution degree 2, and overvoltage category III. The standard also covers suitability for isolation and use in IT systems.

When RCCBs are associated with socket-outlets only, the standard can be used together with IEC 60884-1 or with the national requirements of the market where the product is placed on the market.

What are the key requirements of oSIST prEN IEC 61008-1:2026/oprAA:2026?

oSIST prEN IEC 61008-1:2026/oprAA:2026 mainly changes classification, marking, construction, and verification rules. For a buyer, designer, or test engineer, the practical effect is that plug-in RCCBs, low-temperature variants, and several test limits now have explicit requirements.

Scope, application limits, and product type changes

Clause 1 is modified so that the document continues to cover RCCBs up to 440 V AC, 50 Hz, 60 Hz, or 50/60 Hz, and up to 125 A. It also keeps the application to protection against electric shock, fault protection, and fire hazards.

The amendment updates the treatment of adjustable residual operating current settings and keeps the exclusion for RCCBs including batteries. It also adds the note that the document is intended to be used with IEC 61008-2-1, and the companion part IEC 61008-2-2 remains relevant for other classifications.

Clause 3 adds two definitions that matter in practice:

  • plug-in RCCB
  • plug-in terminal

These additions are important because plug-in products now have explicit mechanical and test requirements.

Temperature ranges and product classification

Clause 4 adds classification by ambient air temperature range. The standard ranges are −5 °C to +40 °C and −25 °C to +40 °C.

Clause 5 adds the same ambient temperature ranges to the summary of characteristics. This matters because manufacturers and specifiers must state which temperature range the RCCB is designed for, and marking must match that choice.

Clause 5 also updates standard values for key ratings, including the standard value of rated impulse withstand voltage (Uimp) and the standard values of rated residual operating current (IΔn). In practice, this ties the product declaration and the test program to fixed rating values.

Marking and product information

Clause 6 adds standard marking rules for plug-in RCCBs. The base for plug-in RCCBs must be marked with the rated current or maximum rated current and the trade mark.

The amendment also allows additional marking for other standards or extra requirements, but only if the related standard is clearly identified next to the marking and kept separate from the standard marking. That matters for products sold under more than one scheme, because the markings must not be mixed in a way that confuses users or inspectors.

Table 1 is updated to include marking for ambient temperature range, extra performance marking, and information linked to grid distance "a" where relevant. For RCCBs for use at −25 °C to +40 °C, the product is marked with the snowflake symbol where applicable.

Mechanical construction and low-temperature behaviour

Clause 8 adds mechanical mounting requirements for plug-in RCCBs. If the holding position depends only on plug-in connections, the device has to pass the relevant mounting test.

A new subclause also requires RCCBs intended for −25 °C to +40 °C to operate reliably at low temperatures. This is a practical design point for enclosures, plastics, contacts, and latching parts.

Clause 8.11 changes the test device requirements by setting limits for the ampere-turns produced during operation of the test device. The values differ for 30 mA devices and for other residual operating currents, so the test has to be matched to the device rating.

Verification and test procedures

Clause 9 updates several test procedures and acceptance conditions. Among the most important changes are the impulse withstand checks, the verification of suitability for isolation, and the tests for behaviour in IT systems.

The amendment also changes the test sequence for plug-in RCCBs. For products whose holding in position depends solely on their plug-in connection, the mechanical test applies a 20 N force for 1 minute, and the device must remain secure and undamaged.

Several clauses now require the break time to be checked on one randomly selected pole after certain tests, and the measured break time must stay within the limit in Table 11 at IΔn. In practice, that means the device has to retain its operating performance after the stress test, not just pass the initial type test.

What terms does oSIST prEN IEC 61008-1:2026/oprAA:2026 define?
