SIST EN 301 908-1 V3.2.1:2007 is the Slovenian adoption of ETSI EN 301 908-1 V3.2.1, a harmonized European standard for International Mobile Telecommunications 2000 (IMT-2000) third-generation cellular networks. It sets common electromagnetic compatibility and radio spectrum requirements for user equipment (UE), base stations (BS) and repeaters, and it supports the essential requirements of article 3.2 of the R&TTE Directive for effective use of spectrum and avoidance of harmful interference.

What does SIST EN 301 908-1 V3.2.1:2007 specify?

SIST EN 301 908-1 V3.2.1:2007 covers IMT-2000 UE, BS and repeaters, plus ancillary equipment intended to work with them. It is the common part of the EN 301 908 series, so it applies across several IMT-2000 equipment classes and points readers to the more specific companion parts.

The scope excludes IMT-2000 FDMA/TDMA (DECT), which is handled in another part of the series. The document also states that it applies to equipment designed to meet any version of the terrestrial specifications referenced in ITU-R Recommendation M.1457-5.

The standard is organized into these main clauses and annexes:

PartContent
Clause 1Scope
Clause 2References
Clause 3Definitions and abbreviations
Clause 4Technical requirements specifications
Clause 5Testing for compliance with technical requirements
Annex AHS Requirements and conformance Test specifications Table (HS-RTT)
Annex BReceiver sensitivity and correct operation of the equipment
Annex CThe EN title in the official languages
Annex DBibliography

What are the key requirements of SIST EN 301 908-1 V3.2.1:2007?

SIST EN 301 908-1 V3.2.1:2007 focuses on three essential radio requirements: radiated emissions for UE, radiated emissions for BS and repeaters, and UE control and monitoring functions. In practice, a manufacturer or test lab uses these clauses to check that an IMT-2000 product limits unwanted emissions and does not transmit when it should not.

Scope and operating conditions

Clause 4.1 ties the technical requirements to the environmental profile defined in the applicable part. That means the equipment has to meet the relevant requirements throughout its declared operating conditions, not only in one laboratory setup.

Clause 4.2 also assumes the operating band may be shared between IMT-2000 systems or compatible systems. This matters because the standard is aimed at coexistence: the equipment must be tested and assessed in a way that reflects shared-spectrum operation.

Radiated emissions from UE

Clause 4.2.2 requires UE to limit unwanted emissions from the enclosure port. The detailed limits are given in table 3, and the test applies to the radio equipment itself and, where relevant, a representative configuration of ancillary equipment.

For UE, emissions are assessed in both traffic mode and idle mode. That matters because a handset or terminal can behave differently when connected to a network compared with when it is switched on but not connected.

Radiated emissions from BS and repeaters

Clause 4.2.3 covers BS and repeaters. The test is performed on a representative configuration of the equipment under test, and the equipment is driven in a way that reflects normal transmission, with the base station at maximum declared power or the repeater set to maximum declared gain and output power.

This clause is the main check that a BS or repeater does not create harmful spurious emissions. The limits are given in table 4, and they vary with frequency range and with the IMT-2000 radio interface family.

UE control and monitoring functions

Clause 4.2.4 checks that UE control and monitoring functions prevent transmission when there is no valid network. The test arrangement monitors the antenna connector while the UE is switched on and off in a sequence, then compares the maximum observed power with the limit in clause 4.2.4.2.

In practice, this is the part of the standard that verifies that a UE does not keep radiating when it should be inactive. That is important for spectrum protection and for avoiding unintended interference from terminals outside network control.

Test method, uncertainty and reporting

Clause 5.1 requires testing at representative points within the operational environmental profile, and normally under normal test conditions unless stated otherwise. Clause 5.2 requires the test report to include measurement uncertainty and says that the uncertainty must be calculated in line with ETSI TR 100 028 using an expansion factor of 1.96.

This means test houses have to document not just the measured value but also the uncertainty attached to it. That is important for consistent pass or fail decisions, especially near a limit.

Essential radio test suites and Annex A

Clause 5.3 gives the test suites for the three essential requirements. The UE emission test uses substitution measurement as the reference method and calls for orthogonal polarization checks. The BS and repeater emission test uses a test site meeting ITU-R Recommendation SM.329 and measures spurious components with the equipment set up for realistic transmission.

Annex A maps each essential requirement to its test specification in the HS Requirements and conformance Test specifications Table (HS-RTT). For conformity assessment, that table is the quick route from a requirement to the exact test clause.

What terms does SIST EN 301 908-1 V3.2.1:2007 define?

  • Ancillary equipment - Equipment used with a UE, repeater or BS to add operating or control features, but not needed for the basic standalone function.
  • Applicable part - The EN 301 908 part whose scope covers the equipment being tested.
  • Enclosure port - The physical boundary through which electromagnetic fields can radiate from or enter the apparatus.
  • Environmental profile - The range of environmental conditions in which the equipment has to comply.
  • Idle mode - The UE state when it is switched on but has no Radio Resource Control (RRC) connection.
  • Traffic mode - The UE state when it is switched on and has an established RRC connection.
  • Radio Resource Control (RRC) - The control layer state used to describe whether the UE is connected to the network.
  • e.r.p. / e.i.r.p. - Effective radiated power and equivalent isotropically radiated power, used in the emission tests and related by a fixed offset in the test notes.

Who uses SIST EN 301 908-1 V3.2.1:2007?

SIST EN 301 908-1 V3.2.1:2007 is used by manufacturers of IMT-2000 UE, BS and repeaters, by designers of ancillary equipment, and by test laboratories carrying out EMC and spectrum compliance work. It is also used by quality managers, certification teams and buyers who need to confirm that a product has been assessed against the common IMT-2000 article 3.2 requirements.

In practice, users apply it when they:

  • choose the right emission and control tests for a product family
  • set up laboratory test configurations for UE, BS or repeaters
  • record measurement uncertainty and test conditions in reports
  • support conformity assessment under the R&TTE framework

Which standards are used with SIST EN 301 908-1 V3.2.1:2007?

The document relies on a small set of external references that shape its limits and test methods.

  • Directive 1999/5/EC (R&TTE Directive) - the legal basis for article 3.2 and the conformity context for the standard.
  • ITU-R Recommendation M.1457-5 - defines the IMT-2000 family and the terrestrial radio interface specifications covered by the standard.
  • ETSI TR 100 028 - provides the method for calculating measurement uncertainty.
  • ITU-R Recommendation SM.329 - supports the treatment of unwanted emissions and the reference test site conditions.
  • ITU-R Recommendation SM.1539-1 - supports the boundary between out-of-band and spurious domains.
  • ETSI EN 301 908-10 - covers IMT-2000 FDMA/TDMA (DECT), which is called out separately in the scope.

The foreword also places this part within the EN 301 908 family of companion parts for specific IMT-2000 radio interfaces and equipment classes, including UTRA FDD, cdma2000, UTRA TDD, UWC 136, DECT and repeater variants.

What does the SIST EN 301 908-1 V3.2.1:2007 document contain?

SIST EN 301 908-1 V3.2.1:2007 contains cross-reference tables, definitions, emission limits, test methods and conformance rules. It gives the laboratory logic for substitution measurements, antenna polarization checks, representative configurations, and the way to test UE in traffic mode and idle mode.

It also includes the HS-RTT table in Annex A, which is the structured link between each essential requirement and its test specification. Annex B explains why receiver sensitivity and correct operation are discussed in relation to harmful interference, while Annex C provides the title in official languages and Annex D lists bibliography items.
