SIST EN 14059:2026 is the Slovenian standard identical to EN 14059:2026, published by SIST. It specifies safety requirements and test methods for decorative oil lamps and for cartridges intended to form decorative oil lamps with accessories, with the main purpose of limiting children’s access to lamp oil and reducing the risk of accidental poisoning.
What does SIST EN 14059:2026 specify?
SIST EN 14059:2026 applies to decorative oil lamps used in households, restaurants, recreational facilities and similar areas. It also applies to cartridges used to form decorative oil lamps together with further accessories.
SIST EN 14059:2026 covers both re-fillable and non-re-fillable decorative oil lamps. It does not apply to oil lamps intended as a primary source of light or for functional uses such as lighting for boats, mountain huts or road building sites.
The document is organized into:
- Clause 1 - Scope
- Clause 2 - Normative references
- Clause 3 - Terms and definitions
- Clause 4 - Requirements
- Clause 5 - Test method
- Clause 6 - Product information
- Annex A - Informative rationale for selected requirements
- Bibliography
What are the key requirements of SIST EN 14059:2026?
SIST EN 14059:2026 focuses on preventing accidental access to lamp oil, while also covering basic mechanical safety, leakage control, marking, and user information. In practice, it tells manufacturers what the lamp must withstand, how it is tested, and what warnings and instructions must accompany it.
Construction and physical safety
- The lamp must be made of materials suitable for the intended purpose and able to withstand foreseeable thermal, chemical and mechanical stresses. This matters because decorative lamps can be handled, filled, stored and used in different indoor and outdoor conditions.
- Accessible edges, corners and points must be designed to reduce injury risk, and the lamp must pass the sharp edge and point tests in 5.2. For a buyer or producer, this means the lamp should not leave sharp finishing details that could cut users.
- The ready-to-use lamp must not overturn in the stability test in 5.3, where it is placed on a 20° slope in the least favourable position. This is important because overturning can spill oil and create a poisoning hazard.
- The container must not break, crack or leak when tested for impact strength in 5.4. The test uses a pendulum with a steel hammer, so the product must tolerate an accidental blow without releasing oil.
Access to lamp oil
- A decorative oil lamp must have a suitable mechanical or alternative wick guard, and cartridges also need such protection when used without further accessories. The practical aim is to keep small children from reaching the wick and ingesting lamp oil.
- A mechanical wick guard must stay attached, must not break or crack, and must prevent a probe from reaching the wick in the test in 5.5. Annex A explains the rationale for the applied force.
- An alternative wick guard must provide a lasting barrier that leads to immediate discharge from the container and immediate stop of attempted ingestion, and the user must not be able to remove it. This means the protection has to work in use, not only in theory.
- The filler cap must resist child opening by requiring two independent, simultaneous movements - a downward push and a twist - and it must give clear feedback that the lamp is safely closed. In 5.6, the cap is checked after repeated opening and closing, then subjected to combined force and torque.
- The leakage tests in 5.7 require no lamp oil to leak out. The pressure test in 5.7.2 is intended to show that a child pressing on the lamp cannot force out oil.
- The functional tests in 5.8 allow only a maximum of 0,5 mL of leakage after operating the lamp for 3 h or, where relevant, for 24 h. In practice, this sets a very small leakage tolerance after real use.
Marking, warnings and child appeal
- Marking and sales information must remain legible after rubbing with water, detergent solution and paraffin oil, as tested in 5.9. This matters because warnings must survive normal handling and cleaning.
- The lamp must not resemble objects that are commonly appealing to children younger than three years, including toys, cartoon characters, animals, food, vehicles, musical instruments and similar features. The visual inspection in 5.10 is meant to reduce misuse by children.
- Product information in Clause 6 must include the manufacturer, importer or responsible organization, the number and date of the document, warnings on the lamp and packaging, point-of-sale warnings, and instructions for use. The instructions cover the wick, fuel, refilling, maintenance, leakage advice in temperature changes, child safety and disposal of waste lamp oil.
Test conditions
Before testing, refillable lamps are assembled according to the instructions, filled to the stated level, conditioned at 23 °C ± 2 °C and tested unlit except for the functional tests in 5.8. This gives laboratories a defined ready-for-use condition, so results are comparable.
What terms does SIST EN 14059:2026 define?
- wick holder - the part of the oil lamp that includes one end of the wick where combustion takes place.
- container - the part of the oil lamp that holds the lamp oil.
- filler opening - the opening in a refillable oil lamp that allows the container to be refilled with lamp oil.
- lamp oil - an inflammable liquid such as paraffin; the definition gives hydrocarbons C10-C13 as an example.
- oil lamp - a unit made of a container and wick holder in which lamp oil burns at a wick to provide illumination.
- decorative oil lamp - an oil lamp for interior or exterior use that is designed to create visual appeal and atmosphere.
- cartridge - a non-refillable oil lamp intended to form a decorative oil lamp together with further accessories.
- wick guard - a mechanical, chemical or other access barrier that helps prevent children up to three years old from ingesting lamp oil.
Who uses SIST EN 14059:2026?
SIST EN 14059:2026 is used by manufacturers, importers, distributors and organizations responsible for selling decorative oil lamps and cartridges. It is also relevant for quality, compliance and safety teams that need to design, test, mark or document these products.
The standard matters in the decorative homeware, hospitality and leisure sectors because it applies to lamps used in households, restaurants, recreational facilities and similar areas. Test laboratories and product assessors use it to check stability, leakage, child-resistant opening, marking durability and child appeal.
What changed in SIST EN 14059:2026 from the previous edition?
SIST EN 14059:2026 replaces SIST EN 14059:2004. At European level, EN 14059:2026 supersedes EN 14059:2002.
The document states these significant changes with respect to the previous edition:

Introduction
The ingestion and resultant aspiration of lamp oils can lead to severe lung damage and even death.
Small children aged up to three years are particularly at risk of drinking the oil directly from the lamps.
Very small amounts of lamp oil, labelled with R 65 or H 304 (even 80 mg/kg to 150 mg/kg body weight
have resulted in verifiable cases of death), are sufficient to cause severe lung complications with deadly
effect.
This safety standard for oil lamps aims primarily to restrict the access of small children to the lamp oil
contained in decorative oil lamps. However, it also covers some other safety aspects.
Products complying with this document should not be considered as being totally safe. It is realistic to
expect that children will sometimes be able to gain access to the oil in the lamp. Products corresponding
to this document significantly reduce the risk of serious or fatal incidents due to decorative oil lamps.
Attention is drawn to the fact that European regulations for lamp oil are in force (e.g. CLP and REACH).
1 Scope
