Overview

SIST EN IEC 62841-3-16:2026/A11:2026 is an amendment to the European safety standard for electric motor-operated hand-held tools, transportable tools, and lawn and garden machinery. Specifically, this part addresses safety and particular requirements for transportable belt sanders, disc sanders, and combined belt/disc sanders. Prepared by CLC/TC 116, this amendment ensures alignment with crucial EU directives and regulations, such as Directive 2006/42/EC (Machinery Directive) and Regulation (EU) 2023/1230 on machinery.

This standard reinforces essential safety measures, operational reliability, and user protection for manufacturers and users of electric sanding tools widely used in industrial, construction, and DIY applications across Europe.

Key Topics

  • Safety and Isolation Devices
    The amendment updates requirements for battery-operated tools. New stipulations ensure that tools with integral batteries are equipped with:

    • Isolation devices that disconnect the battery to prevent accidental injury during maintenance or servicing.
    • Disabling devices to prevent unintentional startup, typically requiring two distinct actions for activation.
  • Noise and Vibration Measurement
    Updates to Annex I standardize the required measurement methods for noise and vibration emissions, supporting improved workplace health and compliance with occupational safety standards.

  • Compliance with EU Legislation
    This amendment adds informative annexes linking standard requirements to:

    • Essential safety and health directives (Directive 2006/42/EC)
    • The new machinery Regulation (EU) 2023/1230
    • Offering a presumption of conformity when the standard is cited in the Official Journal of the European Union.
  • Normative References
    Annex ZA ensures that all international publications referenced in the standard are matched with corresponding European publications for consistent application across EU member states.

Applications

SIST EN IEC 62841-3-16:2026/A11:2026 is vital for manufacturers, conformity assessment bodies, and professionals working with:

  • Transportable Belt Sanders
  • Transportable Disc Sanders
  • Transportable Belt/Disc Sanders

Key application areas include:

  • Manufacturing and industrial sanding processes
  • Construction sites and metalworking workshops
  • Professional and DIY woodworking settings

By aligning products with this standard, manufacturers can:

  • Demonstrate compliance with EU machinery legislation and CE marking requirements.
  • Enhance user safety and reduce liability risks.
  • Facilitate market access across all EU/EFTA member states.

Related Standards

This amendment should be used in conjunction with the following standards and regulatory apparatus:

  • EN 62841-1:2015 - General requirements for safety of electric motor-operated tools, including all amendments and corrigenda
  • Directive 2006/42/EC (Machinery Directive)
  • Regulation (EU) 2023/1230 on machinery
  • Other parts of the EN IEC 62841 series for various tool categories

116/915/FDIS (future IEC 62841-3-16, Ed. 1) prepared by IEC/TC 116 “Safety of motor-operated electric tools”.
This series is divided into four parts.
Part 1: General requirements which are common to most hand-held electric motor operated tools (for the
purpose of this document referred to simply as tools) which could come within the scope of this document;
Part 2, 3 or 4: Requirements for particular types of tools which either supplement or modify the requirements
given in Part 1 to account for the particular hazards and characteristics of these specific tools.
Part 3-16 is used in conjunction with EN 62841-1:2015 and all of its amendments and corrigenda (if any).
Part 3-16 supplements or modifies the corresponding clauses in EN 62841-1:2015 and all of its amendments
and corrigenda (if any), so as to convert it into the European Standard: Particular requirements for transportable
belt sanders, disc sanders and belt/disc sanders.
Where a particular subclause of Part 1 is not mentioned in the Part 3-16, that subclause applies. When this
document states “addition”, “modification” or “replacement”, the relevant text in Part 1 is adapted accordingly.
The following print types are used:
— requirements; in roman type;
— test specifications: in italic type;
— notes: in smaller roman type.
The terms defined in Clause 3 are printed in bold typeface.
Subclauses, notes, tables and figures which are additional to those in Part 1 are numbered starting from 101.
