FprEN 18250 is a CEN draft European Standard for soil improvers and growing media. It specifies a laboratory method for determining the dimensions, volume and bulk density of pre-shaped and non pre-shaped plugs. The document is intended for people who need comparable measurements for product checking, market placement and propagation practice.
What does FprEN 18250 specify?
FprEN 18250 specifies one measurement method for plugs used as growing media units. It covers both the physical size of the plug and the volume-based value used to calculate bulk density.
The scope is limited to pre-shaped and non pre-shaped plugs. Sampling is not part of the method itself - sampling is taken from EN 12579:2024.
The document is organized into clauses on scope, normative references, terms and definitions, principle, apparatus, calibration of the measuring cylinder, sampling, procedure, calculations and expression of results, validation of the method, and the test report. Annex A is informative and gives method performance characteristics from an interlaboratory study.
What are the key requirements of FprEN 18250?
How the plug is measured
FprEN 18250 requires the plug to be placed on a flat surface before measurement. Regular rectangular plugs are measured for length, width and height, while truncated conical and cylindrical plugs are measured for height and diameter.
These dimensional readings describe the product, but they are not used to calculate volume. In practice, this means the shape of the plug determines which dimensions are recorded, and the operator must avoid compressing the specimen.
What equipment the method needs
FprEN 18250 relies on a calibrated measuring cylinder, glass beads, a straight-edge, a strike, a fall controller, a balance, and dimensional measuring tools. The apparatus section also gives acceptable characteristics for the measuring devices, including fine reading steps for the balances and length instruments.
This matters because the volume result depends on controlled displacement with glass beads and on accurate weighing. The document also notes metrological standards for suitable rulers and balances, which helps laboratories choose equipment that is precise enough for the method.
How the measuring cylinder is calibrated
FprEN 18250 calibrates the measuring cylinder with water at a stabilized temperature between 10 and 29 °C, then corrects the volume to 20 °C using the cylinder material’s expansion coefficient. The calibration is performed in duplicate and the average volume is used.
In practice, this step defines the actual volume of the cylinder before plug testing starts. That keeps the later plug volume calculation tied to a known container volume rather than to the nominal mark on the cylinder.
How sampling, weighing and repeat measurements are handled
FprEN 18250 sends sampling to EN 12579:2024. For measurement, dimensions are recorded to the nearest 0.5 mm, and mass is recorded to 0.01 g when the plug weighs less than 1 g, otherwise to 0.1 g.
The method calls for two dimensional measurements for each nominal dimension. For irregularly shaped plugs, the mean of three measurements is used for the irregular dimension, which helps reduce the effect of local shape variation.
How volume and bulk density are determined
FprEN 18250 uses a pycnometer-style displacement method with glass beads to determine volume. The cylinder is filled gently, without vibration or compaction, and the plug must fit without touching the cylinder wall.
The plug volume is then calculated from the mass data and the known bulk density of the glass beads. The bulk density of the plug is calculated from its mass and volume and is reported in g/l or kg/m3, which are numerically the same.
How special specimens are treated and how results are reported
FprEN 18250 includes a specific instruction for pressed tablets: they are tested in the condition received and again after reconstitution according to the manufacturer’s instructions. The method also notes that it can be used for plug holders if the holder is filled appropriately.
Glass beads may be reused if they are cleaned and checked, but if their bulk density changes by more than 5 %, the new density must be used. The test report must identify the standard, the sample, the calculated results with the relevant clause, any deviations, the test date, any unclear reconstitution procedure, and unusual features.
What terms does FprEN 18250 define?
- plug - A small, self-contained growing-medium unit used for plant propagation.
- pre-shaped plug - A small, solid, uniform, stable growing medium that is ready to use without reconstitution by wetting, other than blocks.
- non pre-shaped plug - A small growing-medium unit used for propagation that is not a pre-shaped plug and may need reconstitution.
- pressed tablet - A compressed non pre-shaped plug made from organic components such as peat, coir or wood fibre and requiring reconstitution with water.
- plug holder - A small container the size of a plug, with openings for roots.
- bulk density - The ratio of the plug’s mass to its total volume, expressed in g/l or kg/m3.
Who uses FprEN 18250?
FprEN 18250 is used by manufacturers, traders and consumers who need to know the size and volume of plug products when they are placed on the market. It is also relevant to laboratories and quality teams that test growing media products and compare batches.
The introduction links the method to plant propagation, especially where plugs must fit specific tray or rooting-unit sizes. It is also useful where chemical analysis results must be reported on a mass-per-volume basis, because the plug volume is part of that reporting.
Which standards are used with FprEN 18250?
- CEN/TS 17732:2022 - Provides the terminology used for soil improvers and growing media.
- EN 12579:2024 - Provides the sampling method used before testing.
- ISO 5725-2 - Provides the statistical basis used for validation and the repeatability and reproducibility data in Annex A.
- OIML R35-1:2007 - Gives metrological and technical requirements for suitable material measures of length.
- OIML R76-1:2006 - Gives metrological and technical requirements for suitable non-automatic weighing instruments.
- EN 933-6 - Is named for the alternative flow unit used as one option for the fall controller.
What does the FprEN 18250 document contain?
FprEN 18250 contains the full test method, including the principle, apparatus, calibration and calculation steps. It also includes a temperature-correction table for calibrating the measuring cylinder and the formulas used to determine cylinder volume, bead density, plug volume and bulk density.
The document provides two schematic figures for the displacement-volume setup, showing the supported fall controller option and the alternative flow-unit option. Clause 8 also sets out the handling of pressed tablets and the optional cleaning and reuse of glass beads.
Annex A presents the performance characteristics from an interlaboratory study. The annex tables cover height, diameter, width, length, plug volume and bulk density for the plug types included in the study.

Introduction
This document has been developed to provide a standardized method to measure and weigh plugs and
to calculate their volume and bulk density.
It is important for consumers, manufacturers, and traders to know the volume of a plug product when
placed on the market. For the cultivation of plants, it is critical that the volume of the plug corresponds to
the chosen cultivation technique, e.g. when propagating seedlings in trays having specific-sized rooting
units.
The bulk density is crucial as the reporting of all chemical analytical results is expressed in units of mass
per volume, and the volume is determined from the mass of the sample used for the chemical analyses.
Pre-shaped growing media can be made from mineral wool, synthetic materials and others from
stabilized organic materials. Plugs can be pre-shaped and non-preshaped.

To calibrate the measuring cylinder (5.4), place the measuring cylinder and sufficient distilled water
together in a room so that the temperature of both stabilizes. Determine the temperature, T. The
temperature should be in between 10 and 29 °C. Weigh the empty measuring cylinder (5.4) with the
strike (5.10), using the balance (5.6). This is mass m .

Fill to the brim with water using the strike. When the water level is near the top of the measuring cylinder,
start to slide the strike onto the rim of the measuring cylinder and pick up the meniscus of the water on
its underside. Filling continues gradually, continuing to slide the strike over the surface of the measuring
cylinder so that no air bubbles are trapped under it. The measuring cylinder is completely filled when the
strike covers the top of the measuring cylinder without any air being trapped under it. Weigh the filled
measuring cylinder and strike in 0,1 g, mass, m using the balance (5.6). Calculate the mass of water using
