SIST EN 301 908-6 V3.2.1:2008 is the Slovenian adoption of ETSI EN 301 908-6 V3.2.1, a Harmonized European Standard for IMT-2000 CDMA TDD (UTRA TDD) user equipment (UE). It specifies radio spectrum and electromagnetic compatibility requirements for UE so that manufacturers, test labs and conformity assessors can check emissions, receiver performance and transmit power behavior under article 3.2 of the R&TTE Directive.

What does SIST EN 301 908-6 V3.2.1:2008 specify?

SIST EN 301 908-6 V3.2.1:2008 applies to UE for IMT-2000 CDMA TDD (UTRA TDD). It covers the 3,84 Mcps TDD option for Release 99, 4, 5, 6 and 7, and the 1,28 Mcps TDD option for Release 4, 5, 6 and 7.

The scope includes operation in the IMT-2000 CDMA TDD service bands at 1 900 MHz to 1 920 MHz, 2 010 MHz to 2 025 MHz and 2 570 MHz to 2 620 MHz. The document is organized into scope, references, definitions and abbreviations, technical requirements, test methods, and normative and informative annexes.

AnnexWhat it covers
Annex AHS Requirements and conformance Test specifications Table (HS-RTT)
Annex BEnvironmental profile for UE operation and testing
Annex CBibliography
Annex DEN title in the official languages

The standard focuses on the essential requirements of article 3.2 of the R&TTE Directive. It also notes that other ENs can apply to the same equipment for other essential requirements under article 3.

What are the key requirements of SIST EN 301 908-6 V3.2.1:2008?

The core of SIST EN 301 908-6 V3.2.1:2008 is a set of transmitter and receiver limits, plus the test methods used to verify them. Clause 4 identifies 11 essential parameters, and clause 5 provides the corresponding essential radio test suites.

Environmental operating range and test basis

Clause 4.1 ties compliance to the declared operational environmental profile. In practice, the supplier has to state the environmental limits for the UE, and the equipment has to meet the technical requirements anywhere within those limits.

Annex B gives guidance on that profile. It covers normal and extreme temperatures, supply voltage ranges and combined test environments. That matters because the same radio performance has to hold in realistic field conditions, not only in a benign lab setup.

Emissions from the transmitter

Clause 4.2.2 defines the spectrum emission mask for each TDD option. The mask limits out-of-band emissions relative to the RRC filtered mean power, which is the practical way the standard controls unwanted energy close to the carrier.

Clause 4.2.3 covers transmitter spurious emissions. The limits use different measurement bandwidths and special frequency ranges, including coexistence bands where extra attention is needed. For a manufacturer, this means checking both the wide regulatory spectrum and the nearby bands where receivers can be most affected.

Output power control

Clause 4.2.4 sets the nominal maximum output power by power class, with tolerances for the measured maximum power. Clause 4.2.5 sets the minimum transmit output power.

This is important for both coverage and interference control. The UE must be able to reach its class power when needed, but it also has to reduce power far enough when commanded so it does not waste battery or disturb other users.

Receiver immunity and selectivity

Clauses 4.2.6 to 4.2.10 cover receiver spurious emissions, blocking, intermodulation, spurious response and adjacent channel selectivity (ACS). Most of these tests use a Bit Error Ratio (BER) limit of 0,001 under defined interferer conditions.

In practice, these clauses show whether the UE can keep receiving a wanted signal in the presence of strong nearby or unwanted signals. That matters for coexistence, especially in shared bands and dense networks.

Out-of-synchronization handling

Clause 4.2.11 requires the UE to monitor DPCH quality and switch its transmitter off when synchronization is lost. The transmitter has to turn off within a specified time after the quality threshold is crossed, and the off state is judged by a low power level.

This requirement matters because a UE that keeps transmitting after loss of usable downlink control can create unnecessary interference and battery drain.

Adjacent channel leakage power ratio

Clause 4.2.12 defines Adjacent Channel Leakage power Ratio (ACLR) limits for the two TDD options. The standard checks the ratio between the wanted channel and adjacent channels at defined offsets.

For manufacturers and test houses, this is a direct check on how much energy the UE leaks into neighboring channels during normal transmission.

What terms does SIST EN 301 908-6 V3.2.1:2008 define?

  • Chip rate - the rate of chips per second after spreading; it sets the basic timing scale for the radio mode.
  • Environmental profile - the range of environmental conditions under which the UE has to comply with the standard.
  • Maximum output power - the highest supported UE power as it would be measured without measurement error.
  • Mean power - the transmitted or received power measured over a bandwidth tied to the chip rate.
  • RRC filtered mean power - mean power measured through a root raised cosine filter with roll-off factor α.
  • Node B - the logical node that handles radio transmission and reception to and from the UE.
  • Adjacent Channel Leakage power Ratio (ACLR) - the ratio of in-channel power to power in an adjacent channel.
  • Adjacent Channel Selectivity (ACS) - the receiver’s ability to reject a signal in the neighboring channel.

Who uses SIST EN 301 908-6 V3.2.1:2008?

SIST EN 301 908-6 V3.2.1:2008 is used by UE manufacturers, radio design engineers, test laboratories, quality teams and conformity assessment bodies. They use it to design the transmitter and receiver, build test plans, run compliance measurements, and document conformity to the R&TTE essential requirements.

It is also relevant to procurement and regulatory teams that need to know whether a UE is intended for IMT-2000 CDMA TDD operation in the specified bands and release families. The document gives them a clear technical basis for asking for the right evidence.

What changed in SIST EN 301 908-6 V3.2.1:2008 from the previous edition?

The document history shows the publication path to V3.2.1, including earlier publications V1.1.1 and V2.2.1, then V3.1.1, and finally V3.2.1 published in September 2007. The same history also records the public enquiry and vote stages for V3.2.1.

Which standards are used with SIST EN 301 908-6 V3.2.1:2008?

  • Directive 1999/5/EC (R&TTE Directive) - the legal basis for the essential requirement on efficient spectrum use and harmful interference avoidance.
  • ETSI TR 100 028 - provides the uncertainty method used for interpreting measurement uncertainty in the tests.
  • ETSI TS 125 102 - gives the UMTS UE radio transmission and reception reference used in several test setups.
  • ETSI TS 134 108 - provides the common test environments for UE conformance testing.
  • ETSI TS 134 109 - defines terminal logical test interface functions used in conformance testing.
  • ETSI TS 134 122 - provides the UE radio transmission and reception conformance specification used throughout the test methods.
  • IEC 60068-2-1 and IEC 60068-2-2 - support the extreme cold and dry heat environmental conditions in Annex B.
  • ETSI EN 301 908-1 - gives the introduction and common requirements for the IMT-2000 EN series.

What does the SIST EN 301 908-6 V3.2.1:2008 document contain?

The document contains detailed requirement tables for spectrum emission mask, spurious emissions, power classes, receiver blocking, intermodulation, spurious response, ACS, out-of-synchronization handling and ACLR. It also contains the corresponding test methods, including call setup conditions, interferer settings, measurement bandwidths and BER-based pass criteria.

Clause 5.2 sets out how to interpret measurement results and the measurement uncertainty to report. Annex A maps each essential requirement to its test specification, while Annex B gives the environmental profile that frames the test conditions.

4.1 Environmental profile
The technical requirements of the present document apply under the environmental profile for operation of the user
equipment, which shall be declared by the supplier. The equipment shall comply with all the technical requirements of
the present document at all times when operating within the boundary limits of the declared operational environmental
profile.
For guidance on how a supplier can declare the environmental profile see annex B.
4.2 Conformance requirements
The requirements in the present document are based on the assumption that the operating band, band (a) and (d), are
shared between systems of the IMT-2000 family or systems having compatible characteristics.
4.2.1 Introduction
To meet the essential requirement under article 3.2 of the R&TTE Directive [1] for IMT-2000 User Equipment eight
essential parameters in addition to those in EN 301 908-1 [14] have been identified. Table 2 provides a cross reference
between these eight essential parameters and the corresponding eleven technical requirements within the scope of the
present document.
To fulfil an essential parameter the compliance with all the corresponding technical requirements in table 2 must be
verified.

4.2.2 Spectrum emission mask
4.2.2.1 Definition
The spectrum emission mask establishes out-of-band emission power limits of the user equipment transmitter.
Out-of-band emissions are defined as unwanted emissions outside the channel bandwidth resulting from the modulation
process and non-linearity in the transmitter but excluding spurious emissions.
4.2.2.1.1 3,84 Mcps TDD option
The spectrum emission mask of the UE applies to frequency offsets between 2,5 MHz and 12,5 MHz on both sides of
the UE centre carrier frequency. The out-of-channel emission is specified as a power level relative to the RRC-filtered
mean power of the UE carrier.

4.2.2.1.2 1,28 Mcps TDD option
The spectrum emission mask of the UE applies to frequency offsets between 0,8 MHz and 4 MHz on both sides of the
UE centre carrier frequency. The out-of-channel emission is specified as a power level relative to the RRC-filtered
mean power of the UE carrier.
4.2.2.2 Limits
4.2.2.2.1 3,84 Mcps TDD option
