This document (EN 13631-17:2025) has been prepared by Technical Committee CEN/TC 321
“Explosives for civil uses”, the secretariat of which is held by UNE.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by April 2026 and conflicting national standards shall be
withdrawn at the latest by April 2026.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN 13938-7:2004.
EN 13938-7:2004:
a) the document has been completely revised so that the requirements for black powder have been
removed – the requirements for black powder used as propellant, for pyrotechnics or for safety fuses
are given in EN 13938-1:2025 and requirements for black powder used for blasting are given in
EN 13631-1:2025;
b) the document has been moved from the EN 13938 series to the EN 13631 as new part 17; in addition,
the title of the part has been changed from “Determination of properties of black powder” to:
“Verification of transmission of deflagration of black powder used for blasting”;
c) the Scope has been revised to clarify that the document now only contains a method for the
verification of the transmission of deflagration of black powder used for blasting;
d) the normative references have been updated;
e) the terminology entries 3.1 and 3.2 have been removed;
f) Clauses 4 and 5 have been restructured and shortened so that they now only contain the revised and
enlarged specifications of former subclauses 5.2.5.1, 5.2.5.2 and 5.2.5.3;
g) Clause 6 “Preparation of test sample” has been added and contains the revised and enlarged
specifications of former subclause 5.2.5.5;
h) Clause 7 “Procedure” has been added and contains the revised and enlarged specifications of former
subclause 5.2.5.6 – instead of a determination of the transmission of deflagration, a verification at a
defined distance is carried out;
i) Clause 8 “Expression of results” has been revised;
j) the clause “Test report” does no longer require conformity with EN ISO/IEC 17025 and the
information to be provided has been revised in accordance with the revised procedure;
k) former Annex A “Range of applicability of the test method” has been removed;
l) Annex ZA has been updated;
m) the Bibliography has been updated and now contains also EN ISO/IEC 17025:2017.
This document has been prepared under a standardization request addressed to CEN by the European
Commission. The Standing Committee of the EFTA States subsequently approves these requests for its
Member States.
