Overview
EN 13613:2009 - published by CEN - specifies safety requirements and test methods for non‑motorized skateboards supplied for use by one rider at a time. It covers fully assembled skateboards graded by rider mass (Class A: >20 kg up to 100 kg; Class B: >20 kg up to 50 kg). The standard is not applicable to skateboards for riders up to 20 kg (see EN 71‑1). EN 13613:2009 supersedes EN 13613:2001 and sets mandatory construction, testing, marking and user‑information requirements to reduce mechanical and functional hazards.
Key topics and requirements
- Scope & classification
- Applies to non‑motorized, single‑rider skateboards; two weight classes defined (A and B).
- Construction requirements
- No projections above deck; full anti‑slide upper surface.
- Rounded deck edges (minimum radius 10 mm); no sharp or protruding edges.
- Kingpin (action bolt) must not contact underside of deck when fully tightened.
- Self‑locking fixings: thread engagement and user information about loss of effectiveness.
- Performance criteria
- Minimum wheel adhesion coefficient (µ0) of 0.3 when tested on a brushed/degreased steel plate.
- Wheel bearings must not seize or disintegrate under speed testing.
- No breakage or functional failure allowed after endurance, drop and impact tests.
- Test methods
- Tests performed on fully assembled boards at mid‑steering setting; two specimens used with defined test sequences.
- Conditioning at specified temperature/humidity prior to testing.
- Representative tests include: wheel adhesion, speed (20 km/h), endurance drum (cumulative wheel distance ~25 km), external design/protrusion check (50 mm cylinder), drop tests (cylindrical mass) and impact against a kerb.
- Marking & documentation
- Skateboard must be marked with the standard number, manufacturer ID, product ID, maximum user mass and protective equipment advice.
- Manufacturer’s instructions must include construction notes, use limitations, maintenance (bearings, wheels, lubrication, steering adjustment), inspection guidance and a safety warning.
Applications and users
Who uses EN 13613:2009:
- Skateboard manufacturers and designers for product design, materials and assembly requirements.
- Test laboratories performing conformity and type testing to the standard’s methods.
- Retailers, importers and compliance officers to verify marking and documentation.
- Safety regulators and procurement teams specifying safe equipment for public facilities, clubs or schools.
