Overview

CEN/TS 13387-4:2025 - Child care articles: General safety guidelines - Part 4: Thermal hazards provides guidance on thermal risks to consider when developing safety standards for products intended for infants and young children. It is part of the CEN/TS 13387 series and supersedes CEN/TR 13387-4:2015. The Technical Specification focuses on flammability, burns and scalds, contact with hot/cold surfaces and liquids, contact with flames, and risks from overheating (hyperthermia) and excessive cooling (hypothermia).

Key topics and technical requirements

  • Flammability and burning hazards
    • Aligns test methods with EN 71-2:2020 for surface flash and flame propagation.
    • Materials such as textiles, coated supports and plastic coverings should show no surface flash (EN 71-2 test 5.5) and/or a maximum recommended flame spread rate of 50 mm/s when tested per EN 71-2 clauses.
    • Avoid use of highly flammable materials (e.g., celluloid) and pile surfaces that produce surface flash; do not contain flammable gases or liquids.
    • Emphasis on designing to avoid flame retardant chemicals where possible.
  • Hot and cold surfaces
    • Recognises that infants (particularly <24 months) have slow reflexes - contact periods up to 15 s may occur - and refers to EN ISO 13732-1 for guidance on acceptable surface temperatures.
    • Where exposure is possible, product information must include warnings for carers.
  • Hot and cold liquids / food
    • Highlights scald risk from hot feeds, tap water or food; requires warnings in product information if a product could give access to hot liquids/food.
  • Contact with flames
    • Protective products must effectively prevent child access to open flames.
  • Hyperthermia / hypothermia
    • Advises on risks of overheating (linked to SIDS for infants) and reduced heat dissipation; calls for warnings in product information.

Practical applications and users

  • Who uses it: product manufacturers, designers, test laboratories, standards writers, safety assessors, regulators and child-safety consultants.
  • Practical uses:
    • Informing product design and material selection to reduce thermal risk.
    • Drafting product-specific standards and technical specifications.
    • Defining test requirements and lab procedures (reference clauses to EN 71-2 for burner, conditioning and flame tests).
    • Preparing clear product information and warning labels for carers.

Related standards

  • EN 71-2:2020 - Safety of toys: Flammability (test methods referenced)
  • EN ISO 13732-1 - Assessment of human response to hot surfaces
  • CLC/Guide 29 - Guidance on hot surface temperatures
  • CEN/TS 13387-1 - Safety philosophy and safety assessment (series overview)
