(Main)Electromagnetic compatibility and Radio spectrum Matters (ERM) - Land Mobile Service - Radio equipment using integral antennas intended primarily for analogue speech - Part 2: Harmonized EN covering essential requirements under article 3.2 of the R&TTE Directive
General Information
- Abstract
The present document covers the minimum characteristics considered necessary in order to avoid harmful interference and to make acceptable use of the available frequencies. The present document applies to equipment with integral antennas, used in angle modulation systems in the land mobile service, operating on radio frequencies between 30 MHz and 1 000 MHz, with channel separations of 12,5 kHz, 20 kHz and 25 kHz, and is intended primarily for analogue speech. In the present document different requirements are given for the different radio frequency bands, channel separations, environmental conditions and types of equipment, where appropriate. The present document is complementary to EN 300 086 [i.4], which covers radio equipment with an internal or external RF connector, for use in the land mobile service.

Overview
SIST EN 300 296-2 V1.2.1:2009 is a harmonized European standard addressing the essential requirements for electromagnetic compatibility (EMC) and radio spectrum matters (ERM) for land mobile service radio equipment using integral antennas, primarily intended for analogue speech. Developed by the Slovenian Institute for Standardization (SIST) and aligned with ETSI requirements, this standard ensures equipment operates effectively within radio frequency bands from 30 MHz to 1,000 MHz, while minimizing harmful interference and supporting efficient use of the radio spectrum.
This document specifically covers the requirements under Article 3.2 of the R&TTE Directive and complements EN 300 296-1, which specifies the technical characteristics and methods of measurement for such devices.
Key Topics
SIST EN 300 296-2 V1.2.1:2009 sets forth minimum requirements to:
- Prevent harmful radio interference: Protecting other electronic communications and users from disruptive interference.
- Optimize spectrum usage: Ensuring efficient and fair use of the available radio frequencies.
- Address different RF bands and channel separations: Covering devices with channel separations of 12.5 kHz, 20 kHz, and 25 kHz.
- Ensure equipment reliability: Establishing operational requirements under various environmental conditions.
Core Requirements
Key areas covered by this standard include:
- Transmitter Requirements: Frequency accuracy, effective radiated power, maximum frequency deviation, adjacent and alternate channel power, and limiting spurious emissions.
- Receiver Requirements: Sensitivity, co-channel rejection, adjacent channel selectivity, spurious response rejection, intermodulation response rejection, blocking/desensitization, and spurious radiation limits.
- Testing and Compliance: Includes measurement methodologies, acceptable uncertainty levels, and essential/conformance test suites to demonstrate compliance.
Applications
This standard is essential for manufacturers, test laboratories, and users of:
- Land mobile radios with integrated antennas designed primarily for analogue voice communication.
- Professional Mobile Radio (PMR) equipment such as walkie-talkies, dispatch radios, and similar two-way communication devices operating within 30 MHz to 1,000 MHz.
- Devices used in public safety, transport, logistics, and utilities, where reliable analogue voice transmission is critical.
By adhering to SIST EN 300 296-2, manufacturers can:
- Ensure regulatory compliance: Meet the essential requirements of the R&TTE Directive for market access in the European Union.
- Demonstrate EMC and radio spectrum compatibility: Minimize the risk of causing or being affected by interference.
- Streamline product certification: Use harmonized test methods for conformity assessment.
Related Standards
To achieve full conformity and best practices in land mobile communications, consider these related documents:
- EN 300 296-1: Electromagnetic compatibility and Radio spectrum Matters (ERM) - Land Mobile Service; Radio equipment using integral antennas; Technical characteristics and methods of measurement.
- EN 300 086: Requirements for land mobile radio equipment with internal or external RF connectors primarily for analogue speech.
- TR 100 028: Guidance on measurement uncertainties for mobile radio equipment.

Foreword
This Harmonized European Standard (Telecommunications series) has been produced by ETSI Technical Committee
Electromagnetic compatibility and Radio spectrum Matters (ERM).
The present document has been produced by ETSI in response to a mandate from the European Commission issued
under Council Directive 98/34/EC (as amended) laying down a procedure for the provision of information in the field of
technical standards and regulations [i.2].
The present document is intended to become a Harmonized Standard, the reference of which will be published in the
Official Journal of the European Communities referencing the Directive 1999/5/EC of the European Parliament and of
the Council of 9 March 1999 on radio equipment and telecommunications terminal equipment and the mutual
recognition of their conformity ("the R&TTE Directive") [i.1].
Technical specifications relevant to Directive 1999/5/EC [i.1] are given in annex A.
The present document is part 2 of a multi-part deliverable covering the Land Mobile Service; Radio equipment using
integral antennas intended primarily for analogue speech, as identified below:
Part 1: "Technical characteristics and methods of measurement";
Part 2: "Harmonized EN covering essential requirements under article 3.2 of the R&TTE Directive".
