SIST EN 302 998-2 V1.1.1:2011 is the Slovenian adoption of ETSI EN 302 998-2 V1.1.1, a harmonized European Standard for transmitting equipment for terrestrial mobile TV to provide multimedia multicast service. It specifies test arrangements for transmitters using OFDM technology and supports assessment against Article 3.2 of the R&TTE Directive, so it is used when checking how such equipment uses radio spectrum and controls unwanted emissions.

What does SIST EN 302 998-2 V1.1.1:2011 specify?

SIST EN 302 998-2 V1.1.1:2011 applies to terrestrial mobile TV transmitting equipment with 7 MHz and 8 MHz RF channel bandwidths operating in CEPT or national frequency bands for this service. The document is organized around scope, references, definitions, and general measuring arrangements, then a normative conformance annex and two informative annexes.

AnnexWhat it covers
Annex AHS Requirements and conformance Test specifications Table (HS-RTT)
Annex BThe EN title in the official languages
Annex CBibliography

Clause 4 gives the practical measurement arrangements for the three radio-emission checks covered by the standard. Annex A ties those checks to the harmonized-standard route for Article 3.2 conformity.

What are the key requirements of SIST EN 302 998-2 V1.1.1:2011?

The standard focuses on how to measure unwanted emissions from OFDM transmitters, not on the full radio design of the product. In practice, it tells a test lab what signal to apply, what frequency range to cover, and how to set up the transmitter and measurement equipment.

Test scope and measurement range

Clause 4.1.1 sets the practical unwanted-emission measurement range for transmitters with fundamental frequencies from 47 MHz to 862 MHz. It also gives reference bandwidths for different frequency ranges, and it points cabinet-radiation measurements to EN 55016-1-1 or CISPR 16-2-3. This matters because the lab has to choose the right measurement span and bandwidth to make results comparable.

OFDM test signal settings

Clause 4.1.2 requires the transmitter input to use the OFDM signal defined in the equipment technical specification, with settings chosen from the supported modes. The largest FFT size, the shortest guard interval, the highest-order modulation constellation, and the optional code ratio declared by the manufacturer are used. This pushes the transmitter into a demanding operating condition, which helps reveal emissions that could be missed with an easier test signal.

Spurious emissions

Clause 4.2 gives the arrangement for spurious emissions, with initial conditions, test procedure, and test requirements taken from EN 302 998-1. The setup uses filtering so the spectrum analyser does not create intermodulation products, and an external filter is added if the transmitter does not include one. In practice, the measurement is made at the output of the filter path seen by the transmitted signal.

Out-of-band emissions

Clause 4.3 defines a calculation-based arrangement for out-of-band emissions, again referring to EN 302 998-1 for the detailed test procedure. The filter response is measured, the OFDM spectrum at the power amplifier output is recorded, and the out-of-band result is obtained by applying the filter response to that spectrum. This gives a realistic view of how the transmitter spectrum behaves just outside the necessary bandwidth.

Cabinet radiation

Clause 4.4 covers cabinet radiation measurements, using a measuring receiver or spectrum analyser with the equipment arranged as shown in the figure. If the transmitter has no output filter, an external representative filter is added. This check looks for radiation from the enclosure itself, not just from the antenna path.

Annex A classifies spurious emissions, out-of-band emissions, and cabinet radiations as unconditional requirements with essential test specifications. That makes these three checks the core conformance evidence for the standard.

What terms does SIST EN 302 998-2 V1.1.1:2011 define?

  • Equipment Under Test (EUT) - The device being measured in the test setup.
  • Orthogonal Frequency Division Multiplex (OFDM) - The modulation method used by the transmitter under test.
  • Fast Fourier Transform (FFT) - The OFDM mode setting used to define the signal structure.
  • Radio Frequency (RF) - The frequency range used for the transmitter channel bandwidths.
  • Spurious emissions - Unwanted emissions outside the necessary bandwidth that can be reduced without affecting the message.
  • Out-of-band emissions - Emissions just outside the necessary bandwidth that result from the modulation process.
  • Cabinet radiation - Emissions from the enclosure, not from the antenna port.
  • Radio and Telecommunications Terminal Equipment (R&TTE) - The directive framework referenced for conformity.

Who uses SIST EN 302 998-2 V1.1.1:2011?

Manufacturers of terrestrial mobile TV transmitters use this standard when designing and documenting products for spectrum compliance. Test laboratories use it to set up measurements for spurious emissions, out-of-band emissions, and cabinet radiation. Quality managers, certification teams, and regulators use it to judge whether the technical file and test evidence support Article 3.2 conformity.

Which standards are used with SIST EN 302 998-2 V1.1.1:2011?

  • Directive 1999/5/EC - The R&TTE Directive whose Article 3.2 is the conformity target.
  • ETSI EN 302 998-1 - Provides the common requirements and the detailed test procedures referenced in clauses 4.2 to 4.4.
  • CENELEC EN 55016-1-1 - Gives measuring apparatus requirements used for cabinet-radiation measurements.
  • CISPR 16-2-3 - Gives radiated-disturbance measurement methods used for cabinet-radiation measurements.
  • Directive 98/34/EC - The legal framework mentioned in the foreword for the standardization process.
  • ETSI EG 201 399 - The modular-structure guide referenced in the introduction.

What does the SIST EN 302 998-2 V1.1.1:2011 document contain?

The document contains a table of test-frequency ranges, reference bandwidths, and test signal settings for OFDM transmitters. It also includes three test-arrangement figures for spurious emissions, out-of-band emissions, and cabinet radiation. Annex A provides the harmonized-standard requirement-and-test cross-reference table used for conformity work, while Annex B gives the title in official languages and Annex C lists bibliographic references.

Foreword
This Harmonized European Standard (Telecommunications series) has been produced by ETSI Technical Committee
Electromagnetic compatibility and Radio spectrum Matters (ERM), and is now submitted for the Public Enquiry phase
of the ETSI standards Two-step Approval Procedure.
The present document has been produced by ETSI in response to a mandate from the European Commission issued
under Council Directive 98/34/EC [i.1] (as amended) laying down a procedure for the provision of information in the
field of technical standards and regulations.
The present document is intended to become a Harmonized Standard, the reference of which will be published in the
Official Journal of the European Communities referencing the Directive 1999/5/EC [1] of the European Parliament and
of the Council of 9 March 1999 on radio equipment and telecommunications terminal equipment and the mutual
recognition of their conformity ("the R&TTE Directive").
The requirements relevant to Directive 1999/5/EC [1] are summarised in annex A.
The present document is part 2 of a multi-part deliverable. Full details of the entire series can be found in part 1 [2].

Introduction
The present document is part of a multi-part deliverable developed by ETSI and is designed to fit in a modular structure
to cover all radio and telecommunications terminal equipment within the scope of the R&TTE Directive. The modular
structure is shown in EG 201 399 [i.2].
