SIST EN 301 908-1 V2.2.1:2004 is the Slovenian adoption of ETSI EN 301 908-1 V2.2.1 for IMT-2000 third-generation cellular radio equipment. It sets the common electromagnetic compatibility and radio spectrum requirements for Base Stations (BS), Repeaters and User Equipment (UE), and it supports conformity with article 3.2 of the R&TTE Directive for manufacturers, test labs and compliance teams.

What does SIST EN 301 908-1 V2.2.1:2004 specify?

SIST EN 301 908-1 V2.2.1:2004 specifies the shared requirements that apply across the IMT-2000 family of radio equipment. It covers UE, BS, Repeaters and related ancillary equipment, with the focus on avoiding harmful interference through radiated emissions control and UE control functions.

The scope excludes IMT-2000 FDMA/TDMA (DECT), which is handled by the related part named in the document. The standard is part 1 of a multi-part deliverable, so it gives the introduction and the common requirements used together with the technology-specific parts listed in the foreword.

The document is organized into these main clauses:

  • Clause 1: Scope
  • Clause 2: References
  • Clause 3: Definitions and abbreviations
  • Clause 4: Technical requirements specifications
  • Clause 5: Testing for compliance with technical requirements
AnnexWhat it covers
Annex ANormative EN Requirements Table (EN-RT) used for static conformity assessment
Annex BInformative background on receiver sensitivity and correct operation
Annex CInformative bibliography
Annex DInformative EN title in the official languages

What are the key requirements of SIST EN 301 908-1 V2.2.1:2004?

SIST EN 301 908-1 V2.2.1:2004 is built around three conformance areas: radiated emissions for UE, radiated emissions for BS and Repeaters, and UE control and monitoring functions. Clause 4 states the requirements, and clause 5 gives the test methods used to show that the equipment meets them.

Environmental profile and test boundary

Clause 4.1 ties compliance to the equipment’s operational environmental profile, as defined in the applicable part. In practice, the equipment must meet the requirements across the declared environmental range, not only in one favorable condition.

Clause 5.1 says testing should be carried out at representative points within that profile. That matters because temperature, supply conditions or other environmental factors can change radio performance and emission behavior.

Radiated emissions from UE

Clause 4.2.2 requires UE to limit unwanted emissions from the enclosure port. The limits in table 3 separate the spurious domain from nearby transmit-related regions and use different frequency ranges and reference bandwidths.

Clause 5.3.1 calls for measurement in traffic mode and idle mode, with a substitution method used to determine effective radiated power (e.r.p.). In practice, this means the test lab measures what the UE leaks into the air, then checks the result against the limit for the relevant mode and band.

Radiated emissions from BS and Repeaters

Clause 4.2.3 applies the same type of spurious-emission control to BS and Repeaters, again from the enclosure port. Table 4 sets the limits for the spurious domain and includes frequency regions around the carrier frequencies used by the equipment.

Clause 5.3.2 requires testing on a representative configuration, with BS operated at maximum declared transmit power and Repeaters at maximum declared gain and output power. This matters because emissions often rise at worst-case operating settings, so the test has to exercise the equipment under those conditions.

UE control and monitoring functions

Clause 4.2.4 requires UE control and monitoring functions to prevent transmission when there is no valid network. The limit in clause 4.2.4.2 is checked by the test in clause 5.3.3, which records the maximum power emitted through repeated on/off cycles.

In practice, this test shows whether a UE can stay quiet when it should not be transmitting. That is important for network protection and for avoiding unintended emissions before a connection is properly established.

Measurement uncertainty and reporting

Clause 5.2 requires the test report to include measurement uncertainty, and the uncertainty has to stay within the values given in tables 5a and 5b. The calculation method is based on ETSI TR 100 028 with a coverage factor of 1.96.

This matters because a conformity decision should not depend on unreported uncertainty. If a test system has higher uncertainty than the stated figures, the procedure tightens the requirement so the equipment is not made easier to pass.

Static conformity assessment

Annex A provides the EN Requirements Table (EN-RT), which lists the three mandatory requirements in this part. For a specific product, the EN-RT gives a compact way to check which requirements apply before running full tests.

What terms does SIST EN 301 908-1 V2.2.1:2004 define?

  • Ancillary equipment - Equipment used with a UE, Repeater or BS to add operational or control features, but which cannot operate on its own.
  • Applicable part - The part of the multi-part deliverable whose scope includes the equipment being tested.
  • Environmental profile - The range of environmental conditions under which equipment must comply with this standard.
  • Idle mode - The state of a UE when it is switched on but has no Radio Resource Control (RRC) connection.
  • Traffic mode - The state of a UE when it is switched on and has an RRC connection established.
  • Port - The interface where the apparatus meets the electromagnetic environment, such as an antenna port, signal/control port or telecommunication port.
  • User Equipment (UE) - The user-side IMT-2000 radio equipment covered by this standard.

Who uses SIST EN 301 908-1 V2.2.1:2004?

Manufacturers of IMT-2000 UE, BS and Repeaters use SIST EN 301 908-1 V2.2.1:2004 when designing equipment and planning compliance testing. Test laboratories use it to set up radiated-emission measurements, verify control-and-monitoring behavior, and document measurement uncertainty.

Compliance engineers, quality managers and certification teams use it to decide which clauses apply to a product and to prepare the EN-RT and test report evidence. Buyers and integrators can use it to check whether a radio product belongs to the IMT-2000 scope and what type of evidence should accompany it.

Which standards are used with SIST EN 301 908-1 V2.2.1:2004?

  • Directive 1999/5/EC (R&TTE Directive) - The legal framework whose article 3.2 this standard supports.
  • ITU-R Recommendation M.8/BL/18 - Identifies the IMT-2000 family and the terrestrial radio interfaces the standard covers.
  • ETSI TR 100 028 (all parts) - Gives the method used to calculate measurement uncertainty.
  • ITU-R Recommendation SM.329-10 - Supports the treatment of unwanted and spurious emissions.
  • ITU-R Recommendation SM.1539-1 - Helps define the boundary between out-of-band and spurious domains.
  • ETSI EN 301 489 (all parts) - The related EMC standard for radio equipment and services in the wider R&TTE modular structure.
  • ETSI EN 301 908-10 - The related part that covers IMT-2000 FDMA/TDMA (DECT).
  • Council Directives 89/336/EEC and 73/23/EEC - Provide the EMC and low-voltage context shown in the modular structure.

What does the SIST EN 301 908-1 V2.2.1:2004 document contain?

The document contains the modular-structure introduction, a scope for IMT-2000 BS, Repeaters and UE, a reference list, and definitions and abbreviations for the radio terms used throughout. It then gives the technical requirements, limit tables and test methods for radiated emissions and UE control and monitoring functions.

It also includes Figure 1 on the R&TTE modular structure and Figure 2 showing example ports. Tables 1 and 2 cross-reference the essential parameters to the relevant clauses, tables 3 and 4 set the emissions limits, and tables 5a and 5b define measurement uncertainty for UE and for BS/Repeaters.

Annex A gives the EN-RT for static conformity assessment, Annex B explains why receiver sensitivity is treated as a supporting issue rather than a separate conformance item, and Annex D provides the title in several official languages. The document is therefore used for product design checks, type testing and conformity assessment evidence.

The left hand edge of the figure 1 shows the different clauses of article 3 of the R&TTE Directive [1].
For article 3.3 various horizontal boxes are shown. Dotted lines indicate that at the time of publication of the present
document essential requirements in these areas have to be adopted by the Commission. If such essential requirements
are adopted, and as far and as long as they are applicable, they will justify individual standards whose scope is likely to
be specified by function or interface type.
The vertical boxes show the standards under article 3.2 for the use of the radio spectrum by radio equipment. The
scopes of these standards are specified either by frequency (normally in the case where frequency bands are
harmonized) or by radio equipment type.
For article 3.1b, figure 1 shows EN 301 489 [7], the multi-part product EMC standard for radio used under the EMC
Directive [2].
For article 3.1a, figure 1 shows the existing safety standards currently used under the LV Directive [3] and new
standards covering human exposure to electromagnetic fields. New standards covering acoustic safety may also be
required.
The bottom of figure 1 shows the relationship of the standards to radio equipment and telecommunications terminal
equipment. A particular equipment may be radio equipment, telecommunications terminal equipment or both. A radio
spectrum standard will apply if it is radio equipment. An article 3.3 standard will apply as well only if the relevant
essential requirement under the R&TTE Directive is adopted by the Commission and if the equipment in question is
covered by the scope of the corresponding standard. Thus, depending on the nature of the equipment, the essential
requirements under the R&TTE Directive may be covered in a set of standards.
The modularity principle has been taken because:
• it minimizes the number of standards needed. Because equipment may, in fact, have multiple interfaces and
functions, it is not practicable to produce a single standard for each possible combination of functions that may
occur in an equipment;
• it provides scope for standards to be added:
- under article 3.2 when new frequency bands are agreed; or
- under article 3.3 should the Commission take the necessary decisions without requiring alteration of
standards that are already published;
• it clarifies, simplifies and promotes the usage of Harmonized Standards as the relevant means of conformity
assessment.
The product specifications upon which all parts of EN 301 908 are based differ in presentation and this is reflected in
the present document.
