This document provides a harmonized process and documentation requirements for the establishment of CoCs used to attest the conformity of aviation, space, and defence products (e.g. assemblies, sub-assemblies, equipment and systems, parts, material, software) or services. It includes a CoC template and supporting instructions on how to complete it.
When quoted by the customer in a contractual requirement, application of this document is mandatory. In other cases, its use is recommended, but if there is a conflict between the requirements of this document and customer or applicable statutory/regulatory requirements, the latter take precedence.
This document can be used by other industries that require the use/application of a CoC.
Requirements for the establishment of Authorized Release Certificates (ARCs) [e.g. European Union Aviation Safety Agency (EASA) Form 1, Federal Aviation Administration (FAA) 8130-3 tag, Civil Aviation Administration of China (CAAC) Form 038] by an external provider holding a production approval (for new aviation products, production, or spares) or maintenance approval (i.e. for in service repairs, modifications, after sales maintenance, overhaul activities, inspections) are not covered by this document, as applicable rules are defined by the aviation authorities having granted these approvals.

Le présent document fournit un processus harmonisé et des exigences de documentation pour l’établissement de CC utilisés pour attester de la conformité des produits (par exemple : ensembles, sous-ensembles, équipements et systèmes, pièces, matériaux, logiciels) ou services de l’industrie aéronautique, spatiale et de défense. Il inclut un modèle de CC et des instructions d’aide à son remplissage.
Lorsque ce document est mentionné par le client dans une exigence contractuelle, son application est obligatoire. Dans les autres cas, son utilisation est recommandée, mais s’il existe un conflit entre les exigences du présent document et les exigences du client ou légales/réglementaires, ce sont ces dernières qui prévalent.

Ta dokument podaja usklajen proces in zahteve glede dokumentacije za vzpostavitev potrdil o skladnosti (CoC), ki se uporabljajo za potrjevanje skladnosti letalskih, vesoljskih in obrambnih izdelkov (npr. sklopov, podsklopov, opreme in sistemov, delov, materiala ali storitev). Vključuje predlogo potrdila o skladnosti in spremna navodila za izpolnjevanje.
Pri pogodbeni ponudbi stranke je ta dokument obvezen. V drugih primerih je njegova uporaba priporočena, v primeru neskladnosti med zahtevami iz tega dokumenta in zahtevami odjemalcev ali ustreznimi zakonskimi ali regulativnimi pa prevladajo ustrezne zakonske ali regulativne zahteve.
Zahteve za vzpostavitev potrdil o sprostitvi v obratovanje (ARC) [npr. obrazec 1 Agencije Evropske unije za varnost v letalstvu, oznaka 8130-3 Zvezne uprave za letalstvo (FAA)] s strani zunanjega ponudnika, ki je imetnik proizvodnega dovoljenja (za nove letalske izdelke; proizvodnja in nadomestni deli) ali potrdila za vzdrževanje (tj. za servisna popravila, spremembe, poprodajno vzdrževanje, dejavnosti remonta, pregledi) niso zajete v tem dokumentu, saj so organi za letalstvo, ki so dodelili te potrditve, določili veljavna pravila.

This document (EN 9163:2023) has been prepared by the Aerospace and Defence Industries
Association of Europe — Standardization (ASD-STAN).
After enquiries and votes carried out in accordance with the rules of this Association, this
document has received the approval of the National Associations and the Official Services of the
member countries of ASD-STAN, prior to its presentation to CEN.
This document shall be given the status of a national standard, either by publication of an identical
text or by endorsement, at the latest by June 2024, and conflicting national standards shall be
withdrawn at the latest by June 2024.
Attention is drawn to the possibility that some of the elements of this document may be the subject

Introduction
Industry established the International Aerospace Quality Group (IAQG), with representatives from
aviation, space, and defence companies in the Americas, Asia/Pacific, and Europe, to implement
initiatives that make significant improvements in quality and reductions in cost throughout the value
stream. The IAQG benchmarked industry best practices and supporting guidance to develop this
standard to satisfy associated requirements of Aerospace Quality Management System (AQMS)
standards (i.e., EN 9100, EN 9110, EN 9120).
Aviation, space, and defence organizations (customers) throughout the world receive products (e.g.,
assemblies, sub-assemblies, equipment and systems, parts, material, software) or services that are
produced by other external providers (suppliers).
Before using these products or services to either manufacture their own products or integrating them
into their own products, these organizations need confirmation from their external providers that these
products comply with the relevant design data and Purchase Order (PO) requirements. This is
commonly done via an attestation [i.e., Certificate of Conformity (CoC)] from the external provider.
Due to the high number of organizations and external providers, this may result in multiple CoC
templates and associated requirements. The objective of this document is to provide requirements for
issuing a CoC; harmonizing its content to satisfy a broad range of organizations and external providers
and providing consistent process and documentation requirements for verification of aviation, space,
and defence products.
1 Scope
This document provides a harmonized process and documentation requirements for the establishment
of CoCs used to attest the conformity of aviation, space, and defence products (e.g., assemblies, sub-
assemblies, equipment and systems, parts, material, software) or services. It includes a CoC template
and supporting instructions on how to complete it.
