Safety of woodworking machines - One side thickness planing machines
This document specifies all significant hazards, hazardous situations and events as listed in Clause 4, relevant to stationary and displaceable one side thickness planing machines fitted with an integrated feed and with cutterblock fixed in position and manual loading and unloading of the work-piece, hereinafter referred to as "machines", designed to cut solid wood, chipboard, fibreboard and plywood when they are used as
intended and under the conditions foreseen by the manufacturer.
This document does not apply to machines set up on a bench or a table similar to a bench, which is intended to carry out work in a stationary position, capable of being lifted by one person by hand; hand held planers or any adaptation permitting their use in a different mode, i.e. bench mounting; thickness planing machines where the cutterblock is adjustable for depth of cut setting.
This document is not applicable to one side thickness planning machines fitted with an integrated feed and with cutterblock fixed in position which are manufactured before the date of its publication as EN.

Overview
EN 860:2007+A1:2009/FprA2 is the European Standard developed by CEN (European Committee for Standardization) focusing on the safety of woodworking machines, specifically one side thickness planing machines. These machines are designed for stationary or displaceable operation, featuring an integrated feed and a fixed cutterblock, and are intended for manual loading and unloading of workpieces. The standard covers machines processing solid wood, chipboard, fibreboard, and plywood under normal and foreseeable conditions of use.
This standard is a key reference for manufacturers, importers, and users, ensuring compliance with essential safety requirements, supporting adherence to the Machinery Directive, and promoting a safe working environment in woodworking applications.
Key Topics
EN 860:2007+A1:2009/FprA2 provides comprehensive guidance on:
- Identification and reduction of hazards: Detailed overview of significant mechanical, electrical, ergonomic, and operational hazards associated with thickness planing machines.
- Control systems: Requirements for safety-related parts and performance levels (PL) in accordance with EN ISO 13849-1:2008.
- Braking and stopping: Specifications for automatic and manual braking functions, including requirements for spring-operated mechanical brakes and electronic brake systems.
- Guarding: Strict criteria for fixed and movable guards, interlocking devices, and materials used for protection.
- Chip and dust management: Guidelines for emission control, ensuring effective capture and minimization of hazards from chips and dust, referencing methods for measuring extraction performance.
- Noise and vibration: Requirements for noise measurement as per updated ISO standards, and information on providing noise emission values.
- Instruction handbook and marking: Instructions for safe use, maintenance, marking, and handling of foreseeable misuse, including requirements for identification of spare parts and guidance on protection against indirect electrical contact.
- Applicable exclusions: The standard does not cover hand-held planers, bench-mounted machines, or those with adjustable cutterblocks.
Applications
This standard applies to:
- Manufacturers of planing machines: Ensuring product designs meet European safety requirements and facilitate CE certification under the Machinery Directive.
- Importers and distributors: Providing assurance that equipment offered in the EU complies with established safety criteria.
- Operators and maintenance personnel: Offering clear instructions for safe operation, maintenance, and minimization of risks associated with dust, noise, and mechanical hazards.
- Workplace safety consultants: As a reference guide for risk assessment and the implementation of safety measures in woodworking environments.
- Regulatory bodies: As a benchmark for market surveillance, compliance checks, and harmonization of workplace safety legislation in the wood processing sector.
