This International Standard specifies the text-to-speech functionality for a (broadcast) receiver
with a text-to-speech system. Such a system may be one device, i.e. a receiver with an

external text-to-speech device. This document applies only to completely functional stationary
(or semi-stationary) digital TV receivers such as set top boxes, integrated digital TVs,
recorders and other products whose primary function is to receive TV content. Where this
document refers to TV, this will be shorthand for all such receivers.
This document does not apply to products that are capable of receiving TV as a secondary

This document specifies a set of principles and considerations for digital television products in
support of older people and persons with disabilities in addition to mainstream users. The
effect of following the principles and considerations as set out in this document is to ensure
that the widest range of users can access, understand and use digital television products.
These principles and considerations cover four main user profiles such as individuals with
hearing impairments, individuals with sight impairments, individuals with mobility impairments
and individuals with cognitive impairments.
This document applies to consumer solutions whose primary function is to receive digital
television, such as integrated digital televisions, set top boxes, digital television recorders and
equivalent products and devices (see Annex D). All these solutions are referred to as digital
television solutions throughout this document. The standard does not cover solutions that
support digital television as a secondary function (for instance gaming consoles or computers
with digital receiver cards). However, much of the content also provides for future solutions
and/or implementations.This document does not cover delivery, unpacking, secure installation
on a stand or wall mounting or first time connection of the power and signals.

The measuring conditions in this standard represent the normal use of the equipment and
may differ from specific conditions, for example as specified in safety standards.

This International Standard specifies both Standard Definition and High Definition receivers for the DVB-T system. It concerns: - broadcasters, and - receiver manufacturers. The objective is to define: - how to provide broadcasts that are understood by all receivers and enable receivers to provide good facilities to their users; - the behaviour required from receivers to work well with these broadcasts and to be attractive to consumers. To avoid doubt, the words “shall”, “should”, etc. are used in the traditional way to distinguish issues that are mandatory versus those that are optional A baseline receiver will support the mandatory features but not all the optional features in this standard. Inclusion of optional features is part of the marketing strategy of the manufacturer. Subtitling and teletext are considered to be components of TV services. Standalone teletext services (without associated video content) are not part of this standard. This standard primarily addresses terrestrial delivery of digital transmissions. This standard primarily addresses deployment in countries that use European Latin script based languages. Two types of systems are considered: - standard systems where services are all SD and use well-established codecs. Standard receivers which can decode standard services are suitable for these systems; - advanced systems where some services may use advanced codecs, for example to provide HD video. Advanced receivers which can decode advanced services are suitable for these systems. Where the term “receiver” or “broadcast” is used without a qualifier, the statement is applicable equally to both types of systems.
